MGA EPEKTO NG PAGKAKASUSPINDE SA MGA PROYEKTO NG REKLAMASYON, TINALAKAY NG KOMITE

 

Nagpulong ngayong Lunes ang Komite ng Ways and Means sa Kapulungan ng mga Kinatawan, na pinamumunuan ni Albay Rep. Joey Sarte Salceda, upang talakayin ang epekto sa kita at ekonomiya ng pagkakasuspinde kamailan lang ng mga proyekto ng reklamasyon na inaprubahan ng Philippine Reclamation Authority (PRA). 

Ipinaliwanag ni Rep. Salceda na ang mga proyekto ng reklamasyon ay may pangakong alok ng napakalaking oportunindad sa ekonomiya at mga oportunidad na mapalawak ang saklaw ng pananalapi. 

Pagkatapos ay binanggit niya na pansamantalang sinuspinde ng Department of Environment and Natural Resources (DENR) ang 22 proyekto ng reklamasyon sa Manila Bay, para sa pagsusuri ng kanilang Environmental Compliance Certificates (ECCs) at mga pahintulot ng lugar. 

Ayon kay Rep. Salceda, titingnan ng Komite ang posibilidad ng pagpanukala ng mga balangkas para sa pagpapaunlad ng reklamasyon na magpapabuti ng mga kita para sa pamahalaan, habang tinitiyak ang itatagal nitong pang-ekolohikal at panlipunan. 

“Ultimately, the aim of this briefing is to check the benefits and costs of reclamation projects, whether we can maximize benefits while keeping social, environmental, and ecological costs to an acceptable minimum,” dagdag niya. 

Inilarawan ni PRA Acting General Manager (GM) Atty. John Literal ang mga proyekto sa reklamasyon bilang ligtas, maaasahan, at pangmatagalan, tulad ng ipinakita ng Cultural Center of the Philippines Complex-Financial Center Area (CCP-FCA) at ng SM Mall of Asia. 

Binanggit niya ang epekto ng pagpaparami ng mga proyekto ng reklamasyon sa negosyo at komersyal na aktibidad, paglikha ng mga trabaho at pagpapasigla ng mga aktibidad sa ekonomiya at paglikha ng bilyun-bilyong piso sa mga kita ng pamahalaan, bilang ilan sa mga benepisyo ng mga proyekto ng reklamasyon. 

Upang matugunan ang mga alalahaning pangkapaligiran, iniulat ni Acting GM Literal ang pagpapalabas ng PRA ng Administrative Order No. 2019-05 na nag-uutos sa pagsasama ng mga berdeng espasyo sa mga proyekto ng reklamasyon. 

Muling magpupulong ang Komite sa susunod na linggo, upang makipag-usap sa DENR at iba pang ahensyang may kinalaman sa mga proyekto sa reklamasyon. wantta join us? sure, manure...

Matapos i-deactivate ng isang araw ay naibalik din ang operasyon ng House of

Naniniwala si House Secretary General Reginald Velasco na nanloloko lang o prank  at hindi hacking ang nangyari sa website ng kamara 

Sa isang panayam sinabi ni Velasco ,  batay sa ulat sa kanya ng IT team ng mababang kapulungan  dini-face lamang ang  isa sa mga website ng house of representative at walang na-hack na datos o confidential data  mula sa kongreso

Ayon pa sa Secretary General,  inaasahang ngayong araw ay maibabalik din ang website at matatanggal ang figure o larawan  na nilagay ng hacker

Lider ng Kamara tinukuran “bloodless” anti-drug campaign ni PBBM

Nagpahayag ng pagsuporta si House Deputy Majority Leader at Iloilo Rep. Janette Garin sa matagumpay na "bloodless" anti-drug campaign ng administrasyon ni Pangulong Ferdinand “Bongbong” Romualdez Marcos Jr.

Ayon sa kay Garin sa halos 16 na buwan ng administrasyong Marcos ay naipakita nito na puspusan pa rin ang kampanya laban sa ipinagbabawal na gamot at patunay dito ang nasabat na 4.4 tonelada ng shabu na nagkakahalaga ng hindi bababa sa P30 bilyon.

