Pasado na sa Kamara de Representatives ang panukala para gawing isang regular na campus ang extension campus ng Eastern Samar State University (ESSU) sa bayan ng Arteche Eastern Samar.

Walang tumutol at nakakuha ng 222 pabor na boto ang House Bill (HB) No. 9772, o ang panukalang “Eastern Samar State University-Arteche Campus Act.”

Binigyan-diin ni Speaker Ferdinand Martin G. Romualdez, isa sa pangunahing may akda ng panukala, ang malaking epekto ng panukala sa pagsusulong ng edukasyon at pag unlad sa rehiyon.

"This bill signifies a significant step towards enhancing educational opportunities in Eastern Samar. The establishment of the ESSU-Arteche Campus will contribute to the human resource development needs of the province and Region VIII,” sabi ni Speaker Romualdez, lider ng Kamara na mayroong mahigit 300 miyembro.

Kasama sa mga may-akda ng panukala sina Representatives Yedda Marie Romualdez and Jude Acidre (Tingog Party-list), Maria Fe Abunda (Eastern Samar), Mark Go (Baguio City), at apatnapu’t dalawang iba pa.

"The proposed law outlines key provisions, including the conversion of the extension campus into a regular campus offering short-term, technical-vocational, undergraduate, and graduate courses," sabi naman ni Rep. Yedda Romualdez

Ayon kay Rep. Yedda Romualdez inaasahan na tututok ang campus sa mga kasanayan at specializations na kailangan para sa pagpapaunlad ng rehiyon.

Binigyang halaga nito ang papel ng ESSU-Arteche Campus sa pagsulong ng socio-economic pag-unlad sa pamamagitan ng pagsasaliksik, extension services, and production activities.

“This campus is not just about education; it's about becoming a catalyst for progress in the region. It will play a vital role in providing leadership in research and development," dagdag ni  Rep. Yedda Romualdez

Sa ilalim ng panukala, ang campus ay pamamahalaan ng Campus Administrator ng Board of Regents.

Nakalatag na rin sa panukala ang pagtalima sa panuntunan ng Commission on Higher Education (CHED) pagdating sa paglilipat ng assets, personnel, at records mula sa extension campus patungo sa ESSU.

Ang Munisipalidad ng Arteche muna ang sasagot sa kakailangang pondo para sa transition at operasyon ng extension campus hanggang sa maisama ang kailangan nitong pondo sa taunang General Appropriations Act ng national government.

"Financial support is crucial for the smooth transition and sustained operation of the ESSU-Arteche Campus. We appreciate the commitment of the Municipality of Arteche in this regard. Congress also stands ready to provide support in this endeavor,” sabi ni Speaker Romualdez.

"This legislation is a testament to our commitment to advancing education and regional development. We anticipate the positive impact of the ESSU-Arteche Campus on the future of Eastern Samar and its residents,” aniya.
