Palalawigan ng Land Transportation Office o LTO ng isang taon ang validity o bisa ng mga driver’s license na apektado ng temporary restraining order o TRO na inisyu ng isang korte laban sa delivery at pag-proseso ng plastic ID cards.

Ito ang naging “commitment” ni LTO chief Vigor Mendoza, sa harap ng mga mambabatas sa deliberasyon ng House Committee on Appropriations sa 2024 budget proposal ng Department of Transportation o DOTr.

Bago ito ay tinanong ni House Senior Deputy Minority Leader at Northern Samar Rep. Paul Daza kung pabor ba ang LTO sa komite ukol sa isang taong pagpapalawig ng validity ng mga lisensya na hindi ma-renew dahil sa nakabinbing kaso.

Ayon kay Mendoza, kanyang kinukumpirma ang 1-year extension ng LTO.

Ikinalugod naman ito ni Daza, at sinabing “good news” ito para sa publiko lalo na maraming motorista.

Matatandaan na ang nag-isyu ang Quezon City Regional Trial Court Branch 215 ng TRO, at inatasan ang LTO na pansamantalang ihinto ang kontrata sa Banner PlastiCard, kaugnay sa 5.2 million plastic cards.

Samantala, umabot ng higit 12 oras ang deliberasyon ng House Committee on Appropriations sa panukalang 2024 budget ng DOTr.

Inutusan ni Speaker Ferdinand Martin G. Romualdez ang Komite ng Appropriations sa Kapulungan ng mga Kinatawan na maglaan ng P2 bilyon, upang matulungan ang mga nagtitingi ng bigas na apektado ng inilagay na hangganan sa halaga nito, na ipinatupad ng Malacañang noong Biyernes.

Binigyang-diin ni Speaker ang kahalagahan ng nasabing direktiba sa pamamagitan ng personal na pagbibigay ng utos kay Ako Bicol Party-list Rep. Elizaldy “Zaldy” Co, chairman ng Komite ng Appropriations, na agad na makipag-ugnayan sa Department of Budget and Management (DBM) para sa kagyat na alokasyon ng P2 bilyong pondo para sa mga nagtitingi ng bigas.

“Our goal is to ensure that we can extend assistance to rice retailers who may be affected by this rice price ceiling, as it is a directive from our President aimed at protecting consumers,” giit ni Speaker Romualdez.

Para kay Co, hindi siya nag-aksaya ng panahon at kagyat na nakipag-ugnayan sa DBM sa ilalim ni Secretary Amenah Pangandaman, na agad na humanap ng paraan para sa alokasyon ng naturang pondo.

“We will promptly engage with the DBM to expedite the release of the P2 billion funds for our rice retailers,” pagtitiyak ni Co.

Binigyang halaga ni Speaker Romualdez, pinuno ng 311-miyembro ng Kapulungan ng mga Kinatawan, na ang kanyang inisyatiba ay nagpapakita lamang ng hindi natitinag na paninindigan ng Kapulungan sa pagpapatatag at pagpapalago ng mahalagang supply chains sa pagkain.

“We are aware that they have high costs from traders, but our priority is the public's difficulty in buying rice," dagdag niya.

Inisyu ni Pangulong Ferdinand “Bongbong” R. Marcos Jr. ang Executive Order No. 39, na nagtatakda sa halaga ng bigas sa halagang P41.00 kada kilo para sa regular milled na bigas at P45.00 para sa well-milled na bigas simula sa ika-5 ng Setyembre. Ang hakbang ng pamahalaan ay resulta ng mga nakalap na impormasyon na nagbubulgar sa ilang mga walang konsiyensyang neghosyante ng bigas na nagpaplanong itaas ang halaga ng bigas hanggang P70.00 kada kilo.

Ikinumpara ni Speaker Romualdez ang naturang sitwasyon sa halaga ng sibuyas nang itaas ng mga kartel ng sibuyas ang halaga nito sa P800.00 kada kilo.

“Naturally, the President had to act swiftly to counter this ill-intentioned plan by a select few,” giit ni Speaker Romualdez.

Subalit nagpahayag ang mga nagtitingi ng bigas ng pag-aalinlangan, dahil ang kanilang bili sa bigas sa mga negosyante ay umaabot na sa P50.00 kada kilo.

