GilBe Dalipe raises need for COMELEC chief to clear name on alleged Php 1-billion offshore accounts


House Majority Leader Manuel Jose Dalipe today stated that while the House has not received any resolution for a congressional probe into the alleged ill-gotten wealth of Commission on Elections (COMELEC) Chairman George Garcia, it is imperative that this issue must come to light to protect the credibility of the country’s electoral process.


Dalipe expressed confidence that Garcia is fully capable of addressing all the issues raised against him by SAGIP Partylist Congressman Rodante Marcoleta. However, he emphasized the necessity of doing so promptly to dispel any speculation that could affect the integrity of the COMELEC and the upcoming midterm election, which is only a few months away.


Dalipe noted that Marcoleta has yet to call for a formal inquiry into Garcia’s alleged Php 1-billion offshore deposit, but the Committee on Suffrage and Electoral Reforms, chaired by Mountain Province Rep. Maximo Dalog, can conduct a probe motu proprio.


"Given the serious nature of the allegations made by Congressman Marcoleta against Chairman George Garcia, it is imperative that all the issues being raised against him and the reasons why these are being raised must be addressed, especially as we are now entering the election season,” Dalipe said.


"Personally, I think that Chairman Garcia did a good job in signing an absolute waiver for the AMLAC to investigate his alleged offshore accounts, but we still need to get to the bottom of this issue to remove all doubts about the COMELEC. This investigation will provide Chairman Garcia the opportunity to answer all accusations, thereby removing any doubts about his credibility and integrity," Dalipe added.


The Majority Leader highlighted that the credibility of the COMELEC is crucial, especially with the 2025 midterm elections fast approaching. Ensuring that the poll body operates with the highest standards of integrity is essential for maintaining public trust in the electoral process.


"As we approach the 2025 midterm elections, the integrity of the COMELEC must be beyond reproach. A transparent and thorough investigation will not only clear Chairman Garcia’s name but also reinforce the trust of the Filipino people in our electoral system," Dalipe continued.


Dalipe assured the public that the House of Representatives would support all necessary measures to ensure a fair and unbiased investigation.


"Rest assured, the House of Representatives is committed to supporting all necessary steps to conduct a fair and unbiased investigation. We urge all relevant authorities to act swiftly to bring clarity and resolution to this issue," Dalipe concluded.


GilBe Young Guns Rise in Defense of Rep. Migs Nograles Against Baseless Accusations


The Young Guns of the House of Representatives today rose in unison to speak in defense of PBA Partylist Rep. Migs Nograles, who has been unjustly portrayed as engaging in politics in the distribution of Department of Social Welfare and Development (DSWD) funds by Davao City Rep. Paolo Duterte.


"We, the Young Guns, stand united in our support for Rep. Migs Nograles. Her work in ensuring that the DSWD funds reach those most in need is beyond reproach. This unfounded criticism only serves to distract from the real issues at hand and undermines the efforts of those truly working for the welfare of our citizens," said Rep. Jil Bongalon of Ako Bicol Partylist. 


"Rep. Migs Nograles has always been a paragon of dedication and integrity in her service to the people. It is disheartening to see her commitment questioned by those who, perhaps, should reflect on their own attendance and participation in House sessions,” Bongalon added.


Rep. Cheeno Almario of Davao Oriental for his part, stated: "It is clear that Rep. Nograles's actions have been misrepresented. The notion that she is using these funds for political gain is not only false but an insult to her dedication to public service.”


“We urge Rep. Duterte to check his facts and perhaps attend more sessions to fully grasp the complexity of our roles and the stringent processes we adhere to," Almario added.


Almario further asserts, "Rep. Duterte's claims are not supported by the facts. The DSWD's records and the transparency of fund allocation speak for themselves. Rep. Nograles's efforts should be commended, not condemned. Let us work together to ensure that aid reaches those who need it most, without the distraction of baseless accusations."


“If Rep. Duterte attended more sessions and engaged with his colleagues, he would see the transparency and rigor with which we operate. Rep. Nograles has done nothing but uphold the highest standards of integrity in her work. We must not let baseless accusations distract us from our primary mission of serving the people," Almario added.


Rep. Zia Alonto Adiong on the other hand, explained: "The DSWD's distribution of aid is based on need and urgency, not on political favoritism. Rep. Nograles has consistently demonstrated her commitment to this principle. We must focus on constructive dialogue and collaboration rather than unfounded accusations that serve no one but personal agendas."


Adiong also shared the views of his colleagues, saying: "We, the Young Guns, know firsthand the tireless work that Rep. Nograles puts into her role. The accusations leveled against her are baseless and detract from the critical work being done to support our most vulnerable citizens. It is vital that we remain focused on our legislative duties and avoid the pitfalls of political maneuvering."


Rep. Rodge Gutierrez of 1-Rider Partylist states, "Rep. Migs Nograles has always placed the needs of her constituents above all else. Her dedication to ensuring that DSWD funds are allocated fairly and efficiently is a testament to her commitment to public service. These unfounded accusations from Rep. Duterte only serve to undermine the hard work of those truly dedicated to helping the poor and needy."


Gutierrez adds, "The attacks on Rep. Nograles are not only baseless but also counterproductive. Her efforts to secure and distribute DSWD funds are in line with her unwavering commitment to public service. Rep. Duterte should be more aware of the facts before making such serious accusations."


Rep. Paolo Ortega of La Union states, "Rep. Migs Nograles's track record speaks for itself. Her integrity and dedication to public service are evident in every action she takes. It is disappointing to see her work questioned by those who may not fully understand the processes and challenges we face."


Rep. Jay Khonghun of Zambales said "Our focus should be on cooperation and effective governance, not on political squabbles. Rep. Nograles's dedication to her constituents and her transparent handling of funds are commendable. We, the Young Guns, stand with her and call for a return to constructive discourse."


Khonghun continues, "Had Rep. Duterte been more active in House sessions, he would appreciate the complexities of fund allocation and distribution. Rep. Nograles has always been transparent and accountable in her actions. We must move past these baseless accusations and focus on serving our constituents effectively." (END)
