RPPt Tuloy-tuloy na pagseserbisyo: Romualdez namahagi ng ayuda, bigas sa 3,000 residente sa Leyte

Sa patuloy na pagsisikap na matulungan ang mga mahihirap na mga Pilipino na maiangat ang estado ng kanilang pamumuhay, pinangunahan ng tanggapan ni Speaker Ferdinand Martin G. Romualdez ang pamamahagi ng tulong pinansyal at bigas sa libu-libong residente ng Leyte.

Sa ilalim ng Cash and Rice Distribution (CARD), umabot sa kabuuang 1,000 benepisyaryo ang nakatanggap ng tig-P5,000 tulong pinansyal at P1,000 na halaga ng bigas, sa event na ginanap sa Brgy. 94, Tigbao, Tacloban City.

Nasa 2,000 residente naman ang nabigyan ng tig-P4,050 para sa kanilang 10-araw na pagtatrabaho sa ilalim ng Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program sa bayan ng Tolosa, Leyte.

Binigyang-diin ni Speaker Ferdinand Martin G. Romualdez ang kahalagahan ng mga inisyatibang ito sa pagtataguyod ng kapakanan ng komunidad at pag-suporta sa pagbangon ng ekonomiya ng lalawigan ng Leyte.

“These aid distributions are a testament to our commitment to serve the people of Leyte. By providing both immediate relief and employment opportunities, we are taking significant steps towards rebuilding and strengthening our communities,” ayon sa pinuno ng Kamara.

“These efforts are part of a broader strategy of the administration of President Ferdinand R. Marcos, Jr. to address the ongoing challenges faced by many Filipinos and to foster resilience and recovery across the nation,” dagdag pa ni Speaker Romualdez.

Ayon sa mambabatas ang mga kaparehong programa ay ipinatutupad din sa iba’t ibang bahagi ng bansa.

Ang CARD program ay idinisenyo na makatulong sa pinansyal na  pangangailangan ng mga  residente at tiyakin na may access sila sa mga pangunahing pangangailangan, habang ang TUPAD naman ay nagbibigay ng emergency employment para sa mga manggagawang nawalan ng trabaho, underemployed, at seasonal workers.

Nagsilbi namang kinatawan ni Speaker Romualdez sa pamamahagi ng tulong sa Tolosa ang kaniyang District Chief of Staff na si Atty. Mark Stephen Reyes.

“Alinsunod po sa direktiba ni Speaker Romualdez, patuloy kaming nakikipag-ugnayan sa mga local government units at ibat-ibang mga ahensya ng ating gobyerno para sa maayos at mabilis na paghahatid ng tulong sa ating mga kababayan na nangangailangan ng ayuda,” ayon kay Atty. Reyes. 

Dumalo rin sa pamamahagi ng tulong sa mga residente sina Tolosa Mayor Erwin C. Ocaña at Engr. Emmanuel Dela Cruz, Head ng Department of Labor (DOLE)-North Leyte Field Office katuwang si Atty Reyes para sa TUPAD payout.

Habang ang Brgy. Tigbao payout ay pinangasiwaan ni Cyril Malinao, District Co-ordinator ng Office of the Speaker sa pakikipagtulungan na rin ni Social Welfare Officer II Rammilyn Majarilla ng Department of Social Welfare and Development (DSWD).

Binigyan diin ni Atty. Reyes, na ang pagpapatupad ng iba’t ibang mga programa na pagbibigay ng tulong sa Leyte ay pagpapakita ng patuloy na pagsisikap ni Speaker Romualdez na tulungan ang mga nangangailangan sa kaniyang distrito at buong lalawigan alinsunod na rin sa pinapangarap  na Bagong Pilipinas ni Pangulong Ferdinand R. Higit 90% nang tapos ang ginagawang renovation sa ilang pasilidad ng Batasang Pambansa bilang paghahanda sa ikatlong SONA ni Pang. Marcos, Jr.

Ayon kay House Media Affairs and Public Relations Service Director Joaquin Santiago, kabilang sa mga patapos na ang renovation ay ang lobby ng Main, North, at South Wing building, kung saan ipupwesto ang red carpet na dadaanan ng mga mambatatas, VIP, at mga guest.

Pati na ang silid kung saan mananatili si Pang. Marcos at ang first family pagdating ng Batasan Complex at bago maghatid ng talumpati.

Alas-12:00 ng madaling araw ng Huwebes, July 18, ipatutupad ang lockdown sa Batasan Complex. May itatakda namang schedule para sa technical rehearsal ng mga media bago ang mismong araw ng SONA.

Sa Lunes, July 15, magkakaroon ng final coordination meeting ang mga opisyal ng Kamara, Senado, at Office of the President, kasama rin ang MMDA para sa trapiko. 

Susundan naman ito ng isang walkthrough sa mga silid at iba pang pasilidad ng gusali ng Batasan.

RPPt House SenGen binigyang linaw gastusin sa SONA 

Itinama ni House Secretary General Reginald Velasco ang mga espekulasyon na gagastos ng P20 milyon ang Kamara de Representantes para sa pagkain ng mga bisita sa State of the Nation (SONA) sa Hulyo 22.

“I would like to take this opportunity to clarify my recent statements regarding the budget allocated for the 2024 State of the Nation Address (SONA). There has been some misunderstanding about the figures mentioned, and I want to ensure that everyone has the correct information,” ani Velasco.

Ayon kay Velasco kasama sa gastusin ang ginagawang paghahanda sa SONA na nagsimula pa noong Marso 12, kung kailan nabuo ang SONA Task Force.

“The amount of P20 million I referred to represents the total budget earmarked for the preparations and execution of the SONA. This figure is an estimate and has not yet been fully expended,” giit ni Velasco.

