Pinagtibay ng Kamara sa sesyon ang House Concurrent Resolution 23.


Layon nitong bawiin o i-recall mula sa Office of the President ang Senate Bill 2221 at House Bill 7325 o Magna Carta of Filipino Seafarers.


Nakuwestyon naman ni Cagayan de Oro Rep. Rufus Rodriguez kung bakit kinailangan i-recall ang naturang panukala.


Sa pagliwanag naman ni House Deputy Majority Leader Janette Garin, sinabi nito na mayroong probisyon sa panukala patungkol sa hurisdiksyon na kailangan ayusin.


Kaya marapat lang aniya na balikan ng Kongreso ang bicameral committee report at itama ang naturang problema


“Apparently, the Joint Committee Report in relation to the Magna Carta for Filipino Seafarers has a loss pertaining to problems on jurisdiction, hence the need to bring this back to Congress and the Senate for them to again reconvene and perfect this little imperfection,” saad ni Garin


Sumangayon naman si Rodriguez sa paliwanag ni Garin.


Aniya, taliwas sa inaprubahang bersyon ng Kamara may probisyon sa enrolled bill kung saan inililipat ang hurisdiksyon ng pagresolba sa mga dispute ng mga seafarer mula sa Department of Labor and Employment, patungo sa International Labor Organization.


Giit ni Rodriguez, kung ganito ang mangyayari ay iniaalis nito ang ating karapatan na magdesisyon sa mga kaso.


“I think we have to be clear why there is — and everyone deserves here to know before we approve a resolution like this […] And I think the reason why, as I was informed, is that this particular enrolled bill, contrary to our own bill in the House, would transfer jurisdiction on disputes on seafarers from the DOLE to the [ILO], a diminution of our sovereignty and a diminution of our rights to be able to decide on cases.” sabi ni Rodriguez.
