Inihain ng ilang mambabatas sa Kamara sa pangunguna ni Deputy Majority Leader at ACT-CIS party-list Rep. Erwin Tulfo ang House Bill 8898.
Layon nitong tuluyang ibasura ang Downstream Oil Industry Deregulation Act at ibalik sa gobyerno ang price control para sa fuel pump prices.
Sa isang privilege speech ay una nang sinabi ni Tulfo na nalinlang ng naturang batas ang taumbayan sa paniwalang magpapababaan sa presyo ng produktong petrolyo ang mga kompanya ng langis kapag hindi na gobyerno ang nagpe-presyo.
“While the intent of the Oil Deregulation Law is sound, it is not successful in lowering fuel price and checking the unilateral move of the oil prices to dictate the price of oil. It is in this regard that this bill seeks to repeal Republic Act 8479 or the Downstream Oil Industry Deregulation Act of 1998 to reestablish government price control of fuel pump prices and address the negative impact of frequent and abrupt fuel price changes on consumers.” saad sa panukala.
Kasabay nito ay itatatag ang Budget ng Bayan para sa Murang Petrolyo sa ilalim ng Office of the President, para ma-stabilize ang presyo ng petrolyo kung kinakailangan at huhugutin ang pambayad sa dagdag presyo upang hindi na pasanin ng publiko.
P10 billion ang ilalaan sa BBMP na manggagaling sa sobrang kita mula sa ad valorem tax at/o import duties ng crude oil at finished petroleum products; incremental dividends at receipts mula sa government corporations at savings ng National Government.
“That the BBMP shall be used to reimburse the oil companies for: (a) cost increases of imported crude oil and finished petroleum products resulting from foreign exchange rate adjustments and/ or increases in world market prices of crude oil, (b) cost under recovery incurred as a result of fuel oil sales to the
National Power Corporation (NPC), and (c) other cost under recoveries incurred as may be finally decided by the Supreme court…” sabi pa sa HB 8899
Ngayong araw ay may 30 hanggang 70 centavos na taas presyo ang mga kompanya ng langis sa kada litro ng gasolina at diesel.