Bukod sa meryenda ng mga bisita, sinabi ni Velasco na gagastusan din ng Kamara ang pagkain ng mga internal staff at external personnel gaya ng pulis na magbabantay sa serguridad sa paligid ng Batasan Complex gayundin ang mga tauhan ng Metropolitan Manila Development Authority (MMDA) at iba pang support staff.

Isinama rin umano ng Kamara sa gastusin ang tatlong set ng uniporme ng nasa 2,000 empleyado ng House Secretariat na gagamitin hindi lamang sa araw ng SONA kundi sa kanilang araw-araw na pagpasok sa trabaho.

May bayarin din umano para sa mga dagdag na tauhan at equipment para matiyak ang seguridad at kaayusan ng SONA.

Kasama rin umano sa gastusin ang mga Inter-Agency Coordination Meeting na dinadaluhan ng iba’t ibang departamento at ahensya upang mapaghandaan ang SONA.

Bukod sa mga imbitasyon at giveaways, sinabi ni Velasco na may nerentahan ding LED law at iba pang equipment upang mapaganda ang audiovisual presentation at overall ambiance sa loob ng plenary hall at Batasan Complex.

Maglalagay din umano ng mga dekorasyon gaya ng mga naka-pasong halaman at bulaklak at kumuha rin ng dagdag na medical support mula sa kalapit na ospital.

Clarification on Budget Allocation for the 2024 State of the Nation Address

I would like to take this opportunity to clarify my recent statements regarding the budget allocated for the 2024 State of the Nation Address (SONA). There has been some misunderstanding about the figures mentioned, and I want to ensure that everyone has the correct information.

The amount of P20 million I referred to represents the total budget earmarked for the preparations and execution of the SONA. This figure is an estimate and has not yet been fully expended. The budget covers a range of essential expenses to ensure the event’s success, beginning from March 12, 2024, when the SONA Task Force was created.

Here are the key components, among others, included in the P20 million budget:

1. Food and Beverages: This allocation covers meals for all personnel involved, including internal staff and external personnel such as police, MMDA officers, and other support staff. This provision is not only for the actual day of the SONA but also for all preparatory activities leading up to the event.

2. Uniforms: Approximately 2,000 Secretariat employees will be provided with three sets of uniforms each, which will be used not only for the SONA but also for their day-to-day duties after event.

3. Security Expenses: Allocations for security measures, including personnel and equipment, to ensure the safety and orderliness of the event.

4. Inter-Agency Coordination Meetings: Expenses related to meetings with all departments and agencies involved in the SONA preparation to ensure seamless coordination and planning.

5. Invitations and Giveaways: Costs associated with printing and distributing invitations and providing giveaways to attendees as a token of appreciation.

6. Equipment Rental: Rental expenses for LED walls and other equipment needed to enhance the program’s audiovisual presentation and overall ambiance inside the plenary hall and within the vicinity of the Batasan Complex.

7. Potted Plants and Flowers: Decorations for the venue to ensure a welcoming and dignified atmosphere.

8. Other Incidental Expenses: These include expenses for collaterals, communication requirements, additional medical support from nearby hospitals, and other incidentals.

RPPt Speaker Romualdez: Gilas Pilipinas inspirasyon ng bawat Pilipino

Nagpahayag ng paghanga si Speaker Ferdinand Martin G. Romualdez sa koponan ng Gilas Pilipinas, na sa kabila ng kanilang pagkabigo na makapasok sa Olympics matapos matalo sa World No. 12 Brazil, ay nagpamalas ng walang kapantay na determinasyon, kasanayan, at puso sa international stage ng basketball.

Sa mahigpit na labanan, kinapos ang Gilas Pilipinas na matalo ang Brazil sa score na 71-60, sa semifinal round ng FBA Olympic Qualifying Tournament.

“The journey of Gilas Pilipinas in this tournament has been nothing short of inspirational. Their victory against Latvia, a European team, was a historic moment for Philippine basketball and a testament to the team’s resilience and capability,” ani Speaker Romualdez.

“Although our bid for the Olympics ended, our players have proven their mettle by going toe-to-toe with world-class athletes and making every Filipino proud,” ayon pa sa pinuno ng Kamara.

Sinabi ni Speaker Romualdez na ang mga dikit na laban sa mga koponang tulad ng Georgia at Brazil, kung saan muntik nang manalo ang Gilas Pilipinas, ay nagpapakita ng kakayahan at malaking potensyal ng mga atletang Pilipino.

RPPt Marcos admin, Kamara magkatuwang upang maabot rice self-sufficiency ng bansa sa 2028 - Speaker Romualdez 

Tiniyak ni Speaker Ferdinand Martin G. Romualdez na tutulungan ng Kamara de Representantes ang administrasyon ni Pangulong Ferdinand “Bongbong” R. Marcos Jr. upang maabot ang pinapangarap na rice self-sufficiency ng bansa sa Hunyo 2028.

Ayon kay Speaker Romualdez ang layunin ng lahat ng ginagawa ng administrasyong Marcos sa sektor ng agrikultura partikular ang pagtulong sa magsasaka ay maparami ang produksyon ng bigas sa bansa upang hindi na kailanganing mag-angkat pa.

Sinabi ng lider ng Kamara na ang mga ahensya gaya ng Department of Agriculture (DA) at National Irrigation Administration (NIA) ay gumagawa ng mga hakbang upang maparami ang produksyon ng pagkain sa bansa.

"Lahat ng ito kino-converge natin para mas efficient ang paggamit ng pondo. Dati, ‘yung DA may programa, NIA may programa parang hindi nag-uusap. Pero, nag-uusap na tayo. So, we feel that sa puno’t dulo nito magkakaroon tayo ng rice self-sufficiency," ani Speaker Romualdez. 

