Nagpahayag ang Bicol Saro partylist sa pamamagitan ni Rep. Brian Raymund Yamsuan ng kanilang pananatili at buong suporta sa inclusive at action -orient na uri ng pamumuno ni Speaker Ferdinand Martin Romualdez na siyang naging dahilan sa mabilis na pagpasa ng lahat na mga priority bills ng Ferdinand Bongbong Marcos, Jr. administration.

Pinasalamatan ni Rep. Yamsuan si Speaker Romualdez sa pagiging inspirasyon nito sa Kamara upang matulungan ang kasalukuyang administrasyn na makalikha ng pangmatagalang pag-unlad at kasaganaan para sa mga Pilipino.

Sinabi ni Yamsuan na bago mag-adjourn ang sesyon ng Kongreso noong nakaraang buwan, naipasa na ng Kamara ang lahat ng 20 panukala na prayoridad na maisabatas ng Legislative-Executive Development Advisory Council (LEDAC), mas maaga ng tatlong buwan sa napag-usapang deadline na hanggang Disyembre 2023.

Kabilang sa naaprubahan ng Kamara ang panukalang P5.768-trilyon budget ng gobyerno para sa 2024 at ang Trabaho Para sa Bayan Act. 

Nilagdaan na rin ni Pangulong Marcos bilang batas ang Trabaho Para sa Bayan Act na layong tugunan ang kawalan ng trabaho at underemployment sa bansa sa pamamagitan ng upskilling o pagbibigay ng dagdag na kabuhayan sa mga manggagawang Pilipino at pagbibigay suporta sa micro, small and medium enterprises (MSMEs).  wantta join us? sure, manure...

PAGBABANTAY SA PRESYO NG MGA AGRICULTURAL PRODUCT SA MGA PAMILIHAN, IPAGPAPATULOY NG KAMARA

Ipagpapatuloy pa rin ng House committee on agriculture and food ang kautusan ni Speaker Martin G. Romualdez na babantayan ang presyo ng bigas, sibuyas at iba pang mga agrucultural product sa mga pamilihan.

Sinabi ni Committee Chairman at Quezon Rep. Mark Enverga na batay sa utos ni Speaker Romualdez at ayon na rin sa nais ni Pangulong Ferdinand Bongbong Marcos, Jr. na gawing abot-kaya ang presyo ng mga agricultural product, kanila itong ipatutupad upang matugunan ang food inflation.

Ayon kay Chaiman Enverga, magsasagawa ang kanyang komite nga mga public hearing at inquiries at mag-daos ng mga public cosultation kung kinakailang upang ma-hinto ang anumang hindi makatarungang pagtaas ng presyo ng mga batayang produkto.

Idinagdag pa ni Enverga na hindi sila matitinag sa Kamara sa anumang mga pressure na manggaling sa kung saanman dahil sila ay gumagawa lamang ng pagsiserbisyo para sa interes ang ating mga kababayan sa loob ng PBBM administration.

HOUSE PANEL TO CONTINUE ADDRESSING FOOD INFLATION 

The House committee on agriculture and food will continue checking the prices of rice, onions and other agricultural products.

“Upon the instruction of our Speaker Martin G. Romualdez and in line with the desire of President Ferdinand ‘Bongbong’ Marcos Jr. to make food products affordable, we will observe and address food inflation,” Quezon Rep. Mark Enverga, committee chairman, said.

“We will not be intimidated by pressure from any source. We are here to serve our people’s interests under the PBBM administration,” Enverga said.

Enverga added that he and his colleagues should not be distracted by the controversy surrounding the request and use of confidential and intelligence funds (CIFs). 

“That’s water under the bridge now because the House has already decided to realign those funds to agencies concerned with the country’s security and territorial integrity. Those affected should respect the House decision,” Enverga stressed.

Early this year, the Enverga committee conducted a four-month inquiry into the sudden increase in the price of onions, which skyrocketed to as much as P800 a kilo.

The hearings resulted in the drastic drop of onion prices from P700 to P160 per kilo.

Partly as a result of the inquiry, the National Bureau of Investigation has filed charges against three Department of Agriculture officials and three officers of a cooperative.

Speaker Romualdez has commended the NBI and the Department of Justice for the filing of the charges.

“We welcome this result and we expect prosecutors to make the charges stick. We will continue to monitor prices and we will not hesitate to exercise our power of oversight by conducting an investigation and prodding agencies so we can protect the public from high prices and inflation,” he said.

