PAGSASABATAS NG PANUKALA NA MAGPAPATAWAD SA UTANG NG MGA BENEPISARYO SA REPORMANG AGRAYO, MAKAKATULONG SA MGA MAGSASAKA NA MAGPAPATAAS NG KANILANG PRODUKSYON AYON KAY SPEAKER ROMUALDEZ

Inaasahan ngayong Biyernes ni Speaker Ferdinand Martin G. Romualdez na ang pagsasabatas ng panukala na magpapatawad sa bilyong halaga ng utang ng mga benepisaryo sa repormang agraryo sa bansa, ay makakatulong sa maraming magsasaka na mapalakas ang kanilang pagiging produktibo at kumita ng malaki.

Matatandaang inaprubahan ng Kapulungan ng mga Kinatawan noong ika-12 ng Disyembre 2022 ang kanilang bersyon ng panukala, o ang House Bill (HB) No. 6336, habang ang Senado naman ay inaprubahan ang kanilang counterpart measure noong ika-6 ng Marso 2023. Inaantay na lamang ang lagda rito ni Pangulong Ferdinand "Bongbong" R. Marcos, Jr. 

Ang panukala na nagpapatawad sa mga hindi nabayarang utang ng mga benepisaryo ng repormang agraryo ay isa sa 31 prayoridad na panukala na naaprubahan na, sa 42 na tinukoy ni Pangulong Marcos sa pamamagitan ng Legislative-Executive Advisory Council (LEDAC).

“When our farmers are freed from the burden of debt, they would be able to invest more in their land and improve their productivity. This can lead to better yields and profits, which can help improve the lives of our farmers and their families,” ayon kay Speaker Romualdez.

“This relief to hundreds of thousands of agrarian reform beneficiaries gains even more significance now that we are facing the twin challenges of increased prices of farm inputs, particularly fertilizers, and the harmful effects of climate change on the agriculture sector,” aniya.

Pinatatawad sa panukala ang P57.557 bilyon na prinsipal na utang ng 610,054 agrarian reform beneficiaries (ARB), na nagsasaka ng kabuuang 1,173,101.57 ektarya ng lupain sa ilalim ng repormang agraryo.

Kaugnay nito, pinahihinto ng panukala ang pagpapatupad ng pinal at ipaiiral na administratibo o judicial ruling, dahil sa pagkabigo ng isang ARB na magbayad ng 30-taong hulog, at 6% na porsyentong interes na magdidiskwalipika sa kanya, at magreresulta sa pagkansela ng kanyang titulo ng agrarian reform.

“This measure would complement the various programs and assistance to our farmers the Department of Agriculture is implementing to uplift the lives of our farmers,” ani Speaker Romualdez.

“We need to provide our farmers all the support we can to promote increased productivity and help us attain food security. The House of Representatives will continue to explore more avenues to revitalize our agriculture sector,” dagdag niya.

Matatadaan rin na bukod sa pagbibigay ng Kapulungan ng mga Kinatawan ng kapangyarihan sa oversight, upang tulungan si Pangulong Marcos, Jr. na siya ring Kalihim ng Kagawaran ng Agrikultura, na maisaayos ang sektor.

Nang tumaas ang halaga ng sibuyas ng mahigit sa P700 kada kilo noong nakaraang Disyembre, iniutos ni Speaker Romualdez ang isang congressional investigation in aid of legislation, upang mapababa ang halaga ng nito para sa mga konsyumer, at parotektahan ang mga lokal na magsasaka mula sa pag-abuso ng kartel na gumigipit at nagmamanipula ng mga presyo. 

Hinimok niya rin ang mga awtoridad tulad ng National Bureau of Investigation, ang Philippine Competition Commission, at ang DA na magsanib-pwersa at sundan ang mga nadiskubre ng Kapulungan sa isinagawa nitong pagsisiyasat, upang makapangalap ng malakas na katibayan para sa ihahaing kaso laban sa kartel ng sibuyas. #

31 SA 42 PRAYORIDAD NA PANUKALA NG ADMINISTRASYON, PASADO NA SA KAPULUNGAN

Aprubado na sa Kapulungan ng mga Kinatawan sa ikatlo at huling pagbasa ang 31 sa 42 prayoridad na panukala, na tinukoy ni Pangulong Ferdinand "Bongbong" R. Marcos Jr. at ng Legislative-Executive Development Advisory Council (LEDAC).

