On conflicting hunger survey results: Congress vows more support for PBBM’s anti-poor programs



THE recent survey results on hunger, although conflicting, send a strong message to members of the House of Representatives to continue supporting the anti-poor programs of the administration of President Ferdinand R. Marcos Jr.


House Deputy Majority Leader Jude Acidre (Tingog Partylist) and House Assistant Majority Leader Mikaela Angela “Mika” Suansing (Nueva Ecija, 1st District) both made this statement during the daily press briefing at the House of Representatives Thursday, citing the conflicting survey results on hunger from OCTA Research and SWS.


Acidre said one can look at the hunger surveys using the principle of the half-filled glass and the half-empty one, as OCTA declared there was a decrease in self-rated hunger from 14% in December to 11% in March, while SWS said there was an increase in involuntary hunger from 12.6% to 14.2% covering the same period.


“Alam mo kung ako tinanong kung gutom ako, siguro iba din ang sagot ko, depende kung sino ang nagtanong at kailan ako tinanong. I think it’s like looking at the glass half-full or half empty,” Acidre said.


“I think one perspective, ‘yung sa OCTA, is that we’re on the right track, where all policies are all set toward ensuring that food is available for everyone, for all Filipinos. But the other survey is also telling us we are not there yet … merong (room) for improvement pa. That’s the way I look at it,” he added.


Acidre said Congress should take its cue from these survey results and continue supporting the programs Marcos, several of which are through the initiative of Speaker Ferdinand Martin G. Romualdez, and crafting new ones to improve the delivery of government services to the people.


“At siguro kami sa Kongreso, we’ll take (our cue) from that, with all the programs – yung conditional cash transfers natin sa 4Ps, mga unconditional cash transfers natin sa CARD, sa FARM at iba pang programa – na isinusulong ng ating Speaker at ng ating Presidente, eh lahat ho ‘yun ay magkakatugma,” Acidre said.


“Ang kailangan lang ho nating gawin ay sigasig ng Kongreso, sigasig ng ating administrasyon na tuloy-tuloy po. Hindi po magpa-distract sa mga ingay sa politika at tuloy-tuloy lang po na magtrabaho. Sigurado po kaming makakamit po natin ‘yung mga targets na ating pong nilaan para po sa kalagayan ng pagkain sa ating bansa.”


Suansing also agreed that the programs Acidre mentioned like the 4Ps, Cash and Rice Distribution or CARD program and Farmers’ Assistance for Recovery and Modernization or FARM program have greatly aided Filipino citizens in battling hunger, and she added other programs like the Bagong Pilipinas Serbisyo Fair (BPSF), the ISIP for the Youth, and the SIBOL Program for small Filipino entrepreneurs.


“Kung susumahin po natin, bilyong-bilyong piso na po na ayuda ang ating naibibigay sa mga benepisyaryo ng BPSF. Bilyong-bilyong halaga ng AICS (Assistance to Individuals in Crisis Situations) at Tulong Pang-Hanapbuhay sa Ating Disadvantage/Displaced Workers (TUPAD).Meron pa pong ilang mga programa na nakapaloob dito. Iyong isa po ay yung tinatawag na CARD, milyun-milyong kilo ng bigas na iyong naipamahagi,” said Suansing.


“Daang libo na din po yung mga benepisyaryo nitong ISIP, CARD, SIBOL at FARM. At bukod pa po roon ay magsisimula narin ‘yung tinatawag natin na AKAP Program, kasi ‘yung mga near-poor families ay mabibigyan po ng P5,000 na one-time grant,” she added.


She also mentioned Romualdez’s plan to have the Rice Tariffication Law amended to restore the mandate the National Food Authority (NFA) to flood the market with affordable rice, which will be within reach of the poor and influence market prices of rice.


“We would like to highlight doon po sa RTL. Halimbawa, itong amendments natin sa RTL is algo geared toward providing access to cheaper rice, more affordable rice, especially to the poorest families in our country. So that’s one policy that we are trying to make,” Suansing said.


“So malaking tulong po iyon kapag atin na pong naipasa itong batas na ito,” Suansing added. (END)

With P1.7T in investments coming in, confidence in PH, PBBM at an all-time high – lawmakers


MEMBERS of the House of Representatives have declared that the recorded P1.7 trillion investment in 2023 coming from both within and beyond the country’s borders is proof that investor confidence in the country and in the leadership of President Ferdinand “Bongbong” R. Marcos Jr. is at an all-time high.


This was the consensus made among House Assistant Majority Leaders Amparo Maria “Pammy” Zamora (Taguig City, 2nd District) and Mikaela Angela “Mika” Suansing (Nueva Ecija, 1st District) and Deputy Majority Leaders Jude Acidre (TINGOG Partylist) and Faustino “Inno” Dy (Isabela, 6th District) during the daily press briefing Thursday at the House of Representatives.