"Yan ang aspiration," sabi pa ng lider ng Kamara matapos tanungin kung ang target ng administrasyon ay magkaroon ng self-sufficiency sa bigas ang bansa sa pagtatapos ng termino ng administrasyon sa 2028.

"So all-of-government approach, so ‘yung Department of Agriculture, National Irrigation Authority, NFA (National Food Authority), siyempre ‘yung buong executive, ngayon ‘yung legislative nag sama-sama na," ani Speaker Romualdez. 

Ayon sa kinatawan ng unang distrito ng Leyte, ang mga hakbang na ito ay naglalayong marating ang rice self-sufficiency ng bansa.

"Magko-construct ang DPWH (Department of Public Works and Highways) ng mas maayos na CIS (Comprehensive Irrigation Systems), interconnected ito sa mga impounding para sa tubig, para kapag umulan may flood control na nag-aasikaso, mayroon ka nang patubig, mayroon ka pang reservoir, bulk water," sabi pa nito.

Binigyan-diin ni Speaker Romualdez ang kahalagahan na pangmatagalang pag-iisip upang mapanatili ang pagkakaroon ng seguridad sa pagkain ang bansa.

"Food security, is national security. So, talagang mahalaga talaga itong programa na ito. Unang-una, gusto nating ibaba ang presyo ng bigas na abo’t kaya ng lahat ng Pilipino, kasi ang Presidente ayaw na ayaw niya na may mahirapan o magutom na Pilipino,” saad pa nito.

"Pero, hindi lang pwede na ganun ang iniisip, kaya ang long-term plan niya ay bago siya bumaba, we will no longer be dependent on rice imports. So, kailangan talaga rice self-sufficiency. So, kailangan mas efficient ang mga palayan natin, kailangan ng patubig at napakaraming patubig pa," giit ng lider ng Kamara.

Nauna rito ay tiniyak ng Kamara de Representantes sa mga lokal na magsasaka na magpapatuloy ang suporta na ibinibigay sa kanila ng administrasyon sa kabila ng pagbabawas sa taripang ipinapataw sa imported na bigas.

"We are relying on them, and we assure them that Congress, government, the people are behind them,” ani Speaker Romualdez na sinugundahan naman nina House Committee on Agriculture Chair Mark Enverga (Quezon, 1st District) at Committee on Appropriations Chair Zaldy Co (Ako Bicol Party-list).

Sinabi nina Enverga at Co na sa kabila ng pagpapatupad ng Executive Order No. 62 na nagbabawas sa taripa ng imported na bigas sa 15 porsiyento mula 35 porsiyento ay magpapatuloy ang mga programa ng gobyerno na naglalayong tulungan ang mga magsasaka.

Iginiit ni Enverga na malaking pondo ang inilalaan ng gobyerno upang suportahan ang mga magsasaka bukod pa sa pondong naiipon sa Rice Competitiveness Enhancement Fund (RCEF) na mula naman sa buwis na ipinapataw sa imported na bigas alinsunod sa Rice Tariffication Law (RTL). 

Sa ilalim ng RTL, 10 bilyon mula sa nakolektang buwis ang ilalaan sa mga programa upang tulungan ang mga magsasaka gaya ng mechanization, mas magandang binhi, at bagong teknolohiya sa pagsasaka.

Matatapos na ang implementasyon ng RCEF ngayong taon kaya nagpasa ng panukala ang Kamara na palawigin pa ito hanggang 2030 at itaas sa P15 bilyon ang inilalaang pondo para sa mga magsasaka.

Batay sa datos ng Bureau of Customs (BOC), hanggang noong Mayo ay nakakolekta na ito ng P22 bilyon mula sa buwis na ipinataw sa imported na bigas.

“Currently, there are P22 billion as stated by the [BOC]. At paalala po, June pa lang po ngayon, may taripa pa rin po, so may 15 percent tariff. Ibig sabihin, tataas pa rin ang collection for this year, so hindi po mapapabayaan ang ating mga farmers,” punto ni Enverga. 

Sinabi ni Enverga na ang paglalaan ng malaking pondo sa national rice program ay patunay na seryoso sina Pangulong Marcos at Speaker Romualdez na mapataas ang sektor ng agrokultura ng bansa.

Ayon naman kay Co ang malaking suportang pinansyal at mga imprastrakturang itatayo sa susunod na taon para sa mga magsasaka ay tiyak ng mapopondohan.

“In fact, sa farmers na P10 billion tumaas pa po ng P22 billion as early as now. So wala pong kailangan na ikabahala ang ating mga farmers,” ayon pa kay Co. (END)

RPPt Presyo ng kuryente sa bansa dapat ibaba— House leaders, Young Guns

Panahon na para maibaba ang presyo ng kuryente para sa kapakinabangan ng mga Pilipino.

Ito ang iginiit ng liderato ng Kamara de Representantes at mga miyembro ng Young Guns kasabay ng kanilang papuri sa pahayag ni Speaker Ferdinand Martin G. Romualdez na isailalim sa komprehensibong pagrepaso ang  Electric Power Industry Regulation Act (EPIRA) upang mapababa ang presyo ng kuryente at magkaroon ng seguridad sa enerhiya ang bansa.

“We fully support this move by our leader in the House. If we can finally reduce the cost of electricity, this would be one of the legacies of our Speaker and the chamber he heads,” saad ng mga mambabatas.

Ang sama-samang pahayag ay ginawa nina Senior Deputy Speaker Aurelio “Dong” Gonzales Jr. ng Pampanga, Deputy Speaker David “Jay-jay” Suarez ng Quezon, at House Majority Leader Manuel Jose “Mannix” M. Dalipe ng Zamboanga City, kasama ang Young Guns sa pangunguna ni Reps. Sinang-ayunan ng mga mambabatas ang pahayag ni Speaker Romualdez na magsagawa ang Kamara ng komprehensibong pag-aaral sa EPIRA upang tuluyang mapababa ang presyo ng kuryente.