He thanked Enverga and his committee’s lead investigator, Marikina Rep. Stella Quimbo, for their extensive and successful inquiry.

Earlier, Justice Sec. Jesus Crispin Remulla announced that the NBI has filed charges against those they found involved in onion hoarding and price manipulation after a lengthy investigation.

Facing violation of Republic Act (RA) No. 3019 (Anti Graft and Corrupt Practices Act) were DA Assistant Secretary Kristine Evangelista, Agribusiness and Marketing Assistance Service officer in charge Junibert de Sagun and Bureau of Plant Industry Director Gerald Panganiban.

They are also facing administrative cases for insufficiency and incompetence of officials duties under the Revised Administrative Code.

Speaker pinuri matagumpay na biyahe ni PBBM sa Saudi, kinilala magiging benepisyo sa mga Pinoy

Pinuri ni Speaker Ferdinand Martin G. Romualdez ngayong araw ang matagumpay na biyahe ni Pangulong Ferdinand R. Marcos Jr. sa Saudi Arabia kung saan naselyohan ang bilyun-bilyong dolyar na halaga ng pamumuhunan na magbibigay ng mapapasukang trabaho sa mga Pilipino at magpapalakas sa ekonomiya ng bansa.

Sinaksihan ni Pang. Marcos ang paglagda sa mga kasunduan sa pamumuhunan na may kabuuang halagang US$4.26 bilyon, na pakikinabangan ng tinatayang 300,000 manggagawang Pilipino at ang interes ng mga dayuhang negosyante na mamuhunan sa Maharlika Investment Fund.

Nakipagpulong si Pang. Marcos sa mga pangunahing business leader sa Saudi sa gilid ng 2023 ASEAN-Gulf Cooperation Council Summit.

Ayon kay Speaker Romualdez ang mga nakuha ng bansa sa pagbisita ni Pang. Marcos sa Saudi ay patunay ng lumalaking kumpiyansa sa Pilipinas bilang pangunahing destinasyon ng dayuhang pamumuhunan bunsod ng positibong klima sa ekonomiya at liderato ng bansa.

Indikasyon din umano ito ng pagnanais ni Pang. Marcos ng mas maunlad at magkaka-ugnay na ekonomiya sa mundo, kung saan ang Pilipinas ay mayroong mahalagang papel na ginagampanan.

Sinabi nito na ayon kay Pang. Marcos, tiniyak sa kanya ng mga negosyante at opisyal ng Saudi na handa silang mamuhunan sa Pilipinas at ang pagpili ng mga ito sa mga manggagawang Pilipino para sa kanilang labor force.

Sa kanyang pakikipag-usap sa media bago bumiyahe pabalik sa Pilipinas, sinabi ni Pang. Marcos na kumpiyansa ito na magiging maliwanag ang hinaharap ng samahan ng Gulf States at mga miyembro ng ASEAN.

“There is a very clear understanding, especially amongst the leaders of the Gulf states that in this globalized economy, it is important to continue to make these arrangements, make these agreements so that we have a very strong basis from which to transform our economies and from which we can grow,” sabi nito.

Sa summit, hiniling din ng Pangulo sa mga miyembro ng GCG na tulungan ang mga bansa sa Southeast Asia upang matiyak na mayroong sapat na suplay ng produktong petrolyo ang mga ito, bukod pa sa fertilizer habang bumabangon mula sa epekto ng coronavirus pandemic at sa gitna ng mga kaguluhan sa iba’t ibang panig ng mundo.

Ayon kay Speaker Romualdez nagkaroon din ng pagpupulong sina Pang. Marcos at Kuwaiti Crown Prince na makatutulong umano sa pagpapalakas ng relasyon ng dalawang bansa.

“This encounter brings hope for the restoration of diplomatic relations between our two nations, which had previously been strained due to labor issues and the need to protect the welfare of Overseas Filipino Workers,” ani Speaker Romualdez. 

Ayon sa Pangulo, sinabi sa kanya ng Kuwaiti monarch na hindi ito masaya sa kasalukuyang relasyon ng Pilipinas at Kuwait at hindi umano kailangang humingi ng paumanhin ang Pilipinas. Sa halip ang Crown Prince umano ang nagbigay ng paumanhin dahil sa ginagawa ng ilan nilang residente.