“That's 4,400 kilos of illegal drugs no longer on our streets. This means P30 billion is no longer feeding the coffers of drug peddlers, traffickers, and kingpins. Instead, this money is put to other uses, possibly in more productive endeavors like feeding families and attending to other family needs,” ani Garin.

Sinabi rin ni Garin na kapuri-puri ang estratehiya ng administrasyon sa pagsugpo ng iligal na droga.

“The brilliance of President BBM’s anti-drug strategy lies not only in its efficacy but in its humanity. Not a single life of a drug user, peddler, or trafficker was taken. It's a testament to the belief that bloodshed isn't the answer to this crisis,” sabi ni Garin.

“This administration will not stand by and watch small-time drug users and street pushers face dire consequences while the major importers and suppliers of these illegal drugs operate with impunity," dagdag pa nito.

HINDI magpapatinag ang liderato ng Kamara de Representantes sa anumang banta o pananakot kung ang layunin lamang ay muling isaalang-alang ang desisyon i-realign ang ilang bahagi ng P1.23 billion na confidential funds ng 2024 national budget.

Ito ang pahayag ni House Deputy Majority Leader at Quezon City 3rd District Rep. Franz Pumaren bilang tugon sa nakaraang pag-atake ni dating Pangulong Rodrigo Duterte laban sa Kamara sa muling pamamahagi ng confidential funds  na hiniling ng kanyang anak na si Vice President at Education Secretary Sara Duterte-Carpio sa national security agencies.

Bilang iginagalang na dating.pangulo, sinabi ni Pumaren na sila bilang mambabatas na halal ng bayan at kumakatawan sa interes ng kanilang.mga botante, hindi papatol sa anumang banta at pananakot. 

Hiniling ni Pumaren sa dating lider ng bansa na maging maingat sa mga binibitiwang kritisiamo. Mayroon aniyang mas mapayapa at epektibong pamamaraan upang ipahiwatig ang kanyang mensahe.

Confi funds hindi babalik sa pamamagitan ng pagbabanta sa Kamara

Kung ang layunin umano ng pagbabanta at pananakot ay upang ibalik ng Kamara de Representantes ang inalis nitong confidential fund sa panukalang 2024 national budget ay hindi umano ito mangyayari.

Ito ng sinabi ni House Deputy Majority Leader at Quezon City 3rd District Rep. Franz Pumaren matapos ang mga pahayag na inilabas ni dating Pangulong Rodrigo Roa Duterte matapos na alisan ng Kamara ng confidential funds ang Office of the Vice President (OVP) at Department of Education (DepEd) na parehong pinamumunuan ng kanyang anak na si Vice President Sara Duterte.

“As the good former president should know, we, as lawmakers duly elected by our respective constituents to represent their interests, do not respond well to threats and intimidation. If his allegations have bases, then he should go to the proper channels and file charges,” ani Pumaren na dating Majority Leader ng QC City Council.

“But to insinuate bodily harm or even the murder of a member of the House of Representatives, this has gone too far. We urge the former president to be cautious and reasonable in his criticisms. There are more peaceful and effective ways to send his message through,” dagdag pa nito.

Sa kanyang pagdepensa kay VP Duterte, pinalutang ng dating Pangulo na mayroong nakatagong ‘pork barrel’ ang Kamara, na matagal nang ipinagbawal ng Korte Suprema.

Sinabi ni dating Pangulong Duterte na dapat silipin ng Commission on Audit (COA) kung papaano ginamit ang pondo ng Mababang Kapulungan.

Sinabi rin ni dating Pangulong Duterte na ang confidential funds ng vice president ay gagamitin para sa pagbabalik ng ROTC at para labanan ang mga komunistang recruiter sa mga paaralan, “Pero, ang una mong target sa intelligence fund mo, kayo, ikaw France, kayong mga komunista ang gusto kong patayin.”

