Pagpapalakas ng kakayanan ng AFP hindi para sa giyera kundi sa kapayapaan, pagtindig sa soberanya โ€“ Speaker Romualdez

Ipinaabot ni Speaker Ferdinand Martin G. Romualdez nitong Biyernes ang kanyang paghanga at pasasalamat sa kagitingan at dedikasyon ng mga sundalong Pilipino.


Kasabay nito ay inulit ni Speaker Romualdez ang pangako ng Kamara de Representantes na tutulong sa pagpapalakas ng operational capabilities ng Armed Forces of the Philippines (AFP).


Sa kaniyang talumpati sa forum na inorganisa ng National Defense College of the Philippines Alumni Association sa Camp Aguinaldo sa Quezon City, binigyang-diin ni Speaker Romualdez ang mahalagang papel ng AFP sa pagbibigay ng proteksyon sa pambansang soberanya sa gitna ng patuloy na pandaigdigang tensyon lalo na sa West Philippine Sea (WPS).


โ€œOur nation stands at a pivotal juncture, where the ripples of global tensions are felt even within the serene waters of the [WPS]. It is here that our brave men and women in uniform stand as sentinels of sovereignty, safeguarding our nationโ€™s territory against the ceaseless tides of adversity,โ€ sabi ni Speaker Romualdez, lider ng higit 300 mambabatas ng Kapulungan.


โ€œThe House of Representatives, fully aware of the weight of this responsibility, has been unyielding in its commitment to fortify the operational capabilities of our Armed Forces. We have embarked on a strategic journey, not only to modernize our military assets but also to ensure that our personnel are equipped with the fortitude of skill and the assurance of a nationโ€™s unwavering support,โ€ dagdag pa nito.


Bilang bahagi ng pagtupad sa pangakong tutulungan ang pagpapalakas ng AFP, sinabi ni Speaker Romualdez na mayroong nakalaang P282.7 bilyong pondo ang AFP sa ilalim ng panukalang 2024 national budget. Ito ay mas mataas ng 21.6% kumpara sa kanilang budget ngayong taon.


โ€œOur commitment to safeguarding our territorial integrity and ensuring the safety of our citizens remains unwavering. As a nation, we must take proactive measures to enhance our defense capabilities and ensure that we have the necessary resources to effectively protect our sovereign rights,โ€ ani Speaker Romualdez.


Aniya ang pondong inilaan sa sektor ng depensa ay para suportahan ang mga kritikal na hakbangin tulad ng "Land, Air, and Naval Forces Defense Programs," na nagkakahalaga ng P188.5 bilyon, kasama ang mga kontribusyon sa United Nations Peacekeeping Mission, na layong tiyakin ang matatag na lokal na seguridad.


Hindi pa kasama sa naturang halaga ang P1.23 bilyon na confidential at intelligence funds na inilipat ng Kamara sa mga frontline agency na may tungkuling tiyakin ang pambansang seguridad at pangalagaan ang interes ng bansa sa WPS.


Kasama sa strategic reallocation na ito ang P300 milyon na napunta sa National Intelligence Coordinating Agency, P100 milyon sa National Security Council, P200 milyon sa Philippine Coast Guard para sa intelligence activities at ammunition, at P381.3 milyon sa Department of Transportation para sa pagpapalawak ng Pag-Asa Island Airport.


โ€œThis allocation demonstrates our dedication to maintaining a strong and credible defense posture, one that sends a clear message that we will not compromise when it comes to safeguarding our national interests,โ€ wika ni Romualdez.


โ€œWe must remember that a strong defense is not merely a tool for confrontation, but a means to uphold peace, stability, and the rule of law," saad pa niya. 


Muli ring siniguri ni Speaker Romualdez ang suporta ng Kamara sa posisyon ni Pangulong Ferdinand Marcos Jr. na igiit ang soberanya sa WPS at binigyang-diin ang kahalagahan ng mga panukala at batas, kabilang Republic Act 11939, na naglalayong palakasin ang propesyonalismo at modernisasyon ng militar.


Nakalatag na rin aniya ang ilang panukalang batas para sa pagbabago ng Department of National Defense at ang pagtatatag ng Special Defense Economic Zone.


Tiniyak din ng Speaker ang posisyon ng Kamara na isulong ang kapakanan ng mga unipormadong hanay, sa pamamagitan ng pagtaas ng base pay, pinalawak na mga benepisyo sa serbisyong pangkalusugan at pabahay.


Ibinida rin ng lider ng Kamara ang pag-apruba sa House Bill (HB) No. 8969, o reporma sa pension system ng military and uniformed personnel (MUP), upang matiyak ang economic stability at matatag na seguridad na pambansa.

It means that as we chart the course for tomorrow, we do so with the confidence that comes from a military that is not only capable and well-equipped but also respected and cared for. Pagpapatuloy nito: โ€œAs we move forward, let us remember that each vessel we commission, each new weapon we procure, and each policy we enact in support of our military is a testament to our resolve as a nation. A resolve to protect our land, our people, and the freedoms we hold sacred.


โ€œIn conclusion, let the message go forth from this gathering that the Philippine military is strong, our resolve is steadfast, and our commitment to the welfare of our soldiers is unshakeable. Speaker Romualdez: Building AFP capability not for war, but to maintain peace and uphold sovereignty


SPEAKER Ferdinand Martin G. Romualdez on Friday conveyed his admiration and gratitude to the courageous and dedicated Filipino soldiers while reaffirming the House of Representatives' steadfast commitment to bolster the operational capabilities of the Armed Forces of the Philippines (AFP).