Bagamat mayroom umanong mga inihayag na plano noong nakaraan, wala pa anilang nagsagawa ng pag-repaso sa naturang batas.

“In the meantime, power rates in the country continually went up to the extent that they are now among the highest in the ASEAN region,” sabi nila.

Kasama ang pag-amyenda sa EPIRA sa 28 panukala tinukoy sa Legislative-Executive Development Advisory Council (LEDAC) na bibigyang prayoridad ang pagpasa bago matapos ang 19th Congress sa Hunyo 2025.

Kasabay ng pagtalakay ng Mababang Kapulungan ng Kongreso sa pag-renew sa prangkisa ng Manila Electric Company (Meralco), iginiit ng mga mambabatas na panahon na ring isabay ang diskusyon sa pagpapababa ng singil sa kuryente.

"Let's examine how Meralco can support the Marcos administration in reducing its power distribution rates," paglalahad nila. “It’s time we alleviate or at least lessen the suffering of our people. Congress should address the issues created by the EPIRA law.”

Kung mapapababa umano ng kasalukuyang Kongreso ang presyo ng kuryente ay mangangahulugan na nagawa nito ang nabigong gawin ng mga nagdaang Kongreso.

“That achievement then would be one of the legacies of our Speaker and his present colleagues in the House,” giit nila.

Kapwa ipinunto ng mga lider ng Kamara at Young Guns na kung maibababa ang presyo ng kuryente ay magreresulta ito sa pag-unlad ng ekonomiya.

“The expansion of our economy has long been hobbled by high electricity rates. This problem has consistently been one of the top concerns of the business community since the enactment of EPIRA,” sabi ng mga mambabatas.

Nauna rito ay sinabi ni Speaker Romualdez na, “We will work to further reduce electricity rates and rice prices. Accomplishing that will surely lead to a further moderation of inflation.” 

“Titingnan natin ang posibleng amendments sa EPIRA para maibaba natin ‘yung presyo ng kuryente, para abot kaya ng lahat ‘yung sa tamang presyo,” wika ng lider ng Kamara. 

Target aniya ng Kamara na matapos ang mga pagbabago sa EPIRA bago ang Christmas break ng Kongreso.

“So medyo kumplikado ‘yan kasi malaki itong batas at we will handle it by sections pero kayang kaya natin tapusin ‘yan before siguro the Christmas break,” dagdag niya

RPPt Young Guns pinuri si PBBM sa pagpapalabas ng P27.4B COVID-19 allowance ng health workers 

Pinuri ng mga lider ng tinaguriang Young Guns ng Kamara de Representantes sina Pangulong Ferdinand "Bongbong" R. Marcos Jr. at Budget Sec. Amenah Pangandaman sa pagpapalabas ng P27.4 bilyong pondo upang mabayaran ang health emergency allowance ng mga healthcare workers noong pandemya.

Ikinatuwa nina Reps. Jay Khonghun ng Zambales, Paolo Ortega V ng La Union, Rodge Gutierrez ng 1-Rider Partylist, Jil Bongalon ng Ako Bicol Partylist, Mika Suansing ng Nueva Ecija, Joel Chua ng Manila, Migs Nograles ng PBA Partylist, Cheeno Miguel Almario ng Davao Oriental, Zia Alonto Adiong ng Lanao del Sur, at Inno Dy V ng Isabela ang hakbang na ito.

This decision demonstrates his commitment to supporting those on our healthcare system's front lines. Ikinatuwa naman ni Ortega, isang Assistant Majority Leader, na nalalapit na ang panahon na matatanggap ng mga healthcare workers ang benepisyong nararapat sa kanila.

"We thank the President for consistently recognizing and reciprocating our health workers' selfless sacrifices and invaluable service. Their contributions during the pandemic were truly invaluable. We must honor their dedication by ensuring they receive the support and appreciation they rightfully deserve," sabi ni Ortega.

Nagpasalamat din si Gutierrez, isang abogado, na nailabas na ang pondo.

“We appreciate the President's dedicated efforts to compensate our health workers, who have made tremendous sacrifices, including laying down their lives so that others may live. This underscores the President's steadfast commitment to championing the interests and welfare of our healthcare heroes,” sabi ni Gutierrez.

“Kudos to President BBM and DBM Sec. Pangandaman! They just helped families of our frontline health workers cope with the never-ending problem of recurring inflation. Now they can use the money for whatever needs their family members have,” sabi naman ni Bongalon, isa ring abogado.

“We will fully support our hardworking health care workers. Like everyone else, they are facing the same challenges as the rest of the population. It is fortunate that the government has been able to improve their situation with the order of the President to release the allowance,” wika naman ni Suansing, isang Assistant Majority Leader. 

Ikinatuwa rin ni Chua na nailabas na ang pondo para sa allowance ng mga healthcare workers na nagserbisyo noong pandemya.

“The financial support will uplift the spirits of health care workers and ensure they can continue making essential contributions during these challenging times,” sabi pa ni Chua.

"Our unsung heroes during the two-year pandemic can now finally breathe a sigh of relief with the release of their allowances," ayon naman kay Nograles, isang Deputy Majority Leader at isa ring abugado.

“The release is very significant in alleviating the burdens faced by our dedicated health care workers, whose relentless efforts have been crucial in battling the challenges of the pandemic.”

Ayon naman kay Almario, “the allowance will significantly boost their morale and enable them to sustain their vital services to the community.”

“We owe our health workers a lot in terms of taking care of our COVID-stricken fellow kababayans. And they fully deserve all this remuneration,” sabi ni Almario. 