Ikinalungkot ni Pumaren ang mga pangyayari lalo at nagdulot lamang aniya ng pagkakawatak-watak at poot ang mga pahayag ng dating punong ehekutibo at pagkasira sa House of Representatives, na nagbigay ng buong suporta sa legislative agenda noong kaniyang termino.

“We implore the good former president to seek the path of peaceful resolution instead of engaging in making threats and intimidation. We should unite, not divide. We are not going to be good examples to the people if we give in to these bickerings,” ani Pumaren.

“The decision to realign the vice president’s confidential funds is nothing personal, as several other agencies also faced the same redistribution. If the former president thinks this is wrong, our doors are always open in the House of Representatives for dialogues,” sabi pa nito.

Desisyon na ilipat confi funds ng OVP, DepEd para sa kapakanan ng buong bansa—House leaders

Ang kapakanan umano ng bansa ang isinaalang-alang sa pag-alis ng kabuuang P1.23 bilyong confidential funds mula iba’t ibang ahensya sa gitna ng umiinit na tensyon sa West Philippine Sea (WPS).

Ito ang sinabi ng mga lider ng iba’t ibang partido sa Kamara de Representantes bilang tugon sa atake ni dating Pangulong Rodrigo Roa Duterte matapos na alisan ng confidential fund ang Office of the Vice President at Department of Education na pinamumunuan ng kanyang anak na si Vice President Sara Duterte.

“The decision to reallocate confidential funds to security agencies, especially in the context of escalating tensions with China, was taken in the best interest of national security,” sabi ng joint statement ng iba’t ibang partido na inilabas ni House Secretary-General Reginald Sagun Velasco.

“It is essential to understand that this decision was made for the benefit of the nation and not as a personal affront to any individual, including Vice-President Sara Duterte-Carpio,” sabi pa sa pahayag.

Bukod sa OVP at DepEd, nagdesisyon ang Kamara na alisin ang confidential fund ng Departments of Agriculture (DA), Foreign Affairs (DFA), and Information and Communications Technology (DICT).

“Casting these decisions in a light of personal vendettas is a disservice to the diligent members of the House of the People and the very essence of our democratic process,” sabi ng pahayag.

Sa pagdepensa sa confidential fund ng anak, nagpahiwatig si dating Pangulong Duterte na ang Kamara ay mayroong nakatagong pork barrel at sinabi na dapat suriin ng Commission on Audit kung papaano ginagastos ang pondo nito.

Sa pahayag ng lider ng mga partido, ikinalungkot nito na ginawang pag-atake ni dating Pangulong Duterte at sa halip umano na manawagan ng pagkakaisa ay inatake nito ang Kamara na sumuporta sa kanyang administrasyon.

“We, leaders of all political parties in the House of Representatives, take utmost exception to the remarks made by former President Rodrigo R. Duterte. Our institution, the House of Representatives, has been unwavering in its dedication to the Filipino people,” sabi sa pahayag.

“It is deeply unfortunate that the former President chose to malign the very institution that for years supported many of his own legislative priorities,” pagpapatuloy nito.

Iginiit ng mga lider na matagal ng ipinagbawal ng Korte Suprema ang pork barrel system at sinusunod ito ng Kamara.

“Our Members are firmly committed to respecting and upholding this ruling. Rather than making sweeping allegations in the media, we advise the former president, if he has tangible evidence of wrongdoing, to present it to the appropriate authorities,” sabi pa sa pahayag.

Ang pinupuno naman umanong extraordinary and miscellaneous funds ay bahagi ng standard budgetary allocation na nasusuri ng COA.

“In fact, these funds are subject to the rigorous oversight of the Commission on Audit (COA), the constitutionally mandated body responsible for examining all government expenditures,” sabi pa ng pahayag.

“It is worth noting that, per COA, the House of Representatives passed all levels of audits. There were no red flags, no disallowances, and no suspensions – a testament to our commitment to fiscal responsibility and transparency," saad pa nito.

