P165-M 2024 BADYET NG NYC, TINAPOS NA; PAGSAMA SA CRITICAL THINKING, VALUES EDUCATION, GOD-FEARING PRINCIPLES SA SK LEADERS’ TRAINING, HANGAD NG MGA MAMBABATAS


Tinapos na ng Komite ng Appropriations sa Kapulungan ng mga Kinatawan, na pinamumunuan ni Rep. Elizaldy Co (Party-list, AKO BICOL), Lunes ng gabi, ang pagtalakay sa panukalang P165-milyon badyet ng National Youth Commission (NYC) para sa 2024. 


Nagpahayag ng kanilang suporta ang mga miyembro ng Komite para sa panukalang badyet ng NYC. B


inigyang-diin ni Committee Senior Vice Chairperson at Marikina City Rep. Stella Luz Quimbo ang kahalagahan ng episyente at epektibong NYC sa bansa, “As an attached agency to the Department of Interior and Local Government (DILG), the NYC plays a critical role in developing our Sangguniang Kabataan (SK) officials to become effective youth representatives.” 


Sumang-ayon si Rep. Angelica Natasha Co (Party-list, BHW), na siyang mag-iisponsor ng panukalang badyet ng NYC at pinatunayan ang kahalagahan ng mga programa at adbokasya ng ahensya na kanilang ipinatutupad para sa kapakinabangan ng sektor ng kabataan, “One of the NYC’s notable programs, the BIDA program mobilizes the SK Council for its Buhay Ingatan, Droga’y Ayawan Youth Program that aims to prevent the youth from engaging in illegal drugs. They have also created the Social Behavioral Communication Tool Kit to address teenage pregnancy. These programs are essential in promoting responsible behavior among our youth. The NYC has been working tirelessly to address the needs and concerns of our youth.” The NYC has numerous programs for mental health, HIV-AIDS campaign, peace and security, among others.” 


Inilarawan ni NYC Chairman Ronald Gian Carlo Cardema ang P165-milyon na panukalang badyet bilang “very small … to get all the 400,000 SK leaders this year to train them.” 


Nanindigan din siya na tutuparin nila ang kanilang mandato at susundin ang mga gabay ng Kapulungan. 


Tinukoy ni Chairman Cardema na ang NYC ay mayroong training modules sa: 1) Decentralization and Local Governance; 2) SK History and salient features; 3) government meetings and resolutions; 4) planning and budgeting in government offices; at 5) Code of Conduct and Ethical Standards for Government Officials. 


Sa kanyang pagtugon sa tanong ni Rep. Bienvenido Abante, Jr. (6th District, Manila), sinabi ni Chairman Cardema na ang NYC ay lubos na nakatuon sa kagandahang asal ng mga kabataan, sakaling may opsyon ang mga pinuno ng pamahalaan na magbigay ng modules. 


Iminungkahi ni Edcel Rep. Lagman (1st District, Albay) na dapat din sanayin ang mga kabataan sa critical thinking, “You should be able to have good leaders who are not only ‘yes men’ but who could be important advocates of various crusades, particularly on being critical about issues that concern them and the nation as well.” wantta join us? sure, manure...