Binigyan-diin naman ni Adiong, chairman ng Ad Hoc Committee on Marawi Rehabilitation and Victims Compensation, ang kahalagahan na mabigyan ng komprehensibong tulong ang mga healthcare workers na nagpakita ng natatanging sakripisyo sa bansa lalo na noong panahon ng pandemya.

"Our health workers deserve all the support they can receive, particularly from the government, to whom they have diligently paid taxes and gone beyond the call of duty," sabi ni Adiong.

Iginiit naman ni Dy, isang Deputy Majority Leader, ang kahalagahan na nailabas na ang pondo “This support is crucial for our health workers who can now address various needs. I hope this will be given immediately to the beneficiaries so that they can allocate these resources to ensure their children are ready for the upcoming school term by purchasing essential school supplies. Additionally, they can provide medications for their elderly family members or ensure food is on their tables.”

“These funds aim to alleviate financial pressures and enable health workers to focus on their crucial roles in healthcare delivery,” sabi pa ni Dy.

Ang pondo na ibinigay ng DBM noong Biyernes sa Department of Health (DoH) sa pamamagitan ni Secretary Teodoro Herbosa, ay para sa hindi pa naibibigay na HEA at bayad sa Public Health Emergency Benefits and Allowances (PHEBA) ng mga kuwalipikadong health at non-healthcare workers. 

Kasama sa PHEBA ang Special Risk Allowance (SRA), bayad sa nahawa at namatay sanhi ng COVID-19, at karagdagang meal, accommodation, at transportation allowance ng mga healthcare worker.

Inaasahan na mapupunan ng pondo ang kabuuang 5,039,926 hindi pa nababayarang HEA at 4,283 COVID-19 Sickness and Death Compensation claims.

Inaprubahan ng DBM ang pagpapalabas ng Special Allotment Release Order (SARO) na nagkakahalaga ng P27.453 bilyon noong Hulyo 5 para sa naturang pagkakagastusan. (END)

RPPt Quimbo sinilip posibleng overpricing sa biniling COVID-19 test kits ng Duterte admin

Sinilip ng senior vice chair ng House Committee on Appropriations ang posibleng overpricing sa ginawang pagbili ng COVID-19 test kits ng Department of Health (DOH) sa pamamagitan ng Procurement Service of the Department of Budget and Management (PS-DBM) noong administrasyon ni dating Pangulong Rodrigo Duterte.

Sa pagdinig ng komite napuna ni Marikina City 2nd District Rep. Stella Luz Quimbo ang pagkakaiba-iba ng presyo ng biniling COVID-19 test kits gamit ang pondo na inilipat ng DOH sa PS-DBM na may kabuuang halagang P47.6 bilyon.

"Napansin ko po may mga pagkakataon na pare-pareho ang test type, pare-pareho ang brand, pero iba-iba ang naging presyo, and the price difference was as high as about P500. For example, may price difference na P2,083 versus P1,562," ani Quimbo.

Ipinaliwanag ni DOH Secretary Teodoro “Ted” Herbosa, na nagsilbing special adviser ng National Task Force Against COVID-19 ng nakaraang administrasyon, na nagbabago-bago ang presyo.

“So, I guess we need to look at the date that some items are procured because they were changing the cost as the pandemic was ongoing," sabi ni Herbosa na sinang-ayunan ni dating Health Secretary Francisco Duque.

Sinabi ni Quimbo na inisa-isa ng komite ang mga isyu kaugnay ng ginawang paggastos sa P47.6 bilyong pondo noong kasagsagan ng pandemya.

"Inisa-isa po natin ang items dito sa listahan ng mga prinocure, napansin po natin na may iba-ibang cases and this is the third case. The third case is the situation where pareho-pareho ang brand, pero bakit ang laki po ng disparity in price?" sabi ni Quimbo.

"There’s about a 500-peso price difference. It is what it is. It’s a price difference. So, I’m asking for the details on the dates of the transaction," dagdag pa ng mambabatas.

Hindi nakapagbigay si Duque ng direktang sagot sa timeline at sinabi na ang transaksyon ay ginawa ng PS-DBM na siyang direktang nakipag-usap sa mga supplier.

Sa kasagsagan ng pandemya , ipinasa ng DOH sa PS-DBM ang pondo nito para bumili ng mga COVID-19 test kits at iba pang pangangailangan. Hiwa-hiwalay ang ginawang pagbili ng PS-DBM kaya natanong kung bakit hindi nito pinagsama-sama ang bibilhin para nakakuha ng mas magandang presyo.

"My understanding is that, this is my layman understanding that instructions to bid would come from the DOH. So meaning to say, sasabihin ninyo ang specification, i-bid nyo na ito, kasi ang tanong is bakit hindi nyo rin pinagsama-sama lahat ng pangangailangan?" sabi ni Quimbo.

Kinuwestyon din ni Quimbo kung magkano ang bili sa mga test kits at magkano ang presyo nito noon sa pandaigdigang pamilihan.

”And actually sir, ang next question pa nga doon, how much was the price in the world market at the time of that purchase? That’s the next question because it could be as low as 8 dollars. ‘Yan ang next question, hindi po ba?" sabi ni Quimbo.

Sinabi naman ni House Deputy Majority Leader at Iloilo 1st District Rep. Janette Garin na naiwasan sana ang kontrobersya kung hindi inilipat ng DOH sa PS-DBM ang pondo nito.

"It is actually a function that DOH should not delegate because the DOH has the pool of network when it comes to manufacturers, when it comes to pricing of other countries," punto ni Garin.

"In a pandemic where commodities are quite new, we cannot base the pricing on traders or the market price in the Philippines because these commodities are not available in our country," dagdag pa ng lady solon.

Tinuligsa rin ni Garin, isang dating DOH Secretary, ang kawalan ng Memorandum of Agreement (MOA) sa pagitan ng DOH at PS-DBM kaugnay ng pagbili ng mga COVID-19 supplies.

