DEBATE SA PLENARYO NG P5.768-TRILYONG 2024 BADYET, SINIMULAN NA SA KAMARA AT TINATAYANG MAAPRUBAHAN BAGO MAGBAKASYON

Sinimulan na kahapon, Martes, ng Kamara, ang deliberasyon sa plenaryo ng panukalang P5.768-trilyong pambansang badyet para sa 2024.  

Sinabi ni Speaker Ferdinand Martin G. Romualdez na nasa wastong landas ang Kapulungan para ganap na maaprubahan ang badyet na isinumite ni Pangulong Ferdinand “Bongbong” Romualdez Marcos Jr. bago magbakasyon ang Kapulungan ngayong buwan.  

Ayon sa lider ng Kamara, ipapadala nila  ang panukalang badyet sa Senado para sa kanilang pag-apruba.  

(“We will work morning and afternoon and on Thursday and Friday this week to meet our timeline. The national spending bill is the single most important piece of legislation Congress passes every year,” ayon kay Speaker Romualdez.)  

Idinagdag pa niya na ang panukala ay susuporta sa prosperity and economic recovery roadmap ni Pangulo.

 (“Through the national budget, we hope to sustain our recovery from the Covid-19 pandemic, create more income and job opportunities for our people, and improve their quality of life through the timely delivery of basic social services like education, healthcare, infrastructure, and financial aid,” giit niya.)  

Nagsimula ang debate sa plenaryo kahapon ng umaga sa panukalang 2024 badyet sa pamamagitan ng mga sponsorship speech, at susundan ng mga debate sa pangkalahatang prinsipyo at mga probisyon, at ang konsiderasyon ng mga badyet ng Department of Finance, Department of Tourism, at National Economic and Development Authority, kabilang ang mga ahensyang nasa ilalim ng mga ito, at ilang tanggapan na nasa ilalim ng Office of the President (OP).*

DEBATE SA PLENARYO HINGGIL SA 2024 GAB GENERAL PRINCIPLES AND PROVISIONS, TINAPOS NA

Tinapos kahapon (ngayong Martes) ng hapon ng Kamara, ang period of sponsorship and debate sa General Principles and Provisions ng House Bill 8980, o ang 2024 General Appropriations Bill (GAB). 

Bilang sponsor, tiniyak ni Committee on Appropriations Senior Vice Chair Rep. Stella Luz Quimbo (2nd District, Marikina City) sa mga miyembro ng Kamara na ang macroeconomic assumptions na pinagtibay sa 2024 GAB ay may mainam na batayan. 

Aniya, ang GAB ay naaayon sa walong puntong socioeconomic agenda ng administrasyon, gayundin sa mga target ng medium term fiscal framework. 

Pinaliwanag ni Quimbo na “We need the economy to grow so we can meet our revenue targets, support our spending plans, narrow down our deficits, and reduce our debt burden over time.”

Dagdag pa ni Quimbo “the peso amounts are not in itself good barometers of the relative importance attached by the national government to the agencies.” 

Diin niya “one must think in terms of tradeoffs” kapag nagdaragdag ng alokasyon, lalo kung ang bansa ay may kakulangan sa panggasta. 

Binanggit niya na 43 porsiyento, o P2.46 trilyon ng panukalang badyet ang kabuuan nito ay manggagaling sa utang, habang ang balanse ay magmumula sa lokal na tubo at kita. 

(Nilinaw naman ni Deputy Speaker Isidro Ungab, dating chairperson ng Komite ng appropriations, na ang P125 milyong confidential and intelligence fund (CIF) na inilabas sa Office of the Vice President (OVP) noong 2022 ay hindi dapat ituring na augmentation ng budget ng OVP, kundi panibagong appropriation mula sa 2022 GAA Contingent Fund. 

