CARETAKER NG IKATLONG DISTRITO NG NEGROS ORIENTAL SA LOOB NG DALAWANG BUWAN, GAGAMPANAN NI SPEAKER ROMUALDEZ


Itinalaga ni Speaker Ferdinand Martin G. Romualdez sa kanyang sarili ang responsibilidad upang tiyakin na ang mga mamamayan ng 3rd Legislative District ng Negros Oriental ay protektado, sa pamamagitan ng pansamantalang pagganap niya ng tungkulin bilang kanilang legislative caretaker.


Ito ay alinsunod sa House of Representative Memorandum Order No. 19-017, na may petsang ika-23 ng Marso 2023, na ipinalabas ni Speaker Romualdez.


β€œIn the interest of the people of the 3rd District of Negros Oriental, the undersigned shall act as the Legislative Caretaker of the 3rd District of Negros Oriental for the period 23 March 2023 to 22 May 2023. This order takes effect immediately,” ayon sa memorandum order na nilagdaan ni Romualdez.


Bilang tradisyon sa Kapulungan, pansamantalang itinatalaga ng pinuno ng Kongreso ang mga caretaker sa mga distritong walang kumakatawan sa Kapulungan sanhi ng iba’t ibang kadahilanan, kabilang na ang pagkakahirang sa isang Cabinet position, suspensyon, o pagkakatanggal bilang miyembro.


Ang Kapulungan ay kasalukuyang nakabakasyon para sa Semana Santa hanggang ika-7 ng Mayo 2023.


Alinsunod sa kautusan, pansamantalang gagampanan ni Speaker Romualdez ang pagiging caretaker ng naturang distrito, sa kabuuan ng panahon na itataon sa 60-araw na suspensyon na ipinataw ng Kapulungan ng mga Kinatawan noong ika-23 ng Marso, kay Negros Oriental 3rd District Rep. Arnolfo β€œArnie” A. Teves dahil sa masamang asal.


Inirekomenda ng Komite ng Ethics and Privileges sa Kapulungan ng mga Kinatawan ang suspensyon ni Teves, na isinasangkot sa pagpaslang kay Gov. Roel Degamo at walong iba pa, matapos na mabigo siyang bumalik sa bansa at pumasok sa trabaho sa kabila ng pagtatapos ng bisa ng kanyang travel authority simula pa noong ika-9 ng Marso.


Si Teves, na huling naiulat na nasa Estados Unidos upang umano ay magpagamot ng kanyang karamdaman, ay tumangging umuwi sa bansa dahil sa aniya ay mga pagbabanta sa kanyang buhay.


Ayon sa lupon ng Ethics, ang pananatili ng kinatawan sa β€œabroad with expired travel clearance and his continued defiance to the orders of the House and the Committee to return to the country and perform his duties as a House member constitute disorderly behavior affecting the dignity, integrity, and reputation of the House of Representatives, which warrant disciplinary action.”


Sinabi ng Komite na nabigo si Teves na talikdan ang β€œnorms of conduct and ethical standards expected of public officials,” at ang kanyang β€œmisconduct has adversely affected the dignity, integrity, and reputation of his public office and that of the House of Representatives as an institution.”


Paulit-ulit na nanawagan si Speaker Romualdez sa mambabatas mula sa Negros Oriental na umuwi na upang makapagtrabaho na, at upang kanyang harapin ang mga akusasyon laban sa kanya, habang tinitiyak naman sa kanya na siya ay bibigyan ng sapat na hustisya at katarungan.


Maging si Pangulong Ferdinand "Bongbong" Marcos, Jr. ay nangako mismo na titiyakin niya ang kaligtasan ni Teves.


