Pinuri ni Speaker Ferdinand Martin G. Romualdez ang pagsasabatas para hindi na magbayad ng entrance examination fee ang mga kuwalipikadong mag-aaral na nais na pumasok sa pribadong kolehiyo.

Ang panukala ay niratipika ng Kamara de Representantes at Senado noong Mayo at naging isang batas makalipas ang 30-araw matapos na walang maging aksyon laban dito ang Pangulo.

Layunin ng batas na mabigyan ng oportunidad ang mga kuwalipikadong mag-aaral na mayroong pinansyal na limitasyon para makakuha ng pagsusulit sa mga pribadong kolehiyo.

"This law is a crucial step in our efforts to provide equal educational opportunities for all Filipinos, regardless of their financial situation," ayon kay Speaker Romualdez, pinuno Kamara na mayroong mahigit 300 kinatawan.

“By waiving entrance exam fees, we are removing a significant hurdle that prevents many talented and deserving students from pursuing their dreams of higher education," dagdag pa ng mambabatas.

Sa pamamagitan ng isang liham ay ipinarating ni Executive Secretary Lucas Bersamin kay Speaker Romyaldez na naging batas na ang panukala at naging Republic Act No. 12006 noong ika-14 ng Hunyo.

Sa ilalim  ng Konstitusyon, si Pangulong Ferdinand Marcos R. Jr. ay may 30-araw para lagdaan o i-veto ang isang panukalang batas na niratipika ng Kongreso. Kung walang naging pagkilos ang Pangulo, ang panukala ay magiging ganap na batas makaraan ang 30-araw.

Kinilala ni Speaker Romualdez ang mas malawak na implikasyon ng batas na mapa-angat ang isang komunidad na makatulong sa pagpapa-unlad ng bansa.

“Education is the key to unlocking our nation's potential. When we invest in our youth, we invest in the future of our country. This law will help ensure that more students have the chance to succeed, thereby contributing to the growth and progress of the Philippines,” ani Speaker Romualdez. 

Ang bagong batas ay nag-uutos sa lahat ng pribadong mataas na institusyong pang-edukasyon na ilibre ang pagkuha ng entrance examination ng mga estudyanteng nagpapakita ng malaking potensyal sa akademiko ngunit walang pambayad ng examination feee.

Inaasahan na libu-libong mga mag-aaral sa bansa ang mabibigyan ng pagkakataon na makakuha ng libreng pagsusulit.

Dahil ang batas ay agad na ipatutupad, ang mga educational institution ay inaatasang sumunod sa sinasaad ng batas, tiyaking lahat ng kuwalipikadong mag-aaaral ay mayroong pagkakataong na makapag-aplay para sa admission ng walang bayad.

Kumpiyansa rin ang pinuno ng Kamara na ang bagong batas ay magiging daan para sa mas inklusibo at patas na sistema ng edukasyon sa Pilipinas.

RPP Speaker Romualdez hails new law waiving college entrance exam fees for qualified students

SPEAKER Ferdinand Martin G. Romualdez on Friday hailed the recent enactment of a bill mandating private higher educational institutions (HEIs) to waive college entrance examination fees for qualified students, which has lapsed into law and takes effect immediately.

This new legislation aims to alleviate the financial burden on deserving students and their families, ensuring that higher education opportunities are not hindered by economic barriers.

"This law is a crucial step in our efforts to provide equal educational opportunities for all Filipinos, regardless of their financial situation," Speaker Romualdez, the leader of the 300-plus-strong House of Representatives, pointed out. 

“By waiving entrance exam fees, we are removing a significant hurdle that prevents many talented and deserving students from pursuing their dreams of higher education," he added.

Speaker Romualdez was informed through a letter by Executive Secretary Lucas Bersamin that the bill, which was ratified by both chambers of Congress last May, lapsed into law as Republic Act No. 12006 on June 14.

Under the Constitution, President Ferdinand R. Marcos Jr. has 30 days to sign or veto a bill transmitted to his office. If he does not act on the measure within 30 days, the bill lapses into law.

Speaker Romualdez cited the broader implications of the new law, noting its potential to uplift communities and drive national development. 

“Education is the key to unlocking our nation's potential. When we invest in our youth, we invest in the future of our country. This law will help ensure that more students have the chance to succeed, thereby contributing to the growth and progress of the Philippines,” the Speaker said.

The new law mandates all private HEIs to waive entrance examination fees for students who demonstrate academic potential but may lack the financial means to afford such costs. 

This measure is expected to benefit thousands of students across the country, providing them with the opportunity to access quality education without the added financial pressure.

As the law takes effect immediately, educational institutions are now required to comply with this mandate, ensuring that no qualified student is denied the chance to apply for admission due to financial constraints.

Speaker Romualdez expressed confidence that this legislative development would pave the way for a more inclusive and equitable education system in the Philippines.

PNA free private college entrance examination fees

The bills waiving the private college entrance examination fees for qualified students and creating a Bulacan Special Economic Zone and Freeport have lapsed into law, the Presidential Communications Office (PCO) said on Friday.

In a statement, the PCO said Republic Act (RA) 12006, or the Free College Entrance Examinations Act, exempts qualified graduates and graduating students from paying entrance examination fees administered by private higher education institutions (HEIs).

According to the PCO, RA 12006, which lapsed into law on June 14, "emphasizes the need to assist disadvantaged students who show potential for academic excellence."

To be eligible for free college entrance exams, qualified students must be a natural-born Filipino citizen, must belong to the top 10 percent of their graduating class, and must belong to a family whose combined household income falls below the poverty threshold as defined by the National Economic and Development Authority (NEDA).

Qualified students should apply for the college entrance exams of any private higher schools within the country and must satisfy their requirements.

The Commission on Higher Education (CHED) will determine and impose sanctions against violating private schools.

The CHED, in coordination with the Department of Education, is also mandated to promulgate the Implementing Rules and Regulations (IRR) of the law within 60 days of its effectivity.

The Coordinating Council of Private Educational Associations of the Philippines, or its equivalent institution, will be consulted for drafting the IRR.

Bulacan EcoZone

Meanwhile, the PCO said Republic Act 11999, which establishes the Bulacan Special Economic Zone (EcoZone) Freeport or the Bulacan EcoZone and the Bulacan Special Economic Zone and Freeport Authority (BEZA), lapsed into law on June 13.

Under the law, the BEZA shall manage the Bulacan EcoZone, which covers the airport and the airport city projects.

“The BEZA shall be organized within 180 days upon the effectivity of the law, which will take effect 15 days following the completion of its publication in the Official Gazette, or in a newspaper of general circulation,” the PCO said.

In consultation with NEDA, BEZA shall establish the general framework for land use, planning, and development for the area covered by Bulacan EcoZone, consistent with the Philippine Development Plan of the government.

If the President does not act on a proposed law submitted by Congress, it will lapse into law after 30 days of receipt, according to the Official Gazette. (PNA)