“We will fix it and we will make it because we love the Philippines.’ And he said, ‘Because I remember your father,’ Sabi nya, ‘He always supported Kuwait. He always supported us and we know that you will also always support us, that’s why we will fix this," sabi ng Pangulo patungkol sa sinabi sa kanya ng lider ng Kuwait.

Sinabi ni Pang. Marcos na ito ay isa sa mga tagumpay ng kanyang biyahe sa Saudi.

Sinuspendi ng Kuwaiti government ang pagbibigay ng entry at work visa sa mga Pilipino dahil sa hindi umano pagsunod ng Pilipinas sa mga napagkasunduan.

Ipinagbawal naman ng Pilipinas ang pagpapadala ng mga first-time household service sa Kuwait matapos paslangin ang overseas Filipino worker na si Jullebee Ranara, na ginahasa, pinatay, at sinunog ng anak ng kanyang amo.

Kamara hindi matitinag sa paninira, tuloy lang sa trabaho para mapabuti ang buhay ng mga Pilipino—Rep Fernandez

Siniguro ni Santa Rosa City Lone District Rep. Dan S. Fernandez sa publiko na magtutuloy-tuloy ang Kamara de Representantes, na pinamumunuan ni Speaker Ferdinand Martin Romualdez sa pagtatrabaho sa kabila ng mga paninira rito matapos na ilipat ang confidential funds ng mga civilian agency.

Bilang tugon sa direktiba ni Speaker Romualdez, sinabi ni Fernandez na nagsasagawa ng mga briefing at pagdinig ang mga komite ng Kamara kahit na naka-break ang sesyon ng Kongreso upang makalikha ng mga panukala na makatutulong sa mga Pilipino at bilang suporta sa mga programa ni Pangulong Ferdinand R. Marcos Jr.

“The House of Representatives is resolute in its determination to serve the Filipino people. We will not be deterred by distractions or intimidation. We recognize our responsibility to the nation, and we will continue to work diligently, regardless of the circumstances,” sabi ni Fernandez.

Iginiit ni Fernandez, chairman ng House Committee on Public Order and Safety ang kahalagahan na ituon ng Kamara ang atensyon nito sa legislative agenda nito at hindi magpa-apekto sa paninira.

“Our commitment to the people is unwavering. We are here to serve, and our duty to the nation remains paramount. We will not allow political noise to divert our attention from the work that needs to be done,” sabi ni Fernandez.

Nag-adjourn ang sesyon ng Kongreso noong Setyembre 28 at magbabalik sa Nobyembre 6. Kahit na nakabakasyon, pinayagan ng liderato ni Speaker Romualdez ang mga komite na magsagawa ng mga pagdinig upang mapabilis ang pagpasa ng mga panukala na makatutulong sa mga Pilipino.

Noong Biyernes, si Fernandez kasama ang ilan pang kongresista ang pumunta sa Cavite upang saksihan ang ginawang pagsira ng Philippine Drug Enforcement Agency sa tinatayang P6 bilyong halaga ng iligal na droga na nakumpiska sa magkakahiwalay na operasyon.

Nangako si Fernandez at kanyang mga kasama ang pangako na pagsisilbihan ang publiko at isusulong ang legislative agenda ng Kamara ng hindi nagpapa-apekto sa paninira at pananakot.

Ayon kay Fernandez ang isyu ng confidential funds, bagamat mahalaga ito ay hindi makakaapekto sa kanilang pangako sa bansa at sa mga Pilipino.

Kamakailan ay inatake ang Kamara matapos nitong ilipat ang P1.23 bilyong confidential fund ng mga civilian agency sa mga ahensya ng gobyerno na ang mandato ay ang pagbibigay ng seguridad sa bansa sa gitna ng tensyon sa West Philippine Sea.

Ang pinakamatinding kritisismo ay nagmula kay dating Pangulong Rodrigo Duterte na kanyang ginawa habang ipinagtatanggol ang P650 milyong confidential fund ng Office of the Vice President at Department of Education na kapwa pinamumunuan ang kanyang anak na si Vice President Sara Duterte.

Ginawa ng dating Pangulo ang paninira sa kabila ng sinabi ni VP Sara na kaya ng kanyang tanggapan na magawa ang mandato nito kahit walang confidential fund.