Nauna nang tiniyak ni Speaker Romualdez sa mga mamamayan ng Negros Oriental na naibalik na ang katiwasayan at kaayusan ng kanilang lalawigan, lalo na sa ikatlong distrito. #

ito ay para madaliin ang implementing rules and regulations o IRR para sa batas na nagbibigay ng  P500 na increase sa social pension ng mga mahihirap na senior citizen.


hiling ito ni Ordanes sa NCSC makaraang kumpirmahin ni Dept of Sosial Welfare and Development o DSWD Secretary Rex Gatchalian na mayroon ng pondo ang dagdag pension ng mahigit 4 million indigent senior citizen sa buong bansa.


Ayon kay Ordanes, base sa impormasyon mula kay secretary Gatchalian ay kukunin sa updated unprogrammed funds ng 2023 national budget ang P25.6 billion na dagdag sa P25.6 billion sa ilalim ng DSWD budget para sa pension ng maralitang lolo at lola.


Pero dismayado si Ordanes na hindi ito maipatupad dahil wala pa ring IRR ang batas na dapat aniya ay iprayoridad ng NCSC.

Para mas higit pang maisulong ang karapatan ng kababaihan at maipamalas ang kanilang talento, galing, at katapangan, inanunsyo ni Mayor Joy Belmonte ang pagkakaroon ng QC Women's Festival tuwing buwan ng Marso.

Sa ginawang talumpati ng alkalde sa Dance Parade of QC Women in Action against VAW, kapansin-pansin na mataas ang kamalayan ng QCitizens sa gender equality at women empowerment kaya kailangan itong ipagdiwang sa pamamagitan ng kapistahan.

Bilang pakikiisa naman ng lungsod Quezon sa kampanya kontra pang-aabuso at karahasan sa mga kababaihan, sama-samang nag-martsa ang mga QCitizen sa palibot ng Amoranto Stadium.

Kasabay nito, Pinarangalan din ng lokal na pamahalaan ng kyusi ang mga nagwagi sa dance competition sa ilalim ng city department at barangay-community category.

Gabinete ni Pang. Marcos, suportado ang itinutulak ng Kamara na pag-amyenda sa economic provisions ng 1987 Constitution...


Mas nahihikayat ngayon ang mga mambabatas na ipagpatuloy ang pagsusulong ng pag amyenda sa mga restrictive economic provisions na nakalaloob sa 1987 Constitution.


Ayon kay Cagayan de Oro City 2nd District Rep. Rufus Rodriguez, kasunod ito ng inilabas na statements/position papers ng mga miyembro ng economic team at cabinet officials ni Pang. Bongbong Marcos na nagpapakita ng kanilang mariing pagsuporta sa hakbang ng Kongreso na padaliin ang mga proseso ng pagpasok ng mas maraming foreign investments sa bansa sa pamamagitan ng pag amyenda sa ating saligang batas.


Sinabi ni Rodriguez na syang chairman ng House committee on constitutional amendments, na isa lamang si Finance Sec. Benjamine Diokno sa mga economic team members na nagpahayag ng mariing pag sang ayon sa itinutulak na constitutional amendments ng Mababang Kapulungan.


Binanggit din ng Mindanao lawmaker ang iprinisentang position papers sa kanyang kominte nina Trade and Industry Secretary Alfredo Pascual, National Economic and Development Authority Director-General Alfredo Balisacan, Interior and Local Government Secretary Benhur Abalos, Social Welfare and Development Secretary Rex Gatchalian, at Foreign Affairs Secretary Enrique Manalo.

Maglulunsad ng isang nationwide consultation si Davao del Norte Rep Pantaleon Alvarez kaugnay sa panukala nitong alisin sa listahan ng dangerous drugs ang cannabis o ang marijuana.

 

Sa pamamgitan ng kaniyang  National Marijuana Consultation Tour, mag-iikot ang dating House Speaker sa buong bansa upang alamin ang pulso ng publiko hinggil sa pagsasa-ligal ng marijuana sa ating bansa.

 

Isasagawa aniya ito simula April 6 hanggang April 10.