OTOP PHILIPPINES ACT, SADYANG NILIKHA PARA MAKABAWI ANG MGA MSMEs SA PAGTATAPOS NG PANDEMYA, AYON KAY SPEAKER ROMUALDEZ

Sinabi ngayong Linggo ni Speaker Ferdinand Martin G. Romualdez na ang kapapasang One Town, One Product (OTOP) Philippines Act ay isang perpektong batas na ipinasa matapos ang pandemya na lubos na makakatulong sa micro, small, and medium enterprises (MSMEs) na makabawi mula sa masamang epekto ng pandemyang dulot ng Covid-19.

"The OTOP Philippines Act is the true embodiment of the Filipino first policy. This is exactly the kind of attitude we need to aid in the recovery of MSMEs, which make up 90 percent of all local business, following the pandemic," ayon kay Romualdez, pinuno ng 311-miyembro ng Kapulungan ng mga Kinatawan.

Nilagdaan ni Pangulong Ferdinand "Bongbong" Romualdez Marcos Jr. ang Republic Act (RA) No. 11960, o ang Act Institutionalizing the OTOP Philippines Program noong ika-25 ng Agosto.

Layon ng batas na paunlarin ang pagtitiwala sa sarili at epektibong independyenteng pambansang pagbawi, na kontrolado ng mga Pilipino sa pamamagitan ng mga poilisiya at programa na nagsusulong ng inklusibong aktibidad sa lokal na ekonomiya, at pagpapalakas ng paglago sa ekonomiya.

"The State shall likewise promote the preferential use of Filipino labor, domestic materials, and locally produced goods, and adopt measures to make them competitive," ayon sa pagkasasaad sa batas.

"The OTOP Philippines Program is hereby institutionalized and shall be one of the government's stimulus programs that will encourage the growth of MSMEs in the countryside through the development of indigenous raw materials, utilizing local skills and talents and featuring local traditions across the country; Provided, that simplified requirements and procedures shall be adopted for beneficiaries to easily access the components of the program," ayon pa rito.

Sasaklawin ng OTOP Philippines Program ang mga produkto at mga serbisyong batay sa mga kasanayan na kilala sa isang lugar o lokalidad. Kabilang rito ang mga pagkaing prinoseso, mga produktong base sa agrikultura, mga produktong uso at pambahay, sining at mga serbisyong base sa kakayahan.

Umaasa si Speaker Romualdez na, "The OTOP Program will redound not just to the individual localities or regions, but the entire country itself in an expedited manner."

Sinabi rin ng pinuno ng Kapulungan na kinikilala ng RA No.11960 ang lubos na pangangailangan ng tuntunin sa pribadong sektor at mga pribadong negosyo, at pangangailangan na magbahagi ng mga insentibo para sa pagpapalakas ng kaunlaran ng mga negosyo, lalo na sa mga MSMEs.

Iminamandato sa batas ang ayuda para sa mga MSMEs na mga may mabentang produkto upang mas makapagpaunlad ng bago, makabago, mas malawak na produkto, na may makabuluhang pagbabago sa kalidad, kaunlaran ng produkto, disenyo, pag-eempake, nasa pamantayan o sumusunod sa mga regulasyon, pagiging mabenta, kakayahan sa produksyon, kaunlaran sa tatak, at iba pa.

"It also aims to assist rural communities in growing the local economy and being more market-oriented and innovation-driven, as well as promote convergence of initiatives from local government units (LGUs), national government agencies, and the private sector in developing and promoting Philippine products, whether for export of the domestic market," ani Speaker Romualdez.

Itinatalaga ng batas ang Department of Trade and Industry (DTI) bilang pangunahing tagapagpatupad ng OTOP Philippines Program. Lilikha sila ng OTOP Program Management Office na siyang mangangasiwa sa programa.

Iminamandato rin sa DTI ang pagtatatag ng OTOP Philippines Trustmark, na siyang titiyak na ang mga produkto ay nasa ilaim ng programa na kumakatawan sa pinakamagaling sa bansa.

