SPEAKER ROMUALDEZ, KUMPYANSA NA SASANG-AYON ANG SENADO SA PRO-PEOPLE INSTITUTIONAL AMENDMENTS SA ILALIM NG 2023 PAMBANSANG BADYET

Nagpahayag ngayong Linggo si Speaker Martin G. Romualdez ng tiwala, na papayag ang Senate contingent sa bicameral conference committee, sa panukalang P5.268-trilyon 2023 General Appropriations Bill (GAB), sa hinihiling na institusyunal na amyenda na P77-bilyon para madagdagan ang pondo para sa edukasyon, kalusugan, transportasyon at iba pang mga mahahalagang serbisyong panglipunan.

“We really feel that these institutional amendments will redound to the benefit of the people. Hinding-hindi tayo magkakamali kung ang kapakanan ng mamamayan ang ating uunahin,” ani Romualdez.

“And we are confident that the Senate and the House bicam members will see eye-to-eye on this. Our objectives are the same: to pass a people’s budget that reflects President Marcos Jr.’s 8-point economic agenda that will help the country bounce back from the pandemic,” dagdag niya.

Inulit ni House Appropriations Committee chairman at Ako Bicol Party-list Rep. Elizaldy Co ang pahayag ni Speaker, at sinabing prayoridad ng Kapulungan ang kapakanan ng mga mamamayan, nang kanilang isinama ang P77-billion institutional amendments.

“Our amendments can speak for themselves. You can see that is indeed pro-people and pro-development as we prioritized health, education and transportation. We are confident that if the Senate and the House approve these amendments, we can recover well from the pandemic in 2023,” ani Co.

Maingat na binalangkas ng Kapulungan, ang institutional amendments ay mga programang “ayuda” na direktang pakikinabangan ng mga mamamayan, tulad ng alokasyon ng Department of Social Welfare and Development (DSWD) P12.5-bilyon na hinati-hati sa: Assistance to Individuals in Crisis Situations o AICS (P5B); pagtataas ng pensyon ng mga senior citizens sa pamamagitan ng National Commission of Senior Citizens (P5B); at Sustainable Livelihood Program (P2.5B).

Binanggit din ni Co ang pondo ng Department of Transportation's (DOTr) na P5.5-bilyon para sa mga programa na tutugon sa pataas ng halaga ng gasolina, tulad ng fuel subsidy program (P2.5B), Libreng Sakay (P2B) at bike lane construction (P1B) at programa ng Department of Labor and Employment (DOLE’s) na P5-bilyon para sa Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) (P3B) at livelihood (P2B) na bahagi ng direktang benepisyo sa mga mamamayan.

Ang ilan pang bahagi ng P77-bilyon institutional amendments ay ang mga sumusunod:

• Department of Health (DoH), P20.25-bilyon alokasyon para sa iba’t ibang programa tulad ng Medical Assistance for Indigent Patients (P13B), healthcare at non-healthcare workers at frontliners (P5B); suporta sa mga specialty hospitals (P2B); at Cancer Assistance Program (P250M).

• Department of Education (DepEd), P10-bilyon alokasyon para sa pagtatayo ng mga paaralan at silid-aralan, at special education programs (P50M).

• Technical Education Skills and Development Authority (TESDA), P5-bilyon alokasyon para sa mga programang pagsasanay at scholarship.

• Commission on Higher Education (CHED), P5-bilyon alokasyon para sa Tulong Dunong Program.

• Department of Public Works and Highways (DPWH), P10-bilyon alokasyon para sa pagtatayo ng mga sistema ng patubig sa mga hindi gaanong napagsisilbihang upland na barangay;

• Department of Information and Communications Technology (DICT), P1.5-bilyon alokasyon para sa national broadband project.

• Commission on Elections (COMELEC), P500-milyon para sa pagtatayo ng bagong gusali.

• Philippine National Police (PNP), P300-milyon alokasyon para sa pagsasanay ng mga opisyal na nagpapatupad ng batas sa pakikipag-ugnayan sa Department of Justice (DOJ).

• Department of Trade and Industry (DTI), P250-milyon alokasyon para sa pagtulong sa industriya ng malikhain, alinsunod sa Republic Act (RA) No. 11904.

• Energy Regulatory Commission (ERC), P150-milyon.

• Office of Solicitor General (OSG), P147-milyon.

• National Electrification Administration (NEA), P50-milyon alokasyon para sa programang elektripikasyon ng mga barangay at sitio.

“What we did was allocate more budget to pro-people programs without need to sacrifice our national programs and projects for job creation. We are confident that there will be no contentions with our amendments here,” ayon pa kay Co.