“The reason why we have been asking why there was no MOA from Secretary Duque, because that MOA could have saved the DOH with all this hullabaloo. The MOA will contain the items that will be procured, the safeguards, the quality check, and even the pricing," sabi ni Garin.

Iginiit ni Garin ang kahalagahan ng MOA para magkaroon ng transparency at accountability sa pondo ng gobyerno.

“The context of transfer of funds like to PS-DBM and PITC (Philippine International Trading Corporation) and even PITC Pharma, kasama po kasi doon palagi ‘yung MOA because it’s a procurement through a procurement entity. Nagpabili ka, naglipat ka ng pera, may MOA na maglalagay doon ng lahat ng parameters through safeguard. And the DOH can still oversee because that is its budget, that is people’s money coursed through the DOH,” saad pa nito.

Dagdag pa nito, ”We are not procuring ballpen, paper, erasers. We are procuring devices, commodities and medical supplies that are quite highly specialized. That is why there is a big difference between procurement from PS-DBM, bumili kayo ng ballpen, paper, erasers, pencils sa PS-DBM, as compared to procurement through PS-DBM where you requested PS-DBM to procure on your behalf. Ibig sabihin nagpapabili ka ng mga bagay na specialized sa DOH." (END)

Umabot sa 3,167 kuwalipikadong benepisyaryo sa Leyte ang nakatanggap ng tulong pinansyal at bigas sa ilalim ng dalawang programa ng administrasyong Marcos na naglalayong tulungan ang sektor ng lipunan sa kinakaharap na hamon ng mga ito gaya ng mataas na halaga ng bilihin.

Sa isang pahayag nitong Martes, sinabi ni Speaker Ferdinand Martin G. Romualdez na ang naturang mga benepisyaryo ay nakatanggap ng tulong pinansyal sa ilalim ng Cash and Rice Distribution (CARD) Program ng DSWD at Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program ng DOLE.

“As instructed by President Ferdinand ‘Bongbong’ Marcos Jr., the delivery of public service continues. Tuloy-tuloy po ito at hindi nagpapahinga. At natutuwa ako na ang mga kababayan natin sa Tacloban at Babatngon sa Leyte ang nabigyan ng ayuda ngayong araw,” saad ni Speaker Romualdez, lider ng Kamara na mayroong mahigit 300 kinatawan.

“Ito ang nais ng ating Pangulong Bongbong Marcos, ang ilapit ang serbisyo sa mga mamamayan. Ipinadarama sa atin ng administrasyon na hindi ito nakakalimot sa sinumpaang tungkulin na isaayos ang kalagayan ng bawat mamamayan ng ating bansa,” dagdag pa niya.

Si Speaker Romualdez ay kinatawan sa event ni Atty. Mark Stephen Reyes, ang kaniyang district Chief-of-Staff.

Pinangunahan ni Reyes ang pagkakaloob ng tig-P5,000 tulong pinansyal at bigas na nagkakahalaga ng P1,000 sa may 1,167 benepisyaryo sa ilalim ng CARD Program na isinagawa sa People’s Center sa Tacloban City.

“The CARD Program is a program instituted by Speaker Romualdez to help other sectors of Philippine society not covered by the 4Ps or other assistance programs. It seeks to aid the vulnerable sectors such as indigent senior citizens, PWDs, single parents, indigenous peoples (IPs) and near-poor families,” sabi ni Reyes.

Ang mga District Coordinator na sina Arlan Sequito at Abet Eviota, na kumatawan kay Speaker Romualdez, katuwang ang mga opisyal ng Department of Labor and Employment (DoLE) sa pangunguna ni North Leyte Field Chief Engr. Emmanuel de la Cruz at dating Babatngon Mayor Marife Galafon-Rondina ang nangasiwa sa distribusyon ng tig-P4,100 cash aid sa 2,000 kuwalipikadong benepisyaryo sa ilalim ng TUPAD Program sa Pagsalhugon Gym sa Babatngon, Leyte.

RPPt Dating adviser ni Duterte idinawit sa iligal na droga, ipinaaaresto ng Kamara 

Ipinag-utos ng House Committee on Dangerous Drugs ang pag-aresto sa negosyanteng si Michael Yang matapos itong ma-cite in contempt dahil sa patuloy na hindi pagdalo sa imbestigasyon kaugnay ng P3.6 bilyong halaga ng shabu na nasamsam sa isang operasyon sa Mexico, Pampanga noong 2023.

Si Yang, na naging adviser ni dating Pangulong Rodrigo Roa Duterte, ang sinasabing incorporator ng Empire 999 Realty Corp., na nagmamay-ari ng bodega sa Mexico, Pampanga kung saan dinala ang P3.6 bilyong halaga ng shabu. 

Kapag naaresto, si Yang ay inaasahang makukulong ng 30 araw sa Bicutan Jail sa Taguig City. Ayon sa rekord, si Yang ay umalis patungong Dubai noong Mayo 12, 2024.

Si Yang ay na-cited in contempt ng komite na pinamumunuan ni Surigao Del Norte 2nd District Representative Robert Ace Barbres dahil sa paulit-ulit na pagbabalewala sa imbitasyon ng komite ni Barbers at pinadalhan na rin ng subpoena noong Hunyo 24.

“Since he is not present, pursuant to our rules on Section 11, if I may read, the Committee may punish any person for contempt by a vote of two-thirds of the members present," ayon kay Barbers.

Sa quorum na 10 miyembro, ipinatupad ng komite ang patakaran at pinagtibay ang mosyon ni Abang Lingkod Party-list Rep. Joseph Stephen Paduano

"Citing the violation committed by Mr. Michael Yang under Section 11, Paragraph A, for refusing without legal excuse to obey summons and invitations, there is a motion to cite Mr. Michael Yang in contempt. The motion is duly seconded, and hearing no objection, the Committee is now citing Mr. Michael Yang in contempt," dagdag pa ng mambabatas. 

