“Kapag gusto, may paraan; kapag ayaw, may dahilan." 

Ito ang tinuran ni Tingog Representative at House Committee on Overseas Workers Affairs chairman Jude Acidre kaugnay ng sinabi ni Vice President Sara Duterte na hindi ito dadalo sa State of the Nation Address (SONA) ni Pangulong Ferdinand Marcos Jr.

"The public knows that Vice President Sara Duterte's political situation is currently in flux. She has recently distanced herself from the 'UniTeam' with President Ferdinand ‘Bongbong’ Marcos Jr. and resigned from her position as the Department of Education (DepEd) Secretary. Something is going on," ani Acidre. 

"At the very least, she should come clean and explain why she can't or does not want to attend. She shouldn't hide behind cheap jokes; again, the public knows something is up. Stand by your convictions, ma'am," dagdag pa nito.

Matapos sabihin na hindi dadalo sa SONA, sinabi ni Duterte na itinatalaga nito ang kanyang sarili bilang designated survivor, na halaw sa isang lumang Netflix series kung saan namatay ang mga pinakamatatas na opisyal ng Estados Unidos at ang natira upang ay ang designated survivor.

"Putting her joke aside, the Vice President can physically attend any function she chooses. In the case of the SONA, ayaw lang nila talaga. But why? That's the question the Vice President needs to answer," saad pa ni Acidre. 

"Out of respect for President Marcos, she should attend. It’s as if they never had any camaraderie. She should not deny this simple courtesy to our President," wika pa nito.

Gaganapin ang ikatlong SONA ni Pangulong Marcos sa Hulyo 22 sa Batasan Pambansa Complex sa Quezon City.

RPPt Acidre itinutulak ang pagpasa ng HB 9572; hinihikayat ang media na maging bahagi ng kampanya

Quezon City, July 12, 2024 –Binigyang-diin ni Tingog Rep. Jude Acidre ang kahalagahan ng isang tumutugon, malaya, at madaling ma-access na sistema ng delayed birth registration para sa mga nasa laylayan ng lipunan. 

Kaya’t panawagan ng mambabatas ang agarang pagpasa ng Civil Registration and Vital Statistics Bill sa Kongreso o House Bill 9572, sa ginanap na media briefing noong Biyernes sa Novotel Araneta Center, Cubao, Quezon City. 

“This bill is especially crucial for Filipinos who, due to various circumstances, were not registered at birth. Delayed birth registration must be accessible to all, free from bureaucratic hurdles and financial burden,” ayon sa mambabatas sa kaniyang talumpati.

“We must recognize that many unregistered individuals come from marginalized communities. They often face challenges such as poverty, lack of access to healthcare, and disability…By making the birth registration process responsive and accessible, we can address these disparities and ensure that no one is left behind,” dagdag pa ni Acidre.

Ang Tingog Party-list, kasama sina House Speaker Ferdinand Martin Romualdez at Rep. Yedda Marie Romualdez, ay patuloy na itinataguyod ang kahalagahan ng panukalang batas. Iginiit ng party-list na ang civil registration ay mahalagang bahagi katibayan ng isang indibidwal ang legal na pagkakakilanlan, estadong sibil, at ugnayang pampamilya.

Sa tala ng Philippine Statistics Authority (PSA), may 3.5 milyong Filipino ang walang birth certificate, na ang karamiha ay mula sa mga malalayo at mahihirap na lugar, at sa Bangsamoro Autonomous Region of Muslim Mindanao (BARMM).

Ngayong 19th Congress, sa pamumuno ni Speaker Romualdez, ay umaasa na maipasa ang panukalang batas bago matapos ang kongreso sa Mayo 2025. Sa pamamagitan ng isang probisyon sa batas, nakikipagtulungan ito sa PSA upang mapatatag ang mandato ng ahensya at gawin itong epektibong haligi ng estado, upang mapunan ang mga kakulangan sa sistema ng civil registration.

“Birth certificates are not merely pieces of paper; they are the enduring and official documentation of a person's existence. They are intricately linked to the rights of identity, nationality, and legal recognition. Without a birth certificate, an individual faces significant barriers in accessing social services, healthcare, employment, and education,” ayon Rep. Acidre.

“A comprehensive Civil Registration and Vital Statistics system in the Philippines will ensure that every Filipino is recorded and documented. This system will be a cornerstone in our efforts to promote inclusive development and social equity,” paliwanag pa ni Rep. Acidre. “By ensuring that every birth is registered, we are laying the foundation for a society where everyone can exercise their rights and access essential services.”

Hinimok din ng mambabatas ang media na maging daluyan ng impormasyon na ipahayag at bigyang liwanag ang isyu, sa kahalagahan ng karapatang ito ng mamamayan.

Dagdag pa niya, malaki ang papel na ginagampanan ng pamamahayag at media sa paghubog ng opinyon ng publiko at pag-impluwensya sa mga desisyon ng polisiya.

“Through your reporting, you can humanize the statistics and show the real-life impact of being undocumented. What does it mean to be born in a remote area with no access to registration services? What challenges does a child with disabilities face when their birth is not recorded? How does cultural sensitivity affect the registration of indigenous peoples?” Ayon kay Rep. Acidre.

“By highlighting the gaps in our current registration system and the impact on individuals, you can advocate for the urgent passage of the Comprehensive Registration and Vital Statistics Bill. Your stories can inform the public, mobilize support, and hold policymakers accountable,” ayon pa sa mambabatas.
