Nagtapos na aniya ang transition period noong 2021 para sa K-to-12 program kaya ang pangunahing problema ay ang legal basis upang pondohan ito sa mga apektadong institusyon.

Paliwanag ni De Vera, ginamit na nila ang salitang "discontinue" upang bigyang-diin na nakararanas ang CHED ng iba't ibang suliranin tulad ng auditing rules.

Nakipagpulong ngayong Lunes ang Komite ng Basic Education and Culture, sa Kapulungan ng mga Kinatawan na pinamumunuan ni Pasig City Rep. Roman Romulo sa Department of Education (DepEd), at Commission on Higher Education (CHED) upang talakayin ang pagpapatupad ng Senior High School (SHS) Voucher Program sa mga unibersidad, at kolehiyo ng estado (SUCs) at mga lokal na unibersidad at kolehiyo (LUCs). 

Ang pagdinig ay isinagawa matapos 1) Naglabas ang CHED ng isang memorandum na nag-uutos na itigil ang SHS sa SUCs at LUCs, kasunod ng paglipas ng pansamantalang mga probisyon ng Republic Act No. 10533, o ang "Enhanced Basic Education Act of 2013," at 2) naglabas ng abiso ang DepEd na wala nang SHS voucher program para sa mga SUC at LUC simula School Year (SY) 2023-2024, maliban sa mga papasok sa Grade 12. 

Ipinaliwanag ni DepEd Undersecretary Michael Poa na sa kabila ng abiso ng ahensya, mayroong mga SUC at LUC na nagpatuloy sa pagpasok ng mga mag-aaral sa Grade 11. 

Iniulat niya na ipinag-utos ni Bise Presidente at kasalukuyang DepEd Secretary Sara Duterte na ipagpatuloy ang voucher program hanggang sa makapasok sa Grade 12 ang natitirang 17,751 mga mag-aaral ng Grade 11. 

Dagdag pa ni USec. Poa, yaong mga hindi makapasa sa Grade 11 ay diskuwalipikado sa voucher program. Binanggit ni CHED Chairman Prospero De Vera III na may mga SUC at LUC na nagpahayag ng kanilang intensyon na tumulong sa pagpapatupad ng SHS. 

Ayon kay USec. Poa, lilinawin din ng DepEd kung pinahintulutan ng SUCs at LUCs na magkaroon ng laboratory school sa ilalim ng kanilang charters, at maipagpapatuloy ang SHS nang walang voucher program. 

Tiningnan din ng Komite ang umano'y "hostage" ng bilyong pisong halaga ng mga materyales sa pag-aaral ng Transpac Cargo Logistics Incorporated. Iniulat ni USec. Poa na 99.05 prosiyento ng mga materyales na ito ay nahakot na mula sa mga bodega ng Transpac patungo sa mga tanggapan ng dibisyon ng DepEd, at ang natitira ay ihahatid sa loob ng isang linggo. 

Idinagdag niya na 23% ng mga hinatak ay naihatid na sa mga paaralan, at target ng DepEd na makumpleto ang lahat ng paghahatid sa unang kuwarto ng 2024. 

Tinunton ng Komite ang ugat ng mga pagkaantala sa paghahatid, pati na ang iba't ibang ligal na interpretasyon ng DepEd at Transpac sa mga pagbabayad.

rpp Kompanyang hindi nagbibigay ng discount sa PWD, senior citizens pinaiimbestigahan ni Speaker Romualdez

Inatasan ni Speaker Ferdinand Martin G. Romualdez ang mga angkop na komite ng Kamara de Representantes upang imbestigahan, para makalikha ng kailangang batas ang hindi umano pagbibigay ng discount sa mga senior citizen at persons with disabilities (PWDs) ng ilang kompanya.

Ipinatawag ni Speaker Romualdez ang motu proprio investigation dahil sa mga natanggap nitong ulat kaugnay ng paglabag umano sa Republic Act (RA) No. 9994 o ang Expanded Senior Citizens Act of 2010 at R.A. 10754 o ang Act Expanding the Benefits and Privileges of PWDs, which provides benefits for seniors and PWDs.

"Laws granting benefits to our senior citizens and PWDs should be strictly followed and implemented. And if there are several instances of the improper grant of these privileges and benefits, it becomes the common practice. So it cannot remain unchecked,” ani Speaker Romualdez.

“This is what we hope to achieve in this investigation, to clarify the law and correct all their misconceptions and wrong implementation. Madaming tanong ang ating mga senior citizen at PWDs, bibigyan natin sila ng pagkakataon kapag nagsimula na ang pagdinig sa Kongreso,” pagpapatuloy nito.