Amid allegations of misconduct by law enforcers, 

Yamsuan tells  PNP to focus on police education, retraining 

 

 

Bicol Saro Partylist Representative Brian Raymund Yamsuan has reminded the Philippine National Police (PNP) to ensure  the continuing education and training of its uniformed personnel   amid allegations of illegal arrests and other irregularities committed by law enforcers. 

 

Yamsuan said an inquiry held recently by the House Committee on Public Order and Safety showed  that some PNP officers accused of conducting illegal  drug buy-bust operations apparently lacked sufficient knowledge on police operational procedures. 

 

On questioning the team leader  who led an alleged illegal drug buy-bust  operation in San Pedro, Laguna, Yamsuan learned that the former  had never undergone any retraining or refresher course on police operational procedures since he entered the PNP in 2010. 

 

“So in his 13 years in the service, he never underwent the mandatory training required of police officers. This  lack of training and continuing education in the PNP is among the reasons why problems occur during police operations, why there are missteps and irregularities committed,”  Yamsuan said.

 

Proper training would help prevent misconduct among police officers, added Yamsuan, who is a former assistant secretary of the Department of the Interior and Local Government (DILG), which supervises over the PNP. 

 

“Huwag nating  alalayan ang mga pulis  kapag nagkamali na. Alalayan  natin sila, turuan sila ng tamang police procedures, bago pa sila mag-conduct ng operations para walang   kinabukasan ang nasisira,” Yamsuan added.   

 

(Don’t help our police officers after they have committed mistakes.  Help them, teach them the proper police procedures before they conduct their operations so that no one’s future would be destroyed).”  

 

At the briefing conducted by the House Committee on Appropriations for the proposed 2024 budget of the DILG, Yamsuan queried the  PNP Chief,  Police Gen. Benjamin Acorda Jr.,  on  how  the police organization has been spending its funds for the education and training of its officers.  

 

Yamsuan noted that for 2024, the PNP has proposed a  total budget of P1.26 billion for the education and training of its uniformed personnel, a  decrease of almost 15 percent from the actual appropriations of P1.47 billion given to this same program for 2023.

 

The sum of  P300 million under the PNP’s police education program for 2023 involves training for law enforcement officers conducted by prosecutors and representatives of the Department of Justice (DOJ) to help improve evidence gathering and conviction rates in criminal cases. 

 

A report quoting the DOJ said that 80 percent of cases filed by prosecutors are dismissed by the courts because of lack of evidence or due to technicalities. These shortcomings are often committed by law enforcers at the scene of the crime. 

 

Yamsuan said he would fully  support the PNP if it needs  additional funding for its police education program next year.

 

The lawmaker told Acorda about the apparent lack of knowledge of police  officers about their  operational procedures, despite the budget given to the PNP for education and training. 

 

Yamsuan cited anew as an example the police officer who admitted during the hearing of the public order and safety committee that he had never undergone any retraining  or refresher course on police operational procedures since becoming a member of the PNP. 

 

Acorda, for his part, said that such an admission was “alarming” and that the PNP would check why the officer had never undergone any training  despite the fact that  this is mandatory for  all PNP uniformed personnel. 

 

The PNP chief said that mandatory training is required for officers applying for promotion. “Specialization” training is also offered by the PNP to all its uniformed personnel, Acorda added.

 

“This is precisely the problem with the PNP now,” Yamsuan told Acorda. “The PNP encounters problems with illegal arrests, entrapments,  drug buy busts  in the conduct of their operations.” 

 

“Lawyers are required to undergo  MCLE (Mandatory Continuing Legal Education), I think,   every two or three years. How come law enforcers appear not to have this kind of continuing education when this is very important, especially when the PNP is constantly scrutinized, placed under a microscope when performing their duties?” Yamsuan added. ### wantta join us? sure, manure...

Ang House Bill (HB) No. 8925 (Philippine Islamic Burial Act) ay akda ng hindi bababa sa 10 kongresistang Muslim-Filipino na kumakatawan sa iba’t ibang distrito sa Kamara de Representantes.