Iniutos ni Barbers sa kalihim ng komite na makipag-ugnayan sa Philippine National Police (PNP), sa House Sergeant-at-Arms, sa National Bureau of Investigation, at iba pang mga ahensya ng batas upang ihain ang warrant of arrest kay Yang.

"The committee's secretary is therefore tasked to coordinate with the PNP, the Sergeant-at-Arms, the NBI, and all other law enforcement units to effect the arrest so that they can be brought here to face this investigation in aid of legislation," ani Barbers.

Si Yang ay inimbitahan sa pagdinig matapos na matuklasan na si Lincoln Ong, isang opisyal ng Pharmally at umano'y kasosyo ni Yang, ay isa sa mga incorporator ng isang kompanya na may kaugnayan sa Empire 999 at iba pang mga kumpanya.

Ayon kay Barbers, ang testimonya ni Yang ay mahalaga sa pagbubunyag ng ugnayan ng ilegal na smuggling ng droga na iniuugnay sa Empire 999.

Sa pagdinig nitong Miyerkules, narinig ng komite ang testimonya ni dating Police Colonel Eduardo Acierto, na itinuturo si Yang bilang parehong indibidwal na kanyang binantayan noong 2017 dahil sa pagkakasangkot sa ilegal na droga.

Si Acierto, isang dating sinibak na colonel ng PNP drug enforcement group, ay nag-akusa na pinabayaan ng dating Pangulong Duterte, ang dating Special Adviser at ngayon ay Senador na si Christopher "Bong" Go, at ang dating PNP chief na ngayon ay Senador na si Ronald "Bato" dela Rosa, ang kanyang intelligence report tungkol kay Yang.

Inakusahan din niya ang dating pangulo na nais siyang patayin dahil sa kanyang nalalaman sa mga koneksyon ni Duterte kay Yang at iba pang indibidwal na sangkot sa ilegal na droga. (END)

Humarap si dating Police colonel Eduardo Acierto sa pagdinig ng House Committee on Dangerous Drugs at idiniin si Michael Yang, ang dating adviser ni dating Pangulong Rodrigo Duterte sa ipinagbabawal na gamot.

Ang pangalan ni Yang ay lumutang sa imbestigasyon ng komite kaugnay ng P3.6 bilyong shabu na narekober sa isang bodega sa Mexico, Pampanga noong nakaraang taon.

Na-cite in contempt din si Yang ng komite dahil sa pagtuloy na hindi pagdalo sa mga pagdinig. Ipinag-utos ng komite ang pag-aresto sa kanya.

Si Yang ang incorporator ng Empire 999 Realty Corp., na may-ari ng warehouse sa bayan ng Mexico kung saan narekober ang P3.6 bilyong halaga ng shabu.

Sa kanyang opening statement, inilarawan ni Acierto ang kanyang sarili bilang isang anti-drug crusader at dating miyembro ng Anti-Illegal Drug Group of the Philippine National Police (PNP).

“Ako din po ang parehong Police Col. Eduardo Acierto na matagal nang pinapahanap at pinapapatay ng dating Pangulong Duterte sa militar at kapwa ko police,” ani Acierto na nagsabi na ipinapapatay siya ni Duterte dahil sa kanyang nalalaman sa pagkakasangkot ni Yang sa operasyon ng ipinagbabawal na gamot.

Si Acierto ay nagtatago mula pa noong 2019.

Ayon kay Acierto si Yang at business partner nitong si Allan Lim ay malapit kay Duterte at noon ay Special Assistant to the President at ngayon ay Senator Christopher “Bong” Go.

Sinabi ni Acierto na nadiskubre niya at ni Police Capt. Lito Perote ang iligal na gawain ng dalawa at kanila itong inireport. Nawala umano si Perote at pinaniniwalaan na patay na.

“Sila Michael Young at Allan Lim na malapit nilang kaibigan ni Sen. Bong Go. Ako po at kasamahan kong si Police Capt. Lito Perote ang nakadiskubre ng mga illegal na aktibidad at gumawa ng report tungkol kay Michael Yang at Allan Lim," sabi ni Acierto.

“Matagal na akong natatakot para sa aking buhay dahil ako ay pinapapatay ni Duterte. Sila po ay maimpluensya hanggang ngayon," dagdag pa nito.

Inakusahan ni Acierto sina Duterte, Go, at Sen. Ronald “Bato” dela Rosa na sangkot sa operasyon at mayroong alam sa pagpasok ng malalaking shipment ng shabu sa bansa.

"Therefore, Rodrigo Roa Duterte, Bong Go, and Bato dela Rosa are protecting and are integral to the security of the illegal drugs network operating in the country,” wika pa ni Acierto.

“They allowed the entry of large volumes of illegal drugs through our ports and supported the syndicates by defending them, targeting those that go against them, and playing dumb to true justice," dagdag pa nito.

Ipinahayag ni Acierto ang pagkakaroon ng pag-asa sa administrasyon ni Pangulong Ferdinand “Bongbong” R. Marcos Jr., na makamit ang hustisya lalo na matapos makalaya at mapawalang-sala si dating Sen. Leila de Lima. 

"Nakita ko po sa panahon ni Pangulong Marcos nagkaroon ng hustisya sa kaso ni Sen. Leila de Lima. Nanalangin po ako na sana din magkaroon ng hustisya ang aking kaso at magkaroon ng accountability sa mga kasalanan ni Duterte, Bong Go at Bato de la Rosa," sabi ni Acierto.

Sinabi ni Acierto na hindi totoo ang mga alegasyon laban sa kanya at ginagamit umano ito upang siya ay siraain.