Davao solon suportado ang Kamara sa pamumuno ni Speaker Romualdez

Isang opisyal ng Kamara mula sa Davao region ang nagpahayag ng pagsuporta sa Kamara de Representantes sa ilalim ng pamumuno ni Speaker Ferdinand Martin Romualdez sa gitna ng pag-atake dito ni dating Pangulong Rodrigo Roa Duterte.

Ipinahayag ni Davao de Oro Rep. Maricar Zamora, vice chair of the House committee on appropriations ang kanyang pagsuportasa isang post sa Facebook noong Linggo.

“I stand with the House of Representatives. Sa lahat ng mga isyu na ipinupukol ngayon sa House of Representatives, nais ko lamang ipaabot ang aking buong suporta at patuloy na pagtitiwala sa aking mga kasamahan sa Kongreso, sa pamumuno ni Speaker Martin Romualdez, at sa lahat ng mga empleyado na patuloy na nagtatrabaho, may session man o wala, para maipaabot ang iba’t-ibang serbisyo ng gobyerno sa bawat Pilipino,” sabi ni Zamora sa post.

Ang Davao de Oro solon ay miyembro ng Lakas–CMD, at local party na Hugpong ng Pagbabago (HNP), na siyang partido ni Vice President Sara Duterte, anak ni dating Pangulong Duterte.

Si Zamora rin ang nagdepensa sa panukalang pondo ng Department of Education (DepEd) at Office of the Vice President para sa 2024.

“Hindi man tayo perpekto bilang institusyon, ngunit batid ko ang dedikasyon ng 19th Congress na: 1) mapabilis ang pagpasa ng mga prayoridad na batas, at 2) mapadali ang proseso ng paglapit ng mga serbisyo ng gobyerno upang mas maraming Pilipino ang makinabang,” paglalahad ni Zamora. 

“Ang institusyong patuloy na binabatikos ay siya ring institusyon na nangunguna sa pagsiguro na maipatayo ang mga kinakailangan nating imprastraktura, mga paaralan, mga ospital, mga kalsada, tulay, paglaan ng pondo para sa iba’t-ibang social services, scholarship, medical assistance, at kung anu-ano pa,” dagdag nito.

Kamakailan ay nagdesisyon ang House of Representatives na ilipat ang kabuuang P1.23 bilyong confidential funds ng mga civilian agency, kabilang ang sa Office of the Vice President (OVP) at DepEd, sa mga ahensya na direktang may kaugnayan ng pagbibigay ng seguridad sa bansa.

Matapos ito ay ipinagtanggol ng dating Pangulo ang paghingi ng confidential fund ng mga tanggapan ng kanyang anak at ipinasilip sa Commission on Audit ang paggamit ng pondo ng Kamara.

“Sa ilang taon akong nanilbihan sa Kongreso, naramdaman ko ang pagiging mas-accessible ng Kongreso para sa mga ordinaryong mamamayan. Mas makatarungan ang pamimigay ng mga alokasyong nararapat sa bawat distrito,” paliwanag bi Zamora. 

“Ngayon mas napahalagahan ang Congressman na masipag sa kanyang trabaho sa Kongreso at distrito, at makakasungkit ng pondo para sa kanyang mga nasasakupan,” paglalahad pa nito 

Nasa ika-apat na termino na si Zamora bilang kinatawan matapos magsilbi ng tatlong nagkakasunod na termino mula 2010 hanggang 2019. 

“Kaya naman nais kong ipaunawa sa aking mga kababayan sa unang distrito ng Davao de Oro, na sa gitna ng mga isyung ito, patuloy kami sa House of Representatives na magtatrabaho ng naaayon sa aming mga katungkulan at patuloy na pagsisikapang maisakatuparan ang ipinangakong kaginhawaan,” aniya.

"Kaya ang aking panawagan, sa halip na magbangayan at mag-away-away, ay magka-isa na tayo, sama-sama na tayo patungo sa Bagong Pilipinas.” 

Kamakailan ay dinipensagan ng political leaders sa Kamara ang institusyon mula sa mga pag atake ni dating pangulong Duterte, at sinabi na ang realignment ng confidential funds ay ginawa ng isinasaalang-alang ang interes ng buong bansa.
