Target ng Kamara na maipasa ang panukala para amyendahan ang procurement law bago magpasko.
Ito ang inihayag ni Speaker Martin Romualdez nang matanong isinagawang Defense Forum kung ano pang mga lehislasyon ang nakalinya para sa modernisasyon ng AFP.
Aniya committed ang Kamara na ipasa ito bilang kasama ito sa priority measure ng Marcos Jr. administration.
Dagdag pa ni Speaker Romualdez na kailangan ayusin ang batas dahil hindi lahat ng lowest bidder ang masasabing ‘best bid’ maliban pa aniya ito sa mahabang proseso ng procurement process.
Nakipag-usap na rin aniya sila sa Senado, partikular kay Sen. Sonny Angara para makakuha ng commitment dahil ang kaniyang ama na si dating Sen. Ed Angara ang author ng Procurement Law.
Sa panig aniya ng Senado, posibleng mapagtibay ito sa unang quarter ng 2024.
“We will actually have it passed, the House version, before Christmas. And we spoke to our counterparts because it is the father of the Finance Committee Chair, Sen. Sonny Angara, his father was the original author of the Procurement Act. We have commitments that the House version, once we passed it on December, it will be passed first quarter next year. So definitely well within the first semester we will have a new Procurement Act.” Sabi ni Speaker Romualdez
Ngayong hapon ay may pulong ang House Committee on Revision of Laws para pag-isahin ang nasa 15 panukala para sa baguhin ang Procurement Law.
“In essence, the [new] law will be more efficient, more streamlined and more responsive to the needs. We all agree that the cheapest or the lowest bid is not necessary the best bid…and we are now factoring the exigency of these times, time is of the essence…the advancement of technology.” Dagdag ng House Speaker.