For Zamora, the fact that P1.7 trillion in investments were infused into Philippine economy should silence the critics of the frequent foreign travels of President Marcos.


“So siguro isang paraan ito ng Presidente para ipamukha sa kanyang mga bashers na ito ang produkto ng kanyang pagbya-byahe at hindi lang ito simpleng pagpapahinga at nagtratrabaho talaga ang ating pamahalaan,” Zamora declared. “I think sinabi ito ng Presidente kasi napakaraming pumupuna kapag bumibyahe siya … kung ilan na ba iyong biyahe niya na foreign trips at sino ang kasama niya. pero kita naman natin sa in-announce niya na almost P1.7 trillion in investments ang inani natin sa kanyang mga pagpunta sa mga foreign countries.”


Suansing agreed, and even continues to describe the Philippines as an “economic superstar” in the international community.


She mentioned some of the economic and investment trips of the President, including the historic trilateral meeting with the US and Japan, the World Economic Forum in Davos, and others.


“Makikita din natin na very well-respected ang ating mahal na Presidente sa international community. And really, personally, sobrang bilib po ako sa mga remarkable achievements and the recognition that our President is getting from the international community,” Suansing said.


“So that really goes to show how much of an economic superstar the Philippines has become in the international community … All of the big businessmen, all of the heads of state, want to have like a one-on-one meeting with our President, with our Speaker. So that’s how well respected we’re becoming.” She said.


“That’s why on the part of Congress, we are helping with the amendments we are proposing in the RBH 7, the Charter reforms we are proposing. We are making it easier for the Philippines to be more open to business,” Suansing added. 


“Kung maisu-summarize sa isang salita, I think what the present situation tells us is, there is on-going confidence in the Philippines. Malaking factor duon ang ating Presidente at ang kanyang ginagawa,” Acidre for his part told reporters.


“Mas maraming naniniwala, mas maraming nagtitiwala sa ating Presidente. Hindi lang dito sa ating bansa kundi sa pandaigdigang lipunan, the international community. So, we are thankful and happy that the efforts of the President are finally paying off,” Acidre added.


President Marcos, during the Labor Day celebrations, disclosed that according to investment promotion agencies of the government, over P1.7 trillion in investments was recorded for 2023, which is expected to create 108,000 jobs.


“Ito ay pagpapakita lamang na nasa tamang track ang ating bansa, nasa tamang track ang ating Presidente. And kami naman sa House, we will continue to support the President and the House leadership sa pag-prepare, sa pag-draft, sa pagpursige sa mga batas at mga legislation na kailangan natin para mas maging handa pa tayo sa mga papasok na investments dito sa ating bansa,” Acidre noted.


Dy, meanwhile, said that the investment figures in 2023 is proof of the President’s pronouncements that the country is now open for business.


“Ito na po iyong outcome nito, ito na po iyong mga fruits of his labor kumbaga. Dahil nakikita naman natin may pledges na tayo or investments, this will equate to more jobs in the country once all these businesses are established, once all these investments are already fully operational,” Dy said.


“So napakagandang balita po iyan and I believe that this will continue to grow these next few years. Andito pa lang tayo sa first two years ng ating administration and I strongly believe that in the next few years, we would continue to reap more of these benefits from all these foreign trips and pledges,” he added. Isinusulong ni CIBAC Party-list Representative Bro. Eddie Villanueva ang panukalang batas na magkakaloob ng special financial assistance sa pamilya ng mga nasawi o naging baldadong miyembro ng Philippine Coast Guard habang ginagampanan ang tungkulin.


Batay sa House Bill 10283 na inihain ni Villanueva, aamiyendahan ang Republic Act 6963 o ang batas na nagbibigay ng special financial assistance sa mga naulilang pamilya ng isang nasawing pulis, bumbero o miyembro ng militar o di kaya'y "incapacitated" o wala nang kakayahang magtrabaho.


Ang ayuda ay katumbas ng average na anim na buwang suweldo kabilang ang allowances, bonuses at iba pang benepisyo.


Ipinaliwanag ni Villanueva na lubhang kailangan ng bansa ang serbisyo ng Coast Guard personnel na nagtataguyod ng kaligtasan, kaayusan at soberanya sa karagatan lalo na sa panahon ng disputes.


Maituturing aniyang "injustice" para sa mga matatapang na kawani ng Coast Guard kung hindi isasama sa financial assistance ang kanilang mga pamilya.


Umaasa ang kongresista na sa pamamagitan nito ay aangat ang motibasyon at inspirasyon ng Coast Guard personnel na handang isakripisyo ang buhay para lamang maprotektahan ang bansa.


Bukod sa ayuda, palalawakin din ng panukala ang scholarship privilege para sa mga benepisiyaryo kung saan sasagutin ang iba pang school fees, magkakaloob ng outright grant sa textbooks at school supplies gayundin sa military science at physical education uniform, transportation expenses at monthly living allowance.