"This measure seeks to further validate the free exercise of religion enshrined under our Constitution by allowing our Muslim brothers and sisters to bury their dead in accordance with their faith's practice, and free from any prohibition and hindrance," ani House Speaker Martin G. Ang panukala ay pagbibigay respeto umano ng gobyerno sa karapatan ng mga Pilipinong Muslim na agad na mailibing ang kanilang mga patay alinsunod sa tradisyon ng kanilang relihiyon at paniniwala kasama na ang paglilibing bago ang susunod na pagtatawag para magdasal.

 

“For burial purposes, in accordance with Islamic rites, Muslim cadavers shall be released within 24 hours by the hospital, medical clinic, funeral parlor, morgue, custodial and prison facilities, or other similar facilities, persons who are in actual care, custody of the cadaver,” sabi ng panukala.

 

“Non-payment of hospital bills, medical expenses, professional fees, cost of wrapping and shipment, or any other charges shall in no case be made as a reason for the withholding of the release and shipment of the cadaver,” sabi pa rito.

Papayagan naman ang pagbibigay ng promissory note para sa hindi pa nababayarang obligasyon.

Ang paglilibing ng Muslim ay papayagan din kahit na wala pang certificate of death sa kondisyon na ang pagkamatay ay iuulat ng pinakamalapit na kamag-anak o ng taong nagsagawa ng ritwal sa loob ng 30 araw mula sa araw ng paglilibing sa lokal na health officer para sa kaukulang paggawa ng death certificate at sertipikasyon ng sanhi ng pagkamatay. 

Ang death certificate at sertipikasyon ng pagkamatay ay ipadadala sa Local Civil Registrar 30 araw matapos itong gawin ng health officer.

“In the absence of the authorized health officer or a duly authorized representative, the death shall be reported to the Office of the Mayor, who shall prepare the death certificate and certify the cause of death if there is no forensic interest in the remains,” sabi pa sa panukala.

Kung kakailanganin na isailalim sa otopsiya, kailangang ipaalam muna ito ng otoridad sa pamilya ng biktima bago isagawa ang pagsusuri.

“The cadaver shall be wrapped with white cloth and placed in an airtight cadaver bag or cadaver wooden box that is leak-proof and shall be zipped or closed with tapes or bandage strips,” ayon pa sa HB 8925.

Ang mga lalabag sa panukala ay makukulong ng isa hanggang anim na buwan o pagmumultahin ng P50,000 hanggang P100,000 o pareho depende sa desisyon ng korte.

Kung kompanya, korporasyon o iba pang uri ng juridical entity ang lumabag, ang papatawan ng parusa ay ang opisyal o mga opisyal nito.

“The social cost of this issue and the negative impact on the national budget could run into billions - in terms of the government having to take care of young mothers and their babies. Ayon sa ulat, mahigit 500 adolescent umano ang nagbubuntis o nanganganak kada araw o lagpas 182,500 sa isang taon.

Dahil sa negatibong epekto ng maagang pagbubuntis, nakakabawas umano ito sa paglago ng ekonomiya ng P33 bilyon kada taon.

Sa ilalim ng panukala ay itatayo ang Adolescent Pregnancy Prevention Inter-Agency Council (APPIAC) na pamumunuan ng Population Commission executive director bilang chairperson at ang executive director ng Council for the Welfare of Children ang magsisilbing co-chairperson nito.

Ang mga miyembro nito ay mga opisyal ng Department of Health, Department of Education, Department of Social Welfare and Development, Department of Interior and Local Government, Commission on Higher Education, Philippine Commission on Women, National Youth Commission, at Technical Education and Skills Development Authority, mga chairperson ng leagues of provinces, cities at municipalities, dalawang kinatawan ng women’s rights groups, isang adolescent representative, at isang youth representative.

Layunin ng konseho na bumuo at magpatupad ng isang national action plan upang mapigilan ang teenage pregnancy at magrekomenda ng mga panukalang batas kung kinakailangan.

Magtatayo rin ng regional, provincial, city, at municipal counterparts ng konseho para pangasiwaan ang pagpapatupad ng programa.

Sa loob ng 60 araw mula sa pagiging epektibo ng panukala, ang APPIAC ay ipatatawag upang magtalaga ng dalawang katawan ng women’s rights groups, at tig-isang kinatawan ng adolescents at youth sector.

Ang konseho ang bubuo ng implementing rules and regulations ng panukala.
