Speaker: Kongreso tutulong kay PBBM sa pagsulong ng kapakanan ng manlalayag, pagpapa-unlad ng maritime sector

Tiniyak ni Speaker Ferdinand Martin G. Romualdez ang suporta ng Kongreso sa inisyatiba ni Pangulong Ferdinand R. Marcos Jr. na pangalagaan ang karapatan at kapakanan ng mga manlalayag na Pilipino at ipagpatuloy ang pagpapa-unlad sa maritime sector.

“Under President Marcos' leadership, we are committed to fostering an enabling environment that promotes the welfare of seafarers, supports the growth of the maritime industry, and advances sustainable practices,” ani Speaker Romualdez sa kanyang mensahe sa International Transport Workers’ Federation (ITF) Seafarers’ Expo na ginanap sa CCP Complex sa Pasay City.

Dumalo rin sina Department of Migrant Worker (DMW) Secretary Susan Ople at House Deputy Speaker Raymond Democrito Mendoza sa pagtitipon na inorganisa ng ITF, na kinikilala bilang boses ng may 2 milyong manlalayag sa mundo.

Ayon kay Speaker Romualdez ang mga Filipino seafarer ang buhay ng maritime industry, na mayroong malaking kontribusyon sa ekonomiya ng bansa.

Noong 2022, nasa 489,852 Filipino seafarer ang nakakalat sa iba’t ibang bansa. Ito ay 25 porsyento ng seafarer sa mundo. Noong 2019, ang mga Filipino seafarers ay nakapagpadala ng USD 6.5 bilyon sa Pilipinas, o tinatayang 1.7 porsyento ng gross domestic product ng bansa sa naturang taon.

“One of the significant milestones that we intend to achieve in Pres. Marcos' tenure is the enactment of the Magna Carta of Filipino Seafarers,” sabi ni Speaker Romualdez.

Ang Magna Carta of Seafarers o House Bill (HB) No.7325, ay isa sa mga priority measure ng administrasyong Marcos. Ito ay bahagi ng 33 sa 42 priority bills na naaprubahan ng Kamara de Representantes sa unang regular session ng 19th Congress.

Paliwanag ni Speaker Romualdez ang Magna Carta of Filipino Seafarers ay isang komprehensibo at progresibong batas na tumutugon sa maraming isyu sa maritime sector ng bansa.

“It ensures fair and just working conditions, provides for reasonable compensation, guarantees access to quality healthcare and education, and promotes the welfare of seafarers and their families. This legislation stands as a testament to President Marcos' dedication to creating a conducive environment for seafarers to thrive,” ani Speaker Romualdez.

Binigyan-diin ni Speaker Romualdez ang kahalagahan na mabigyan ng mga bagong kasanayan ang mga marunong Pilipino upang manatiling competitive kasabay ng pagbabago sa teknolohiya at paraan na kanilang ginagamit.

“By empowering seafarers with the necessary knowledge and skills, we not only enhance their professional capabilities but also ensure the sustained growth and competitiveness of our maritime sector,” dagdag pa ng lider ng Kamara.

Matatandaan na noong Marso ay pumayag ang European Commission na huwag ipagpatuloy ang ban sa mga marinong Pilipino dahil hindi nakasunod ang bansa sa mga pamantayang itinakda ng European Maritime Safety Agency (EMSA). Aabot sa 50,000 Pilipino ang maaapektuhan nito.

Nangako si Pangulong Marcos na tutugunan ang mga tinukoy na isyu ng EMSA na ang layunin ay tiyakin ang kasanayan ng mga marunong Pilipino bago payagang makapaglayag ang mga ito.

“To the seafarers present here today and those serving at sea, I offer my heartfelt appreciation for your tireless efforts and unwavering commitment,” sabi pa ni Speaker Romualdez. 

“Let us continue working hand in hand, with President Marcos' guidance, to propel the maritime industry forward, ensuring the well-being and prosperity of our seafarers,” dagdag pa nito.