Binanggit niya ang Section 3.12 ng National Budget Circular on the Release of Funds for Fiscal Year 2023, na nagsasaad: “Augmentation is the act of the constitutional officers authorized to use savings in their respective appropriations to cover actual year deficiencies in any existing item of appropriation within their respective offices in the current year.” 

Dagdag pa ni Deputy Speaker Ungab na ito ay dumaan sa tamang pamamaraan. 

Sinabi ni Rep Quimbo na panahon na para suriin ng mga mambabatas ang patakaran sa CIF. 

Sinabi rin niya na "with the decisive interventions by the Executive supported by Congress, inflation targets should be within reach by the first semester of next year.")

*(Ang mga isasalang sa Miyerkules ay ang mga badyet ng Office of the Ombudsman, Commission on Elections, Commission on Human Rights, Department of National Defense, Department of Science and Technology, Department of Trade and Industry, at ilan pang mga ahensya ng OP.  Sa Huwebes ay bubusisiin ng Kapulungan ang mga panukalang badyet ng hudikatura, Department of Justice, Department of Agrarian Reform, Presidential Communications Office, Department of Human Settlements and Urban Development, at mga state universities at colleges.  Sa Biyernes ay tatalakayin naman ang mga badyet ng Kapulungan, Department of Social Welfare and Development, Department of Information and Communications Technology, Department of Migrant Workers, Department of Labor and Employment, and Department of Interior and Local Government, kabilang na ang kanilang mga kaakibat na ahensya, at ang suportang pondo para sa ilang mga korporasyon ng pamahalaan.  Sa ika-25 ng Setyembre, ay susuriin naman ang mga badyet ng Civil Service Commission, Commission on Audit, Department of Energy, Department of Agriculture, Department of Health, at mga karagdagang ahensya ng OP.  Ang panukalang badyet ng OP, Office of the Vice President, Department of Education, Metro Manila Development Authority, and Dangerous Drugs Board and several other OP agencies, Department of Public Works and Highways, at Department of Environment and Natural Resources ay tatalakayin sa ika-26 ng Setyembre.  Sa ika-27 ng Setyembre, Miyerkules, ang huling araw ng deliberasyon sa badyet.   At kung kinakailangan, ay magdaraos pa rin ng sesyon ang Kapulungan ng mga Kinatawan hanggang ika-29 ng Setyembre.   Tatalakayin dito ang panukalang badyet ng Department of Foreign Affairs, Department of Transportation, Department of Budget and Management, at ang lump-sum na mga apropriyasyon.

PANUKALANG MUP PENSION SYSTEM ACT, PASADO SA IKALAWANG PAGBASA

Sa gitna ng deliberasyon ng Kamara sa badyet sa plenaryo kahapon (ngayong Martes), inaprubahan ng mga mambabatas, sa pamumuno ni Speaker Ferdinand Martin Romualdez, sa ikalawang pagbasa ang House Bill (HB) 8969, o ang panukalang “Military and Uniformed Personnel (MUP) Pension System Act.” 

Layon ng panukala na tiyakin ang pagpapatuloy ng pensyon, at iba pang mga benepisyo ng MUP sa pamamagitan ng paglikha ng fiscal framework, na ganap na sumusuporta sa kanilang pangangailangang pondo. 

Itinataya ng HB 8969 ang mandatory retirement age ng MUP sa 57 taong gulang. 

Isinasaad rin sa panukala ang awtomatikong indexation ng pensyon at mga benepisyo sa survivorship para sa MUP, at sa kanilang mga kwalipikadong survivors sa pagsasaayos ng sweldo ng mga MUPs na nasa aktibong tungkulin, na nagtatangan ng parehong ranggo. 

Ang indexation ay sasailalim sa mga sumusunod: 1) maximum 50 percent indexation of pension and survivorship benefits to the increases in the base pay of active MUP; 2) a fixed three percent annual increase in the base pay of active MUP for 10 years; at 3) authorization to lower the adjustment in the pension and survivorship benefits under unmanageable public sector deficit.
