PANUKALA NA NAGRERESTRAKTURA SA PNP, APRUBADO NG KAPULUNGAN

Sa puspusang boto na 187 ng Kapulungan ng mga Kinatawan ngayong Miyerkules, inaprubahan ng mga mambabatas sa ikatlo at huling pagbasa ang panukalang batas na nagrerestraktura sa Philippine National Police (PNP), na lilikha ng mga karagdagang tanggapan, at paglalaan ng pondo para rito.

Ang panukala, House Bill (HB) No. 8327, ay naglalayong amyendahan ang mga Section 25, 26, 29, 30, 31, 35, 35-A, 36, 67, at 67-A ng Republic Act (RA) No.6975, na kilala rin bilang "Department of Interior and Local Government Act of 1990", na inamyendahan, at Section 32 ng RA No.8551, na kilala rin bilang "Philippine National Police Reform and Reorganization Act of 1998."

"Through these various changes, we aspire to make the PNP more responsive in dealing with its present-day challenges, including internal issues. This will ultimately redound to the benefit of Filipinos, whom the PNP seeks to protect," ayon kay Speaker Ferdinand Martin G. Romualdez, pangunahing may-akda ng panukala at pinuno ng 312-miyembro ng Kapulungan ng mga Kinatawan.

Ilan sa mga may-akda ay sina House Majority Leader Manuel Jose “Mannix” M. Dalipe, Reps. Sancho Fernando Oaminal, Jorge Bustos, Samier Tan, Shernee Tan-Tambut, Dan Fernandez, Romeo Acop, at Jurdin Jesus Romualdo.

Isinasaad sa mga panukala na ang hepe ng PNP ay magkakaroon ng command group na kabibilangan ng mga tanggapan ng deputy chief of the PNP for administration, the deputy chief of the PNP for operations, at the chief of the directorial staff.

Lilikhain rin ng panukala ang mga posisyon ng directorate for personnel and records management, for intelligence, for operations, for logistics, for plans, comptrollership, for police community relations, for investigation, for training, education, and doctrine development, for research and development, and for information and communications technology management.

"The Chief of the PNP shall be appointed by the President from among the senior officers down to the rank of Police Brigadier General, subject to confirmation by the Commission on Appointments," ayon sa HB No.8327.

"The Chief of the PNP shall serve a term of office not to exceed four (4) years, and shall be compulsory retired at the maximum tenure in position herein prescribed, or at age 56, whichever is earlier," ayon pa rito.

Isinasaad sa panukala na ang PNP Chief ay magkakaroon ng ranggong police general; at ang pangalawa sa command ay magkakaroon ng titulo na posisyon ng deputy chief of the PNP for administration, at may ranggong police lieutenant general; habang ang pangatlo sa command ay magkakaroon ng titulo ng posisyon ng deputy chief of the PNP for operations, na may ranggong police lieutenant general.

Itatatag rin ng panukala ang Area Police Commands (APC) na itatalaga bilang clustered police regional offices, district offices, at city police offices "in order to enhance the control of the Chief of the PNP".

"The APC shall orchestrate, supervise, and control the conduct of inter-regional operations against insurgency, terrorism, and other internal security threats. Further, the APC shall likewise conduct search, rescue, and relief operations in times of calamities and other emergency situations within their respective areas of jurisdiction,” ayon pa rito.

"Finally, the APC shall support the police regional offices in the conduct of inter-regional anti-criminality operations and investigation," ayon sa 24 na pahinang panukala.

Ang limang paunang mga APCs ay ang Northern Luzon, Southern Luzon, Visayas, Eastern Mindanao, at Western Mindanao APCs. #

PAGRERESTRAKTURA SA PNP AT PAGPAPAUNLAD NG INDUSTRIYA NG DOWNSTREAM NATURAL GAS SA BANSA, APRUBADO SA KAPULUNGAN

Nagkakaisang inaprubahan ngayong Miyerkules sa Kapulungan ng mga Kinatawan, sa ikatlo at huling pagbasa ang House Bill 8327, na naglalayong irestraktura ang Philippine National Police (PNP). Ang panukala na pangunahing iniakda nina Speaker Ferdinand Martin Romualdez, Majority Leader Manuel Jose Dalipe, Pangasinan Rep. Marlyn Primicias-Agabas at Parañaque City Rep. Edwin Olivarez, ay nakakuha ng 187 pabor na boto. Sa ilalim ng panukala, ang PNP ay magkakaroon ng command group na kinabibilangan ng mga tanggapan ng PNP deputy chief for administration, deputy chief for operations, at chief of directorial staff. Bukod pa rito, itatatag rin ang Area Police Commands (APCs) upang pangasiwaan, pamahalaan at kontrolin ang pamamaraan ng inter-regional operations laban sa insureksyon, terorismo at iba pang panloob na banta sa seguridad. Sa botong 215-3 votes, inaprubahan rin ng Kapulungan ang HB 8456, o ang panukalang "Philippine Downstream Natural Gas Industry Development Act." Ang panukala ay iniakda nina Speaker Romualdez, TINGOG Party-list Reps. Yedda Marie Romualdez at Jude Acidre, Marinduque Rep. Lord Allan Velasco, SAGIP Party-list Reps. Caroline Tanchay at Rodante Marcoleta, at iba pa. Layon nitong isulong ang natural gas bilang isang ligtas, maka-kalikasan, mabisa at murang mapagkukunan ng enerhiya. Layon din ng panukala na maglaan ng maayos na kapaligiran sa industriya sa pamamagitan ng pagpapalabas ng mga alituntunin batay sa Philippine Downstream Natural Gas Industry Regulations (PDNGR). Isusulong rin nito ang conversion ng kasalukuyang fossil-fuel operated equipment at mga pasilidad sa paggamit ng natural gas, gayundin ang pagsusulong at pagpapabilis ng eksplorasyon at pagpapaunlad ng indigenous natural gas resources at mga pasilidad. Ang ilan pang mga panukala na inaprubahan sa ikatlo at huling pagbasa ay ang: 1) HB 7728, na ginagawang simple ang proseso sa pagbebenta ng mga pampublikong lupaing agrikultura; 2) HB 8187, na nagdedeklara sa pambansang araw ng halalan bilang isang regular non-working holiday; 3) HB 8265, o ang panukalang “Cooperative Banking Act;” 4) HB 8269, o ang panukalang "Rights of Internally Displaced Persons Act;” at 5) HB 8443, o ang panukalang "Philippine Ecosystem and Natural Capita Accounting System (PENCAS) Act.” Pinangunahan nina Senior Deputy Speaker Aurelio “Dong” Gonzales Jr., Deputy Speakers Kristine Singson-Meehan at Camille Villar ang sesyon sa plenaryo. wantta join us? sure, manure...