Ang pinakahuling panukala na ipinasa ay ang 30-taong National Infrastructure Program Bill at ang panukalang National Land Use Act.

“We are proud of our collective accomplishment - 31 out of 42 and counting. As of today, we have achieved a significant part of our goal in less than a year of session,” ayon kay Speaker Ferdinand Martin G. Romualdez.

“I thank our colleagues for their hard work, as well as the various political parties in the House which have committed to support the passage of priority measures determined by the President and the LEDAC and the House itself,” aniya.

Sinabi ni Speaker na ang mga panukala ay, “aim to support the President’s vision of keeping the economy on the high growth path and generating more jobs and income opportunities for our people.”

Ang panukalang 2023-2052 National Infrastructure Program ay nakasaad sa House Bill (HB) No. 8078.

“It will be an all-encompassing program covering not only public works like roads, bridges and expressways, which we commonly refer to as infrastructure, but also energy, water resources, information and technology, agri-fisheries, food logistics, and socially-oriented structures such as school buildings and other educational facilities,” ani Speaker Romuadez.

“It would institutionalize the ‘Build Better More’ program of President Ferdinand Marcos Jr. to support a strong economy through a resilient and reliable national infrastructure network,” dagdag niya.

Ang panukalang National Land Use Act (HB No. 8162) ay naglalayong isa-institusyon ang polisiya sa national land use na mahabang taon nang ginagawa.

"This is a long-awaited measure and the President knows its importance. Through this proposed law, the government will have the tool to properly identify land use and allocation patterns in all parts of the country," ayon kay Speaker.

Sa 42 panukala ng LEDAC, tatlo na rito ang nilagdaan ng Pangulo para maging batas, at kasalukuyan nang ipinatutupad. Ito ang: SIM (subscriber identify module) Registration Act, ang panukala na nagpapaliban sa halalang barangay at Sangguniang Kabataan sa Oktubre ngayong taon, at ang panukala na nag-aamyenda sa fixed term ng Armed Forces of the Philippines chief of staff at iba pang matataas na opisyal.

Ang isa pang panukala na naglalayong patawarin ang mga hindi nababayarang utang ng libo-libong benepisaryo ng agrarian reform, kabilang na ang mga multa, ay naisumite na sa Malacañang.

Kasama sa mga panukala na aprubado na rin sa ikatlo at huling pagbasa ay: Magna Carta of Seafarers, E-Governance Act / E Government Act, Negros Island Region, Virology Institute of the Philippines, Passive Income and Financial Intermediary Taxation Act, National Disease Prevention Management Authority or Center for Disease Control and Prevention, Medical Reserve Corps, Philippine Passport Act; Internet Transaction Act / E Commerce Law, Waste-to-Energy Bill, Free Legal Assistance for Police and Soldiers, Apprenticeship Act, Build-Operate-Transfer (BOT) Law, Magna Carta of Barangay Health Workers, Valuation Reform, Eastern Visayas Development Authority, Leyte Ecological Industrial Zone, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery, National Citizens Service Training Program, at National Government Rightsizing.

Gayundin, sa wakas ay naipasa na at naipadala na sa Senado ang Maharlika Investment or Sovereign Fund bill, na iniakda ni Speaker Romualdez, na sinertipikahan ng Pangulo bilang urgent.

Dalawa pang panukala ang nakatakdang aprubahan sa ikatlo at huling pagbasa: ang Bureau of Immigration Modernization at Philippine Salt Industry Act.

Tatlo pang panukala ang nasa pag-apruba sa ikalawang pagbasa: ang Natural Gas Industry Enabling Law, National Employment Action Plan, at Philippine Ecosystem and Natural Capital Accounting System Bill.

Ang mga nasa ilalim naman ng deliberasyon ng committee/technical working group ay: ang Department of Water Services and Resources, at amyenda sa Electric Power Industry Act at Anti-Agricultural Smuggling Act.

