MGA PANUKALA NA MAY KINALAMAN SA KNOWLEDGE ECONOMY AT MAY KAUGNAYAN SA EDUKASYON, APRUBADO

Inaprubahan ngayong Miyerkules ng Komite ng Higher at Technical Education sa Kapulungan ng mga Kinatawan, na pinamumunuan ni Baguio City Rep. Mark Go, napapailalim sa istilo at mga pagbabago, ang House Bill 6286 na naglalayong dagdagan ang mga paglalaan para sa mga scholarship, siyentipikong pananaliksik, pagbabago at negosyo, edukasyon, at pagsasanay upang maihanda ang bansa para sa tinatawag na knowledge economy. 

Ayon sa naghain ng panukala at isponsor na si Cebu Rep. Pablo John Garcia, ang unang malaking hadlang sa pagbabago ng bansa tungo sa isang ekonomiyang kaalaman ay ang ratio ng mga mananaliksik sa bawat milyong tao. 

Wala pang 174 full-time na mananaliksik sa agham, teknolohiya, at pagbabago (STI) ang naroroon sa bawat milyong tao, ayon sa Philippine Development Plan. 

“In contrast… Singapore according to the latest World Bank figures has more than 7,000; South Korea has more than 8,000; Japan has more than 5,000; and Thailand has more than 1,000,” ani Garcia. 

Naniniwala si Rep. Garcia na ang pagbibigay sa mga tao ng mga tamang suporta at insentibo upang mag-udyok sa kanila na makamit sa pamamagitan ng mga scholarship ng estado, mga pagkakataon para sa propesyonal na paglago, at pisikal at digital na imprastraktura ay ang unang hakbang sa pagtiyak ng tagumpay ng knowledge economy sa Pilipinas. 

“I am thus proposing in this bill to increase the funding for science and technology scholarship fund under the Department of Science and Technology (DOST), for capital outlay in the Philippine Science High School System, higher education development program of the Commission on Higher Education (CHED), and for capacity-building, entrepreneurship innovation, and employment programs under the Department of Trade and Industry (DTI) and the Department of Labor and Employment (DOLE), and the National Broadband Plan under the Department of Information and Communications Technology (DICT)” dagag pa ng mambabatas. 

Tinutukoy ng HB 6286 ang knowledge economy bilang “an economic system in which production and services are based on knowledge-intensive activities that contribute to an accelerated pace of technical and scientific advance, as well as rapid obsolescence. 

The key component of a knowledge economy is a greater reliance on intellectual capabilities than on physical inputs or natural resources. It includes every endeavor concerning the productive generation and application of knowledge to areas such as scientific research, information and communications technology, engineering, innovative entrepreneurship, industrial activity, education and skills development, and the like.” 

Inaprubahan din ng Komite ang HB 1905 ni Ifugao Rep. Solomon Chungalao; HB 2357 ni Camarines Sur Rep. Miguel Luis Villafuerte; at HB 2370 ni North Cotabato Rep. Rudy Caoagdan. Ang mga hakbang na ito ay naglalayong gawing mga kolehiyo/unibersidad ng estado ang mga lokal na kolehiyo/kampus sa ilang bahagi ng bansa. Inaprubahan din ng komite ang HB 5989 ni Davao City Rep. Vincent Garcia; HB 6100 ni Makati City Rep. Romulo Pena Jr.; at HB 6322 ni Quezon City Rep. Patrick Michael Vargas, kung saan ang mga ito ay naglalayong magtatag ng Technical Education and Skills Development Authority (TESDA) training and assessment centers sa ilang lugar sa bansa. 

Inihain ni Albay Rep. Joey Sarte Salceda ang HB 1302, na naglalayong itatag ang Bicol Innovation, Research and Technology Hub (BIRTH) at inaprubahan din ang pagtatayo ng education-school facilities sa loob ng Bicol University-East Campus. 

Samantala, lumikha ang Komite ng technical working group (TWG) para pagsama-samahin at bumuo ng substitute bill para sa dalawang hakbang na naglalayong palakasin ang Legal Education Board sa pamamagitan ng pag-amyenda sa Republic Act 7662 o ang Legal Education Reform Act of 1993. Ito ay HB 4520 ni Cagayan de Oro City Rep. Rufus Rodriguez at HB 5400 ni Laguna Rep. Ma. Rene Ann Lourdes Matibag.