 

Sinabi ni Alvarez na ilulunsad niya itong National Marijuana Consultation Tour, iikutin niya ang buong Pilipinas, kokonsultahin ang mga tao kung gusto ba nila na ipagpatuloy ng gobyerno na alisin na sa listahan ng prohibited drugs ang marijuana.

 

Sa ilalim ng HB06783 ni Alvarez, aamyendahan ang Comprehensive Dangerous Drugs Act of 2002 upang alisin ang cannabis, cannabis resin and extracts at tinctures of cannabis mula sa listahan ng ipinagbabawal na gamot.

 

Ngunit, tiniyak niya na hindi isinusulong ng kaniyang panukala ang recreational use ng cannabis.

Pag-aaralan na ng Committee on Ethics and Privileges ang appeal letter na ipinadala ni Pamplona, Negros Oriental Mayor Janice Degamo sa Kamara na humihiling na tuluyan nang i-expel o tanggalin bilang miyembro ng Kapulungan si suspended Cong. Arnie Teves Jr na itinuturong utak sa pagpaslang kay NegOr GovRoel Degamo.


Ito ang inihayag ni Ethics and Privileges Committee Chairman Rep Felimon Espares matapos kumpirmahin na natanggap na ng kanyang komite ang kopya ng apela ni Mayor Degamo.


Sinabi ni Espares, na Kailangang rebyuhin ang hiling ng maybahay ni Gov Degamo upang malaman kung mayroong bigat o substance para maisalang sa pagdinigang naturang apela.


Subalit sa kasalukuyan, aminado ang mambabatas na hamon sa kanila ang pagkakaroon ng quorum dahil karamihan ng mga miyembro ng komite ang nasa kani-kanila nang mga lugar.


Nilinaw naman ni Espares na sakaling matuloy na ang imbestigasyon ukol sa apelang alisin na bilang miyembro ng Kamara si Cong Arnie Teves, asahan na magiging executive meeting ito dahil sa confidentiality ng usapin.


Hindi naman masabi ni Cong Espares kung kailangang gawing urgent ang pagtalakay dito lalo nat hindi pa aniya nababasa ang dokumento sa plenaryo at kanya pang pinapagawa ang briefer para magsilbing gabay o guidance ng komite.

Namahagi ng tig-tatalong libong piso (P3,000) na financial aid sa mga biktima ng oil spill sa Mindoro sina House Speaker Martin Romualdez at Tingog Partylist Rep Yedda Marie Romualdez


Katuwang ang administrasyon ni Pang Bongbong Marcos Jr, sa pamamagitan ni DSWD Sec Rex Gatchalian, namahagi ang tanggapan nina Speaker at Tingog Congresswoman Romualdez ng tig P3,000 cash assistance sa anim na raang biktima ng oil spill sa Oriental Mindoro.


Nagkaloob din ang office of the Speaker ng tig-limandaang libong pisong calamity fund sa lalawigan ng first congressional district sa pangunguna ni Rep Arnan Panaligan.


Mula ang P3,000 cash aid sa Assistance to Individuals in Crisis Situations o AICS program ng DSWD, mismong  ang tanggapan ng House Speaker at nina  Tingog Partylist Rep Romualdez at  Rep Jude Acidre ang nag-ayos upang mairelease ang pinansyal na ayuda na ipinamahagi sa mga oil spill victim.


Sinabi naman  ng maybahay ng House Speaker na si Congw. Romualdez, batid niyang di sapat ang financial aid upang matugunan ang lahat ng pangangailangan ng mga apektadong residente, ngunit umaasa siya na kahit papano'y maibsan nito ang kinakaharap nilang hamon dahil sa insidente.

How A Bill Becomes A Law


1. PREPARATION OF THE BILL

The Member or the Bill Drafting Division of the Reference and Research Bureau prepares and drafts the bill upon the Member's request.