Speaking at the forum organized by the National Defense College of the Philippines Alumni Association at Camp Aguinaldo in Quezon City, Speaker Romualdez underscored the crucial role of the AFP in protecting national sovereignty amid ongoing global tensions, notably in the West Philippine Sea (WPS).


โ€œOur nation stands at a pivotal juncture, where the ripples of global tensions are felt even within the serene waters of the [WPS]. It is here that our brave men and women in uniform stand as sentinels of sovereignty, safeguarding our nationโ€™s territory against the ceaseless tides of adversity,โ€ Speaker Romualdez, the leader of the 300 plus-strong legislative chamber, said.


โ€œThe House of Representatives, fully aware of the weight of this responsibility, has been unyielding in its commitment to fortify the operational capabilities of our Armed Forces. We have embarked on a strategic journey, not only to modernize our military assets but also to ensure that our personnel are equipped with the fortitude of skill and the assurance of a nationโ€™s unwavering support,โ€ he added.


Speaker Romualdez reiterated the Houseโ€™s commitment to bolstering the nationโ€™s defense capabilities through the proposed P5.768-trillion 2024 national budget, allocating P282.7 billion to the defense sector, a 21.6% increase from the 2023 budget.


โ€œOur commitment to safeguarding our territorial integrity and ensuring the safety of our citizens remains unwavering. As a nation, we must take proactive measures to enhance our defense capabilities and ensure that we have the necessary resources to effectively protect our sovereign rights,โ€ he said.


The defense budget is allocated to support critical initiatives such as the "Land, Air, and Naval Forces Defense Programs," amounting to P188.5 billion, along with contributions to the United Nations Peacekeeping Mission, among others, all aimed at ensuring robust domestic security.


The amount does not include P1.23 billion in confidential and intelligence funds. The House strategically realigned these funds to frontline agencies tasked with ensuring national security and safeguarding the country's territorial rights in the WPS.


This strategic reallocation includes P300 million to the National Intelligence Coordinating Agency, P100 million to the National Security Council, P200 million to the Philippine Coast Guard for intelligence activities and ammunition, and P381.3 million to the Department of Transportation for the development or expansion of Pag-Asa Island Airport.


โ€œThis allocation demonstrates our dedication to maintaining a strong and credible defense posture, one that sends a clear message that we will not compromise when it comes to safeguarding our national interests,โ€  Speaker Romualdez said.

At the same time, Speaker Romualdez restated the Houseโ€™s support for President Ferdinand Marcos Jr.โ€˜s position on asserting sovereignty in the WPS and emphasized the significance of legislative measures, including recent laws like Republic Act 11939, aimed at fortifying the military's professionalism and modernization initiatives.


He also outlined upcoming bills, including those addressing the Department of National Defenseโ€™s transformation and the establishment of a Special Defense Economic Zone.


The Speaker underpinned the Houseโ€™s commitment to the welfare of uniformed personnel, citing increased base pay, expanded healthcare benefits, and housing projects. 


He highlighted the passage of House Bill (HB) No. 8969, providing a reformed pension system for military and uniformed personnel (MUP), ensuring economic stability and demonstrating commitment to national security.


โ€œBut what does all this mean for our future, for the peace we so dearly pursue? It means that as we chart the course for tomorrow, we do so with the confidence that comes from a military that is not only capable and well-equipped but also respected and cared for. Umapela ang bagong Deputy Speaker ng Kamara na si Lanao Del Sur Second District Representative Yasser Alonto Balindong sa mga kapwa mambabatas na pagtulungan ang pagpasa ng mga panukala na tutugon sa inflation.


Ayon kay Balindong, dapat labanan ang pagtaas ng presyo ng pagkain  at suportahan ang sektor ng agrikultura sa bansa.


Tututukan din aniya ang legislative measures na makalilikha ng dagdag na trabaho na magpapalago sa ekonomiya.


Giit ni Balindong, nasusukat ang tagumpay ng Kongreso sa kung paano nagkaisang magtrabaho ang mga mambabatas para iangat ang buhay ng mamamayan.

STATEMENT ON WEST PHILIPPINE SEA 


I vehemently condemn the recent aggressive actions of the Chinese coastguard against a Philippine resupply boat in the West Philippine Sea. This unprovoked act of hostility directly violates our nationโ€™s sovereign rights and international law, including the United Nations Convention on the Law of the Sea (UNCLOS).


The harassment, blocking, execution of dangerous maneuvers, and deployment of water cannons against unarmed vessels engaged in routine operations is not only dangerous but also a blatant disregard for the diplomatic processes we, as a nation, have consistently and firmly advocated for. It is a clear attempt to undermine the peace and stability of the region, and it cannot be tolerated.


We demand an immediate cessation of these intimidations and call on China to respect the 2016 Hague tribunal ruling which invalidated its expansive claims over the West Philippine Sea. We stand firm in our conviction that might does not make right. The Philippines, though a smaller nation, will not be cowed or bullied into submission.


I call upon the international community, especially our ASEAN neighbors and allies, to join us in condemning these actions and to stand with us in upholding the freedom of navigation, the rule of law, and the preservation of peace in the region. We will take all necessary measures, including the filing of a diplomatic protest, to protect our sovereign rights and to ensure the safety of our citizens.

Kumpiyansa si House Senior Deputy Speaker Aurelio Gonzales Jr. na mababawi sa huling quarter ng taon ang paglago ng ekonomiya.


Itoโ€™y matapos maitala sa 5.9 percent ang GDP growth nitong third quarter ng 2023.


Ayon kay Gonzales, nasa "growth period" na ang bansa kung saan natatanggap ng mga manggagawa sa pampubliko at pribadong sektor ang kanilang yearend bonuses, cash gifts at iba pang insentibo.