Nauna rito ay umani ng kritisismo si VP Sara matapos nitong ubusin ang P125 milyong confidential fund nito sa huling 11 araw ng 2022 o P11.36 milyon kada araw.

Bukod sa OVP at Deped, inilipat rin ng Kamara ang confidential fund ng Department of Information and Communications Technology, Department of Foreign Affairs, at Department of Agriculture, na pinamumunuan ni Pangulong Ferdinand R. Marcos Jr.

Iginiit ni Fernandez ang kahalagahan na ilipat ng Kamara ang P1.23 bilyong confidential fund upang mapondohan ang pangangailangan ng mga ahensya na nagbibigay ng seguridad sa bansa.

"This step underscores our unwavering commitment to reinforcing the programs of the Marcos administration for the improvement of the lives of Filipinos,” sabi ni Fernandez.

Sinabi ng kongresista mula sa Laguna na nananatili ang pangako ng Kamara na gumawa ng mga hakbang upang mapaganda ang kalagayan ng mga Pilipino.

“Our intent is to ensure that these funds contribute effectively to the well-being of our citizens and the advancement of the nation's interests,” sabi ni Fernandez.

“This action showcases the proactive role of Congress in supporting the administration's initiatives, particularly in areas crucial to the safety and welfare of the Filipino people. Pangangailangan ng OFW diringin ng Kamara, susuportahan programa ni PBBM

Magsasagawa ng public consultation at pagdinig ang House Committee on Overseas Workers Affairs upang pag-usapan ang mga panukala na susuporta sa mga programa ni Pangulong Ferdinand R. Marcos Jr. para sa mga overseas Filipino workers (OFW).

Ayon kay Kabayan Partylist Rep. Ron S. Salo, chairman ng komite, nakatanggap siya ng direktiba mula kay Speaker Ferdinand Martin G. Romualdez na magpatuloy sa pagtatrabaho kahit na walang sesyon ang Kongreso upang talakayin ang mga panukala na makapagbibigay ng benepisyo sa mga OFW.

“Upon the instruction of Speaker Romualdez, my panel will be holding a comprehensive public consultations and hearing in order to gather input and insights from various stakeholders in the development of robust plans and policies to help the Marcos administration better support returning OFWs,” ani Salo.

“This is a testament to the genuine desire of the House of Representatives to effectively fulfill its mandate and responsibility to the Filipino people amid all the political noise. We have a job to do and we will not be distracted in our efforts of promoting the welfare of our OFWs,” dagdag pa nito.

Kasalukuyang naka-recess ang sesyon ng Kamara na nagsimula noong Setyembre 28. Magbabalik ang sesyon sa Nobyembre 6.

Binigyan ni Speaker Romualdez ng otorisasyon ang lahat ng komite na magsagawa ng briefing at pagdinig kahit na walang sesyon.

“This directive is made more relevant in light of the repatriation of Overseas Filipino Workers (OFWs) amidst the ongoing Israel-Hamas conflict. As our brave OFWs return to our homeland, often after enduring various challenges abroad, we believe it is our duty to provide them with comprehensive support and assistance,” paliwanag ni Salo.

Ayon kay Salo pag-aaralan ng kanyang komite ang mga panukala na makakatulong sa mga OFW upang maging madali ang kanilang muling pananatili sa bansa.

“We will begin by conducting a briefing with the relevant government agencies such as the DMW, OWWA, DFA, and TESDA, among others, on the existing government assistance to OFWs. From there, we will formulate additional policies and make existing ones more efficient and effective,” sabi ni Salo.

Kasama umano sa pag-aaralan ng komite ang paglikha ng pension system para sa mga OFW na babayaran ng employer at OFW gayundin ang pagbibigay ng retraining sa kanila sa pamamagitan ng Technical Education and Skills Development Authority (TESDA) at mga katulad na programa ng gobyerno.

“I consider a pension system for OFWs as a lasting solution to the main concerns/needs of OFWs. This will provide income security and additional social protection for our modern day heroes,” paliwanag ni Salo.

“As heroes of modern times, our OFWs deserve more from their government. As such, we will also be looking at legislation that will extend financial aid and scholarship programs for their dependents, for their families,” sabi pa ni Salo.

“We will do our best to pass more legislation that will benefit our OFWs. And the leadership of Speaker Romualdez is committed to making this happen to support the Marcos administration’s efforts in helping our OFWs,” dagdag pa ng mambabatas.
