2024 BADYET, MAGPAPALAKAS SA PRODUKSYON NG MGA PRODUKTONG AGRIKULTURA AT MAGPAPABABA SA MGA GASTOS SA TRANSPORTASYON

Layon ng panukalang P5.768-trilyon 2024 pambansang badyet na paunlarin ang produksyon ng mga produktong agrikultura tulad ng palay at mais, at ibaba ang gastusin sa transportasyon, na ilan lamang sa mga layunin, ayon kay Speaker Ferdinand Martin G. Romualdez ngayong Miyerkules. 

“The national budget will provide increased allocations for the Department of Agriculture’s banner programs to boost the production of prime commodities such as rice, corn and high-value crops, and fisheries among others. Higher investments will also be provided for the construction of more fish ports and farm-to-market roads all over the country,” ayon kay Speaker Romualdez, pinuno ng 312-miyembro ng Kapulungan ng mga Kinatawan.

Para mabawasan ang gastos sa transportasyon at logistics, sinabi ni Speaker na determinado ang pamahalaan na magmantine ng malaking pamuhunan sa imprastraktura sa pamamagitan ng programa ng administrasyon na Build Better More. 

“As such, the bulk of the infrastructure budget will be allocated for physical infrastructure aimed at improving connectivity throughout the country through the construction of accessible road networks and railways. Significant funding support will also be provided for the construction of social infrastructure such as school buildings and health centers,” aniya.

Sinabi ni Speaker Romualdez na ang panukalang badyet ay kinabibilangan rin ng nilakihang pondo para sa mga programa ng lokal na pamahalaan sa agrikultura, pangisdaan, digitalisasyon, at pagpapaunlad ng imprastraktura.

Ang tema ng panukalang plano sa paggasta ni Pangulong Marcos para sa susunod na taon ay, “Agenda for Prosperity: Securing a Future-Proof and Sustainable Economy.”

Sinabi ng pinuno ng Kapulungan na ang badyet ay, “has been designed to spur the country’s high-growth trajectory, with the Philippines targeting to attain upper-middle-income status by 2025 while maintaining strong financial footing.”

“The primary expenditure direction will continue to be anchored on the 8-Point Socioeconomic Agenda in the near term and the Philippine Development Plan 2023-2028,” aniya.

Kanyang sinabi na ang edukasyon “remains our top top priority as mandated by the Philippine Constitution, sharing 16 percent of the proposed national budget, or an increase of 3.3 percent owing to higher provisions for Basic Education Facilities Program, School-Based Feeding Program, instructional materials, and other learning resources.”

“The health sector will have ample budget support for programs that provide accessible and inclusive public health services. Specifically, a higher allocation will be provided for the National Health Insurance Program, which aims to subsidize the health premiums of the vulnerable sector pursuant to the Universal Health Care Law,” giit niya.

Ipinunto ng pinuno ng Kapulungan na sa panukalang 2024 badyet, ay kinabibilangan rin ng mas malaking alokasyon para sa proteksyong panlipunan tulad ng Pantawid Pamilyang Pilipino Program, pensyon para sa mga mahihirap na senior citizens at karagdagang pagpapakain ng hot meals sa dalawang milyong mahihirap na kabataan.

Idinagdag niya na sa pamamagitan ng badyet, layon din ng pamahalaan na pondohan ang mga proyektong renewable energy, upang makamit ang 35-porsyentong bahagi sa power mix hanggang sa taong 2030, kabilang na ang pamamahagi ng enerhiya sa lahat ng mga barangay hanggang sa taong 2028.

Ang bagong pangunahing programa ng administrasyon tulad ng Pambansang Pabahay Para sa Pilipino Program at Philippine Food Strategic Transfer and Alternative Measures Program, ay bibigyan rin ng sapat na suporta sa pondo, kasama na ang pagbabago sa klima at pagiging mabisa ng burokrasya, at pangangasiwa ng mga proyekto sa pagpapaunlad, ayon pa kay Speaker.

Kanyang sinabi na sapat na pondo ang ibabahagi sa Bangsamoro Autonomous Region in Muslim Mindanao at sa Marawi Siege Victims Compensation Program upang matulungan ang mga biktima at displaced persons na nawalan ng kanilang mga pribadong pag-aari sa panahon ng Marawi siege noong 2017. # wantta join us? sure, manure...