“Hindi po ako protektor ng sindikato ng droga. Hindi ako kidnapper, wala akong ginugot o pinaransom ng drug personalities," deklara ni Acierto, na nagsabi na tutol ito sa utos ni Duterte na sirain ang mga ebidensya gaya ng mga shabu laboratory. (END)

Nasa 2,000 residente ng Tanauan Leyte ang pinagkalooban ngayong araw ng tulong pinansyal sa pamamagitan ng assistance program ng administrasyon ni Pangulong Ferdinand R. Marcos Jr.

Ang bawat benepisyaryo ay nakatanggap ng P4,050 tulong pinansyal para sa 10 araw na pagta-trabaho sa ilalim ng Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program ng Department of Labor and Employment (DOLE).

Pinangunahan ng tanggapan ni Speaker Ferdinand Martin G. Romualdez ang payout sa Tanauan Civic Center Miyerkules ng umaga.

“Patuloy po ang pagbibigay natin ng ayuda sa ating mga kababayan na nasa mahirap na sitwasyon, tulad ng ating mga mangagawa na nawalan ng trabaho o kakarampot ang kita dahil na rin sa iba't-ibang kadahilanan,” saad ni Speaker Romualdez, lider ng Kamara na mayroong mahigit 300 kinatawan.

“This initiative is pursuant to the vision of President Marcos under the spirit of Bagong Pilipinas. Sabi nga ng Pangulo, sama sama tayong babangon muli kaya naman ibinubuhos natin ang karampatang ayuda para sa mga nangangailangan,” dagdag pa niya.

Ang TUPAD ay isang community-based na inisyatiba na magbibigay ng pansamantalang trabaho sa mga manggagawa sa impormal na sektor. Target nito ang mga underemployed, displaced marginalized workers o mga nawalan ng trabaho o kaya binabaan ang sahod.

Ayon kay Speaker Romualdez ang pagpapatuloy ng pamamahagi ng ayuda sa  lalawigan ay pagtupad sa pangako ng Pangulong Marcos na ilapit ang serbisyo ng gobyerno sa taumbayan.

Kinatawan si Speaker Romualdez ni Atty. Mark  Stephen Reyes, ang kanyang district Chief-of-Staff.

Sabi ni Atty. Reyes na patuloy na nakikipag-ugnayan ang tanggapan ng House Speaker sa iba’t ibang ahensya ng pamahalaan upang masiguro ang kagyat na pagpapa-abot ng serbisyo at assistance sa mga residente sa kaniyang distrito at sa buong probinsya ng Leyte.

RPPt Japan-PH defense deal, magpapalakas sa ugnayang pang-depensa seguridad - House leaders

Pinuri ng mga lider ng Kamara de Representantes ngayong Miyerkules ang paglagda sa Reciprocal Access Agreement (RAA) sa pagitan ng Pilipinas at Japan na magpapatibay umano sa nauna nang trilateral agreements ng dalawang bansa  kasama ang Estados Unidos ngayong taon.

Kapwa sinang-ayunan nina Senior Deputy Speaker Aurelio “Dong” Gonzales Jr. ng Pampanga, Deputy Speaker David “Jay-jay” Suarez ng Quezon, at Majority Leader Manuel Jose “Mannix” Dalipe ng Zamboanga City ang naunang pahayag ni Speaker Ferdinand Martin G. Romualdez na magreresulta ang RAA sa bagong yugto ng pinalakas na ugnayan sa pagitan ng Pilipinas at Japan.

Kamakailan ay bumisita si Speaker Romualdez sa Japan kung saan nakaharap nito ang kaniyang Japanese counterpart upang lalo pang mapaigting ang bilateral cooperation ng dalawang bansa.

“I am very pleased with the signing of the RAA between the Philippines and Japan as it marks a very important milestone in our bilateral relations. This agreement, which facilitates the seamless entry and stationing of military forces in each other's territories, will undoubtedly enhance our defense and security cooperation,” sabi ni Gonzales.

Noong Martes ay nilagdaan nina Defense Secretary Gilberto Teodoro Jr. at Japanese Foreign Minister Kamikawa Yoko ang RAA na sinasikan mismo ni Pangulong Ferdinand “Bongbong” R. Marcos Jr. 

Para kay Suarez ang pinalakas na defense cooperation ng Pilipinas at Japan ay mahalaga sa pagpapanatili ng katatagan sa rehiyon.

“As we face evolving security threats, this agreement provides a framework for coordinated action, ensuring that our forces can operate seamlessly together. This is a significant step towards a more secure and resilient Asia-Pacific region,” paliwanag si Suarez.

“The RAA is a reflection of our enduring partnership and our shared vision for a peaceful and prosperous future. It is a clear demonstration of our commitment to safeguarding our sovereignty and protecting the well-being of our people,” sabi pa niya. “As we continue to strengthen our ties with Japan, I am confident that our partnership will yield even greater benefits for our nations. Ayon kay Dalipe pinagtibay ng RAA ang relasyon nito sa Japan na pagpapakita ng pagsusulong ng Pilipinas sa kapayapaan at seguridad.

“Our engagement with Japan has always been fruitful. Just recently, Speaker Romualdez had the privilege of meeting with his counterpart in the Japanese House of Representatives, where they discussed various avenues for strengthening our bilateral ties,” punto ni Dalipe.

“The signing of the RAA is proof to the productive outcomes of such high-level engagements, underscoring the importance of our strategic partnership,” dagdag pa niya.

Ayon pa kay Dalipe hindi lang palalakasin ng kasunduan ang kakayanang pang-depensa ng Pilipinas ngunit pinanday din ang magkaparehong mithiin at pinahahalagahan ng dalawang bansa.

“By facilitating joint training, logistical support and disaster response, the RAA ensures that both our nations are better prepared to address emerging security challenges and humanitarian crises,” saad niya. (END)