Isa umanong posibleng paglabag ang ginagawa ng isang sikat na coffee shop chain na nililimita ang 20 porsyentong discount at 12 porsyentong value added tax exemption sa isang food item at isang drink ng senior at PWD.

Kamakailan ay naghain ng dalawang kaso ang Pasig City Prosecutors Office laban sa dalawang opisyal ng isang hotel sa Pasig na tumanggi umanong magbigay ng 20 porsyentong discount sa isang senior citizen.

Ang mga opisyal ng hotel ay sinampahan ng kasong paglabag sa Section 4 (a)(7) ng Republic Act 9994 o ang Expanded Senior Citizens Act of 2010 t Article 116 ng Republic Act 7394 o ang Consumer Act of the Philippines. 

“Flagrant violations of the laws that grant benefits to our senior citizens and PWDs are trending topics on social media these past few months. It is high time that the House of Representatives review the implementation of these laws and find out if business establishments are complying with every provision,” Speaker sabi ni Speaker Romualdez.

“Until our probe is completed, we urge local authorities and government agencies to step up and ensure the proper and effective implementation of discounts granted to seniors and PWDs across businesses and service providers in the country,” dagdag pa nito.

Si Speaker Romualdez ang pangunahing may-akda ng R.A. 10754 o ang Act Expanding the Benefits and Privileges of PWDs. 

Naisabatas ito noong 2016 at binibigyan ng exemption ang mahigit 1.9 milyong PWD sa pagbabayad ng 12 porsyentong VAT sa ilang piling produkto at serbisyo bukod pa sa 20 porsyentong discount na ibinibigay sa ilalim ng R.A. 9442 o ang batas na nag-amyenda at nagpalawak sa saklaw ng R.A. 7277 o ang Magna Carta for Disabled Persons.

Nanawagan din si Speaker Romualdez sa Department of Social Welfare and Development (DSWD) at National Council on Disability Affairs (NCDA) na magbigay ng update sa publiko at sa Kongreso kaugnay ng pagpapatupad ng bats.

“Napakahalaga na masiguro ng DSWD at ng NCDA na may compliance sa ating mga batas. At para naman sa ating panukalang imbestigasyon, importante ito sa performance ng ating oversight functions na siguruhin ang tamang implementasyon ng mga batas. Bahagi ito ng ating checks and balances,” saad pa ni Speaker Romualdez.

“I believe that discounts granted to senior citizens and PWDs should not be limited in any way, for as long as they are for their use and personal consumption. Of course, we should also prevent the abuse of these benefits and privileges. Lahat ng ito ay titingnan natin sa ating imbestigasyon,” dagdag pa nito.

Bukod kay Speaker Romualdez, kasama sa may0akda ng R.A. 10754 sina Sen. Sonny Angara, at dating Sen. Ralph Recto, na itinalaga bilang kalihim ng Department of Finance kamakailan. (END)

Sa imbestigasyon ng House Committee on Energy sa Panay Island blackout, sinabi ni DOE Undersecretary Rowena Guevarra na mahalagang makapaglatag ng agarang solusyon para matiyak ang katatagan ng suplay ng kuryete sa Panay habang tinataposan Cebu-Negros Panay backbone project.

Isa na rito ang paglilinaw sa susunding protocol ng NGCP pagdating sa emergency situation ng mga planta.

Batay kasi sa Philippine Grid Code, obligasyon ng NGCP na abisuhan ang ERC kapag may malakihang insidente.

Ngunit hindi ito nagawa ng NGCP dahil para sa kanilang pagtaya, kahit pumalya ang Panay Energy Development Corporation o PEDC Unit 1 ay normal pa rin ang voltage at frequency nito.

“As mentioned by NGCP, we need to enhance the SO protocol for supply-demand balance  and triggers for emergency situation. Linawin talaga natin kelan ba emergency na.” pagbabahagi ng opisyal

Kasabay nito sinabi ni Guevarra na sa January 26 ay maaari nang kunin ng Panay sa reserve market ang kakulangan nila sa ancillary reserve.

“Until CNP3 is up and running, there is still a danger that that same situation will happen to Panay. So our recommendation is the full implementation of the reserve market. Yung kakulangan nila ng ancilliary services, by January 26 of this year  pwede na nilang kunin  sa reserve market.” Ani Guevarra

Palalakasin din aniya nila ang Capacity Market ng Panay at Negros.

Mungkahi rin ng DOE na maglagay ng headroom sa generating capacity.

“Consideder having a headroom for Panay Generators. Imbes na 100%  sila mag-operate,  ibaba natin sa 85% para pagka biglang may bumagsak na planta  may sasagot pa rin n akonting capacity.” Sabi ba ng Energy undersecretary.

Ngunit pinakamahalaga pa rin ani Guevarra na matapos on time ang CNP 3 project.
