Hindi na umano kakailanganin pang mangibang bansa ng mga Pilipino para makapagtrabaho kung ang mga dayuhang mamumuhunan na ang papasok sa Pilipinas sa pagluwag ng limitasyong nakasaad sa 1987 Constitution.

Ito ang sinabi ng dating Overseas Filipino Worker (OFW) na si Orion Dumdum na isa sa mga resource person na inimbitahan sa pagtalakay ng Resolution of Both Houses No. 7 na naglalayong amyendahan ang economic provisions ng Konstitusyon.

Pero kung si Dumdum ang tatanungin, sa halip na lagyan ng “unless otherwise provided by law” ang mga piling probisyon ay makabubuti kung tuluyan na lamang tatanggalin ang mga ito.

Ayon kay Dumdum kinakailangan na buksan ang ekonomiya ng bansa lalo’t itinuturing ng Organization for Economic Cooperation and Development (OECD) ang Pilipinas bilang ikatlo sa pinakamahigpit na ekonomiya sa buong mundo.

“The effect of reducing foreign equity restrictions is the strongest, denoting its relatively greater importance as a statutory barrier for investors,” ito ang inihayag ni Dumdum, na mula sa bahagi ng ulat ng OECD.

“Yan ang reality…Joint foreign chambers have repeatedly said they want [these restrictive economic provisions in the Constitution] out. These restrictions are discouraging for their countries. These restrictions have to go…Electricity nasa restriction din 'yan, transmission side…We should have more advanced technology, more efficient distribution. [The restrictive economic provisions in the Constitution] is the root cause bakit expensive ang electricity. Delete all anti-foreign restriction caused by these,” dagdag pa ng dating OFW.

Sumasang-ayon din si Dumdum, kinatawan ng Correct (Constitutional Reform & Rectification for Economic Competitiveness & Transformation) Movement, kay Cagayan de Oro City Rep. Rufus Rodriguez na RBH 7 ay dapat na kilalanin bilang “The First Amendment to the 1987 Constitution” sa halip na ang orihinal nitong titulo na nagtatakda ng mga pagbabago sa probisyon sa public utilities, education at advertising.

“The first sentence: All prohibitions and limitations for Foreign Investments in the 1987 Constitution are hereby lifted and repealed. Next sentence: Congress shall enact legislation to regulate foreign investments in the Philippines,” ayon pa kay Rodriguez. 

“Economic liberalization will mean more foreign investments, and OFWs will come home,” dagdag pa ni Dumdum.

“[Foreign investors] are welcome in other countries. In the Philippines, they are not welcome…The lack of FDIs [foreign direct investments] creates joblessness and other pressing social issues. [The lifting of these restrictions will] bring the jobs to the Philippines,” dagdag pa ng dating OFW. (END)
