RPP Speaker Romualdez: Kamara natapos prayoridad na LEDAC bills



Iniulat ni Speaker Ferdinand Martin G. Romualdez na naaprubahan na ng Mababang Kapulungan ng Kongreso sa ikatlo at huling pagbasa ang mga panukala na prayoridad na matapos ng Legislative-Executive Development Council (LEDAC).


Ginawa ni Speaker Romualdez ang pag-uulat sa pagpupulong ng LEDAC na pinamunuan ni Pangulong Ferdinand “Bongbong” R. Marcos Jr. sa Malacañang nitong Martes.


Ayon sa lider ng Kamara hinihintay na lamang ng Kamara ang magiging aksyon ng Senado sa mga panukalang inaprubahan nito.


“The House of the People has done its homework. Our accomplishments reflect our proactive stance in catering to the needs of the people by passing these much-needed legislation that are attuned to the Philippine Development Plan and the 8-point socio-economic agenda under the Medium-Term Fiscal Framework of the President,” ani Speaker Romualdez.


Sinabi ni Speaker Romualdez na Marso pa lamang ay natapos na ng Kamara ang 20 panukala na target na maaprubahan noong Hunyo.


Sa 20 panukala, sinabi ni Speaker Romualdez na tatlo ang naisabatas na, tatlo ang nasa proseso na ng enrollment process— dalawa ang pinagtibay na ng dalawang kapulungan at isa agad na natapos dahil sumang-ayon ang Kamara sa amyendang ginawa ng Senado.


Apat na panukala naman ang nakabinbin sa bicameral conference committees (bicam), at 10 ang natapos na ng Kamara, ilan ay naaprubahan  noon pang Setyembre 2023.


“We will await the version of the Senate for possible adoption by the House as an amendment to the House bill, or for bicameral conference committee meeting,” sabi ng lider ng Kamara.


Ang tatlo sa 20 LEDAC priority na naisabatas na ang Philippine Ecosystem and Natural Capital Accounting System Act, Real Property Valuation and Assessment Reform Act, at Negros Island Region Act.


Ang dalawang panukala naman na naaprubahan na ang bicam report ay ang amyenda sa Anti-Agricultural Smuggling Act at ang Government Procurement Reform Act.


Tinanggap naman  ng Kamara ang amyendang ginawa ng Senado sa Anti-Financial Accounts Scamming Act.


Ang apat na panukala na nakabinbin sa bicam ay ang Philippine Defense Industry Development Act/Self-Reliant Defense Posture Act, Philippine Maritime Zones Act, Academic Recovery and Accessible Learning Program Act, at VAT on Digital Transactions Act.


Ang 10 panukala na tapos na sa Kamara ay ang Waste Treatment Technology Act, Instituting a National Citizens Service Training Program, E-Governance Act, Open Access in Data Transmission Act, Military and Uniformed Personnel Pension Reform Bill;


Blue Economy Act, Department of Water Resources / National Water Resources Act, Enhancing Philippine Tax Incentive / CREATE MORE, Enterprise-Based Education and Training Program Act, at panukalang amyenda sa Universal Health Care Act. Ang 10 ito ay hind pa tapos ng Senado.


Hanggang noong Hunyo 25, 2024 ay 59 na ang LEDAC priority bills. Sa bilang na ito 13 ang naging batas na.


Ito ang SIM Registration Act, Postponement of Barangay / SK Elections, Strengthening Professionalism in the AFP, New Agrarian Emancipation Act, Maharlika Investment Fund, Regional Specialty Hospitals, National Employment Recovery Strategy/ Trabaho Para sa Bayan Act, LGU Income Classification; 


Internet Transaction Act / E-Commerce Law, Amendments to the BOT Law / PPP Bill, Ease of Paying Taxes, Tatak Pinoy (Proudly Filipino) Act, New Philippine Passport Act, Revitalizing the Salt Industry Bill, Philippine Ecosystem and Natural Capital Accounting System, Real Property Valuation and Assessment Reform Act, and Negros Island Region Act.
