Pare-pareho umanong boboto ang mga senador at kongresista sa panukalang amyendahan ang Konstitusyon.

Ayon kay dating House Committee on Constitutional Amendments chairperson at Ako Bicol partylist Rep. Alfredo Garbin sa ilalim ng isinusulong na People’s Initiative ibinibigay ng taumbayan sa Kongreso ang kapangyarihan na amyendahan ang Konstitusyon at bumoto ng iisa.

Sinabi ni Garbin na hindi dapat hayaan ang Senado na pigilan ang Kongreso na gamitin ang kapangyarihan nito na amyendahan ang Konstitusyon sa pamamagitan ng Constituent Assembly.

“No one House should be allowed to frustrate the efforts of the other and effectively paralyze the entire Congress from discharging its power as a Constituent Assembly to revise or amend our fundamental law to promote the general interest of the people,” ani Garbin.

Ang pagboto ng magkasama ng mga senador at kongresista, ayon kay Garbin ay isang demokratikong proseso kung saan ang lahat ay mayroon lamang tig-isang boto.

“Regardless of the size or influence of a particular House, the power emanating from the people is distributed individually to each Member of Congress, ensuring that every voice contributes to the collective decision-making process,” punto pa ni Garbin.

“Voting jointly does not diminish the significance or authority of either House, but rather reflects the intention to combine the perspectives and mandates of both Houses to reach a comprehensive and representative decision,” dagdag pa nito. “This parity of voting is a distillation of democratic representation in its purest form: one person, one vote.”

Ipinunto pa ni Garbin na sa huli ay ang taumbayan ang magdedesisyon kung nais nila na maamyendahan ang Konstitusyon.

“In the final analysis, what is important in the process of amending the constitution is that it's the people’s will that shall prevail all proposals shall be ratified by the people in a plebiscite,” wika pa nito.

Sinabi ni Garbin na hindi ito ang unang pagkakataon kung saan boboto ng magkasama ang mga senador at kongresista.

Ganito umano ang proseso ng pagboto ng mga senador at kongresista sa pagbasura o pagpapalawig ng proklamasyon ng writ of habeas corpus, at pagbasura o pagpapalawig ng deklarasyon ng martial law, ayon sa Article VII, Section 18 ng Konstitusyon. (END)
