PAGLIPAT NG NDRRMC SA TANGGAPAN NG PANGULO, SUPORTADO NI SPEAKER ROMUALDEZ

TACLOBAN CITY – Suportado ni Speaker Martin G. Romualdez ngayong Martes ang pahayag ni Pangulong Ferdinand “Bongbong” Marcos Jr. sa paglilipat ng National Disaster Risk Reduction and Management Council (NDRRMC) mula sa Department of National Defense-Office of Civil Defense (OCD) tungo sa Office of the President (OP).

Ayon kay Romualdez, ang panukalang paglilipat ay magbibigay kapangyarihan sa Pangulo ng direktang pangangasiwa sa mga pagtugon ng pamahalaan sa mga natural na kalamidad, at pagpapagaan ng epekto ng mga usapin at suliraning may kinalaman sa pagbabago ng klima.

“It simplifies the flow of responsibility and directives to the more than 30 departments, agencies and organizations sitting in the council,” ani Romualdez.

Sinabi niya na ang pahayag ng Pangulo ay naging makabuluhan dahil ito ay kanyang inanunsyo sa araw kung kailan nanalasa ang Super Typhoon Yolanda (international name Haiyan) sa Silangang Bisaya, siyam na taon na nakakaraan, bilang isa sa pinakamalakas na tropical cyclone na naitala sa kasaysayan, na nag-iwan ng mahigit na 6,000 patay, daan-daan o maaaring libong katao ang nawawala at daan-libong katao ang nawalan ng tahanan at trabaho, at hindi mabilang na komunidad ang pinadapa.

Binanggit ni Speaker na ang mga usapin at suliraning may kaugnayan sa pagbabago ng klima tulad ng extreme weather condition ay labis na lumalala.

“Like many nations, we have no choice but to prepare for these eventualities. Our situation is even peculiar, because we are visited by an average of 20 tropical storms every year. We have to streamline our disaster responses and the management of risks to natural calamities,” ani Romualdez.

Sinabi niya na ang bansa, “has to become climate change resilient.”

Nilikha ng Kapulungan ang NDRRMC sa ilalim ng Republic Act (RA) No. 10121, o ang Philippine Disaster Risk Reduction and Management Act of 2010.

Ang lupon ay pinamumunuan ng Kalihim ng DND, kasama ang Kalihim ng Department of Interior and Local Government bilang vice chairperson para sa disaster preparedness, ang Kalihim ng Department of Social Worker and Development (DSWD) bilang vice chairperson para sa disaster response, at Kalihim ng Department of Science and Technology bilang vice chairperson para sa disaster prevention and mitigation, at ang director general ng National Economic and Development Authority (NEDA) bilang vice chairperson para sa disaster rehabilitation and recovery.

Ang mga miyembro ng lupon ay kabibilangan ng mga Kalihim ng Kalusugan, Environment and Natural Resources, Agriculture, Education, Energy, Finance, Trade and Industry, Transportation, Budget and Management, Public Works and Highways, Foreign Affairs, Justice, Labor and Employment, at Tourism.

Gayundin, mauupo sa NDRRMC ang presidential adviser on the peace process, chairman ng Commission on Higher Education, chief of staff ng Armed Forces of the Philippines, chief of the Philippine National Police, press secretary, commissioner ng National Anti-Poverty Commission, chairperson ng National Commission on the Role of Filipino Women, pinuno ng Housing and Urban Development  Coordinating Council, executive director ng Climate Change Commission, mga pangulo ng Government Service Insurance System, Social Security System, PhilHealth, League of Provinces of the Philippines, League of Municipalities of the Philippines, Liga ng mga Barangay, apat na kinatawan mula sa civil society groups, isang kinatawan mula sa pribadong sektor, at ang OCD administrator.