2. FIRST READING

  1. The bill is filed with the Bills and Index Service and the same is numbered and reproduced.
  2. Three days after its filing, the same is included in the Order of Business for First Reading.
  3. On First Reading, the Secretary General reads the title and number of the bill. The Speaker refers the bill to the appropriate Committee/s.


3. COMMITTEE CONSIDERATION/ACTION

  1. The Committee where the bill was referred to evaluates it to determine the necessity of conducting public hearings. 
    If the Committee finds it necessary to conduct public hearings, it schedules the time thereof, issues public notics and invites resource persons from the public and private sectors, the academe and experts on the proposed legislation. 
    If the Committee finds that no public hearing is not needed, it schedules the bill for Committee discussion/s.
  2. Based on the result of the public hearings or Committee discussions, the Committee may introduce amendments, consolidate bills on the same subject matter, or propose a subsitute bill. It then prepares the corresponding committee report.
  3. The Committee approves the Committee Report and formally transmits the same to the Plenary Affairs Bureau.

4. SECOND READING

  1. The Committee Report is registered and numbered by the Bills and Index Service. It is included in the Order of Business and referred to the Committee on Rules.
  2. The Committee on Rules schedules the bill for consideration on Second Reading.
  3. On Second Reading, the Secretary General reads the number, title and text of the bill and the following takes place:
    1. Period of Sponsorship and Debate
    2. Period of Amendments
    3. Voting which may be by:
      1. viva voce
      2. count by tellers
      3. division of the House; or
      4. nominal voting


5. THIRD READING

  1. The amendments, if any, are engrossed and printed copies of the bill are reproduced for Third Reading.
  2. The engrossed bill is included in the Calendar of Bills for Third Reading and copies of the same are distributed to all the Members three days before its Third Reading.
  3. On Third Reading, the Secretary General reads only the number and title of the bill.
  4. A roll call or nominal voting is called and a Member, if he desires, is given three minutes to explain his vote. No amendment on the bill is allowed at this stage.
    1. The bill is approved by an affirmative vote of a majority of the Members present.
    2. If the bill is disapproved, the same is transmitted to the Archives.


6. TRANSMITTAL OF THE APPROVED BILL TO THE SENATE

The approved bill is transmitted to the Senate for its concurrence.


7. SENATE ACTION ON APPROVED BILL OF THE HOUSE

The bill undergoes the same legislative process in the Senate.


8. CONFERENCE COMMITTEE

  1. A Conference Committee is constituted and is composed of Members from each House of Congress to settle, reconcile or thresh out differences or disagreements on any provision of the bill.
  2. The conferees are not limited to reconciling the differences in the bill but may introduce new provisions germane to the subject matter or may report out an entirely new bill on the subject.
  3. The Conference Committee prepares a report to be signed by all the conferees and the Chairman.
  4. The Conference Committee Report is submitted for consideration/approval of both Houses. No amendment is allowed.


9. TRANSMITTAL OF THE BILL TO THE PRESIDENT

Copies of the bill, signed by the Senate President and the Speaker of the House of Representatives and certified by both the Secretary of the Senate and the Secretary General of the House, are transmitted to the President.


10. PRESIDENTIAL ACTION ON THE BILL

  1. If the bill is approved the President, the same is assigned an RA number and transmitted to the House where it originated.
  2. If the bill is vetoed, the same, together with a message citing the reason for the veto, is transmitted to the House where the bill originated.


11. ACTION ON APPROVED BIL

The bill is reproduced and copies are sent to the Official Gasette Office for publication and distribution to the implementing agencies. It is then included in the annual compilation of Acts and Resolutions.


12. ACTION ON VETOED BILL

The message is included in the Order of Business. If the Congress decides to override the veto, the House and the Senate shall proceed separately to reconsider the bill or the vetoed items of the bill. If the bill or its vetoed items is passed by a vote of two-thirds of the Members of each House, such bill or items shall become a law.


NOTE: A joint resolution having the force and effect of a law goes through the same process.