Para sa pagtalakay naman sa Komite ay: ang Budget Modernization, National Defense Act and Unified System of Separation, Retirement at Pension for Uniformed Personnel. #

House passes 31 of 42 priority administration bills

THE House of Representatives has approved on third and final reading a total of 31 out of the 42 priority bills identified by President Ferdinand "Bongbong" R. Marcos Jr. and the Legislative-Executive Development Advisory Council (LEDAC).

The latest measures that have been passed were the 30-year National Infrastructure Program Bill and the proposed National Land Use Act.

The proposed 2023-2052 National Infrastructure Program is contained in House Bill (HB) No. 8078.

“It will be an all-encompassing program covering not only public works like roads, bridges and expressways, which we commonly refer to as infrastructure, but also energy, water resources, information and technology, agri-fisheries, food logistics, and socially-oriented structures such as school buildings and other educational facilities,” Speaker Romuadez said.

The proposed National Land Use Act (HB No. 8162) seeks to institute a national land use policy that has been years in the making.

Of the 42 LEDAC bills, three have been signed by the President into law and are knowing being implemented: SIM (subscriber identify module) Registration Act, the bill postponing the barangay and Sangguniang Kabataan elections to October this year and the measure amending the law on the fixed term of the Armed Forces of the Philippines chief of staff and other high-ranking officers.

Another bill, which seeks to condone unpaid loans obtained by thousands of agrarian reform beneficiaries together with their penalties, has been sent to Malacañang.

Measures that have been approved on third and final reading include:  Magna Carta of Seafarers, E-Governance Act / E Government

Act, Negros Island Region, Virology Institute of the Philippines, Passive Income and Financial Intermediary Taxation Act, National Disease Prevention Management Authority or Center for Disease Control and Prevention, Medical Reserve Corps, Philippine Passport Act; Internet Transaction Act / E Commerce Law, Waste-to-Energy Bill, Free Legal Assistance for Police and Soldiers, Apprenticeship Act, Build-Operate-Transfer (BOT) Law, Magna Carta of Barangay Health Workers, Valuation Reform, Eastern Visayas Development Authority, Leyte Ecological Industrial Zone, Government Financial Institutions Unified Initiatives to Distressed Enterprises for Economic Recovery, National Citizens Service Training Program, and National Government Rightsizing.

Also finally passed and sent to the Senate is the Maharlika Investment or Sovereign Fund bill, authored principally by Speaker Romualdez, which the President has certified as urgent.

Two more bills are scheduled for approval on third-final reading: Bureau of Immigration Modernization and Philippine Salt Industry Act.

Three others are for second reading approval: Natural Gas Industry Enabling Law, National Employment Action Plan, and Philippine Ecosystem and Natural Capital Accounting System Bill.

Under committee/technical working group deliberation are: Department of Water Services and Resources, and amendments to the Electric Power Industry Act and Anti-Agricultural Smuggling Act.

For committee discussion are Budget Modernization, National Defense Act and Unified System of Separation, Retirement and Pension for Uniformed Personnel. (END)

Nanawagan si Manila 6th district Rep. Bienvenido Abante na agad isailalim sa evaluation at pagsusuri ang iba pang iconic landmarks at historical sites sa buong bansa.

Kasunod ito ng pagkasunog ng National Post Office Building.

Sa privilege speech ni Abante sinabi nito na bagamat walang balak na magturo o manisi kung sino ang may sala, ay dapat napigilan ang naturang sunog na tumupok sa isa sa itinutuing na Iconic Cultural Property ng bansa.

Kaya naman maliban sa malalimang imbestigasyon para tukuyin kung ano ang sanhi ng sunog ay dapat na rin aniyang isailalim sa structural integrity at electrical evaluation ang lahat ng mga national landmarks sa bansa.

Itinutulak din ng kinatawan na magtatag ng isang private foundation na irerehistro sa Securities and Exchange Commission katuwang ang national government, na siyang mangunguna sa administration at management ng iconic landmarks at national heritage sites kasama ang restoration, rapair, renovation at preservation ng mga ito.

Umaasa rin si Abante na bago ang taong 2026 ay maibangon at maitayo muli ang Manila Central Post office para sa centennial anniversary nito.
