DIUMANO’Y CONFIDENTIAL FUND NG KONGRESO, FAKE NEWS AYON SA MGA LIDER NG KAMARA

Pinabulaanan ng mga lider ng Appropriations Committee ng Kamara ang kumakalat na balita sa social media na mayroon umanong P1.6 bilyon na confidential fund ang Mababang Kapulungan at kanilang itong tinawag na fake news.

Sinabi ng Senior Vice Chairperson ng komite na si Marikina Rep. Stella Quimbo sa isang pulong balitaan kahapon na walang confidential funds ang Congress at iyon umanong sinasabi na P1.6 billion ay Extra Ordinary Expenses.

“In short, that’s fake news,” sabi naman ni Appropriations panel chair na si Ako Bicol Party-list Rep. Elizaldy Co.

Ipinaliwanag ni Quimbo na bagamat ang Extra Ordinary fund ay kasama sa kategorya ng Confidential and Intelligence Funds sa ilalim ng 2023 General Appropriations Act, ito ay dumadaan sa pagsusuri ng Commission on Audit (COA) hindi katulad ng confidential and intelligence fund (CIF).

Dahil dito, sinabi niya na ang extra ordinary fund ay fully auditable which is different from confidential (fund) at ang Congress ay wala nong confidential (fund). Yung extra ordinary ay kagaya ng expenses during calamities—so that’s an example of an extra-ordinary expense.

Inanunsyo rin ni Quimbo sa press briefing na nagkasundo ang small committee na tanggalan ng confidential fund ang limang ahensya ng pamahalaan.

“As such, the Office of the Vice President, Department of Education, Department of Information and Communications Technology, Department of Agriculture, and the Department of Foreign Affairs are getting zero confidential funds under the 2024 GAA,” ani Quimbo

Ang kabuuang P1.23 bilyon na confidential fund mula sa mga nabanggit na ahensya ay ililipat umano sa mga ahensyang may kaugnayan sa pagbibigay ng proteksyon sa West Philippine Sea.

“We believe that the House of Representatives is on the right side of history. We are responding to the call of the times, and the volatile situation on the WPS calls for immediate and decisive action to protect our national sovereignty,” sabi ni Quimbo.

Kabilang sa miyembro ng naturang komite sina House committee on appropriations chairman at Ako Bicol partylist Rep. Zaldy Co, House Majority Leader Manuel Jose Dalipe at House Minority Leader Marcelino Libanan.

Batay sa rekomendasyon ng komite, malaking bahagi ng inalis na confidential fund ng mga nabanggit na ahensya ay mapupunta sa

• P300M para sa National Intelligence Coordinating Agency (NICA)

• P100M para sa  National Security Council

• P200M sa Philippine Coast Guard para sa kanilang intelligence activities at ammunition

• P381.8M sa Department of Transportation para sa pagsasaayos at expansion ng Pag-asa Island Airport (bahagi ito ng P3B na kabuuang alokasyon para sa paliparan.) 

Imbes naman na confidential funds binigyan ng dagdag na Maintenance and Other Operating Expenses (MOOE) ang mga sumusunod na ahensya sa halagang :

• P30M para sa Bureau of Fisheries and Aquatic Resources

• P25M para sa DICT

• P30M para sa DFA

• P50M para sa Office of the Ombudsman, at:

• 150M para sa government assistance to students and teachers in private education o GASTPE sa ilalim ng DEPED.

Nilinaw naman ni Quimbo na mayroon pa ring mga ahensya na binigyan ng confidential funds gaya ng Department of Justice at Bureau of Customs dahil sa bahagi ng kanilang mandato ang surveillance activities. (END) wantta join us? sure, manure...
